Central Govt Bonus 2022-23

The eagerly awaited Non-Productivity Linked Bonus (Ad-hoc Bonus) for the year 2022-23 has been a topic of immense curiosity amongst employees of the Central Government. 7th CPC Benefits to ICSSR Aided Institutions

The Ministry, in its efforts to ensure fair and just treatment to all, has constituted a Committee with the specific task of examining the applicability of the 7th CPC recommendations to the Research Institutes funded by ICSSR. This decision comes after careful consideration of the importance of ensuring that employees in these institutes receive the benefits and compensation they rightly deserve. The Committee is expected to conduct thorough research and analysis in order to make informed recommendations to the Ministry.

The revised pay structure recommended by Central Pay Commission (CPC) is extended to the employees of Quasi-Government Organizations, Autonomous Organizations Statutory bodies, etc. set up and funded/ controlled by the Central Government with specific approval of the Central Government as per guidelines of the Department of Expenditure, Ministry of Finance. The recommendations of the 6th CPC for the revision of pay scales were extended to the employees of the Indian Council of Social Science Research (ICSSR), New Delhi on 06.10.2008. At the time of implementation of a new pay commission in Research Institutes, the performance, governance, needs, and faculty & staff strength of the institute are thoroughly examined by ICSSR. Consequently, the order was issued on 30.11.2010 in respect of 21 Research Institutes and on 10.03.2011 in respect of two Research Institutes funded by ICSSR.

Cabinet Approves 3% DA to CG Staff

The decision in question is the approval of an additional 3% of Dearness Allowance, which will be put into effect from the 1st of July 2021.     Sir, what is the difference between pay fixation on date on promotion and date of next increment. For example if my basic pay on 30.06.2021 is 41,400/- in level 5 and I got promotion on 1st July, 2021 in level 7 how office will fix my pay on date of promotion.

      Pay fixation from promotion date comes on completion of ensuing six months pay should be same in old matrix of in service. Your promotion period counts same basic pay with increment of 42800 from 1-7-21 to 31-12-21 so you have to increment option from January 2022 monitor benefits of 43,600 in MATRIX LEVEL 6 onwards. (You’re basic pay on 30-6-21 as 41600 not you mentioned as 41400).

    In Income Tax Department Sr.TA & Office Superintendent both the posts are under Level 6 but Ofiice Superintendent post carrying higher responsibilities. In case of promotion from Sr.TA to O.S (both Level 6) how pay fixation to be done?. what is the rule of Pay fixation on Promotion in the same level in 7th CPC ?

      There’s no pay scales from the 6th CPC for the posts. In the 6th CPC GRADE PAY plus basic of pay & in the 7th CPC MATRIX LEVEL CHANGES for the PROMOTION/MACP UPGRADATIONS OF BASIC PAY respectively. So only the next MATRIX LEVEL changes will get monetary benefits, if it is in same MATRIX LEVEL designation changes higher from that date.

    Sir My DOA 01 Apr 1985 as LDC
    1st ACP got from 01 Aug 1999 in next scale i e UDC scale For this Grade Pay is Rs 2400 as per 6th CPC
    As per 6th CPC MACP granted from 01 Sep 2008 The Grade Pat from 01 Sep 2008 is 2800
    I got UDC promotion from 04 Mar 2010 only For this not availed any financial benefit at all
    3rd MACP Rs 4200 granted from 01 Apr 2015 after 30 years of service i request to clarify the following point
    I got next promotion after 3rd MACP May i get any financial benefit like Pay fixation or additional Increment for this?
    Another point is DOPT issue orders on recruitment rules after 6th CPC on 24 March 2009
    According to this qualifying service from 2800 -4200 is 6 years
    Based on this rule whether I am eligible for next promotion from Sep 2014 (since my Grade pay is 2800 from 01 Sep 2008)
    Pl clarify my above points

      As on completion of 30years 3rd MACP on 1-4-2015 no more any fixation until retirement. After any promotion arises only post of designation changes higher, but no monetary benefits. There’s no orders as mentioned you for 6years qualifying service.

    I was classified as Division one in 4200 Grade Pay on 1st January 2008 in Pay Level 6 of 7th CPC.
    I got MACP in Pay level 7 on 1st January 2018.
    At present My Basic Pay is Rs 62,200/- in Pay Level 7.
    On 23rd August 2021, I got Promotion in Pay Level 8.
    I wanted to know whether my pay will be Re-fixed in Pay Level 8 or my pay will be placed in the Pay Level 8.
    As per my office my Pay will be placed in the Pay Level 8. That means My basic Pay will still remain at
    Rs 62,200/- in Pay Level 8.
    Please clarify.

      Yes correct. As per the CCS rule 10 (same pay in six months) normalIty your promotion counts from 1-1-22 as on of 62200 in MATRIX LEVEL 8 (since the same pay stage) & “if it’s your 3rd upgradations of basic pay in service it will be given on 1-1-23 as 64100 if you’re in service.

    An employee who is already working in autonomous organization(under Government of India) has been selected/appointed to a higher post (from MTS to junior clerk and he/she is drawing the salary in 1 level) in same organisation but through direct recruitment in the month of May and his/her DNI is 1 July 2021. in such case what will be rules for fixation. is there provision to choose the option for fixation from next increment date. please help..

    Sir, I joined govt service in Jul 1995 and got 1st benefit of Time Bound Promotion in Jul 2007. Now I got 2nd benefit of Time Bound Promotion in Jul. 2015 w.e.f. Jan. 2016 My Pay Band in 6th Pay Commission is 5200-20200 + 2400/- Grade Pay. Now after 2nd Time Bound Promotion my pay band in 6th pay commission will be 9300-34800 + 4200/- Grade Pay. My office have fixed my pay as per 6th pay commission on Grade Pay 2400/- to S-8 i.e. 34300/- and on Grade Pay 4200/- to S-13 Rs 35400/-. I am thinking that it is wrong as due to 2nd time bound promotion I only get Rs. 1000/- addition to old pay. As per my knowledge the payment should be fixed from Gr.Pay 2400/- to Gr.Pay 4200/- first as per 6th pay commission and then multiply it with 2.57 the new pay should be fixed as per 7th pay commission. Pl. clarify.

      11-1-18 no change in basic pay. Normal increment on 1-7-18 as 27100 professional increment on 1-1-19 as 27900 in MATRIX LEVEL 4 (2400) & DNI on 1-7-19 as 29,200 in MATRIX LEVEL 5 (2800)., 1-7-20 as 30100, 1-7-21 as 31000 & on 1-7-22 as 32900.

    Sir,

    I was promoted from grade pay rs 2400 to 2800 on 24 Jun 2015.

    After in 7th cpc, I had got two option to fix our basic salary, either from 01 Jan 16 or 01 Jul 16 (after geeting increment in old basic pay).

    I had selected the 2nd option (i.e. from 01 Jul 16) for fixation as per 7th cpc. after selction of option I got the next increment on 01 Jul 17.

    Please educate whether my basic pay fixed and increment date are correct or not also how it can be rectified?

      It’s correct because you have given 2 increments from the date of promotion and also normal increment on 1-7-2016 in MATRIX LEVEL 4 (GP 2400) & from 1-7- 2017 in MATRIX LEVEL 5 (GP 2800). Lucky you god 3% of basic pay from 28-5-2015 to 31-12-2015 and it was multiply by 2.57 and it fixed next stage pay on 1-1-2016 otherwise you will be given 2 increments from 1-7-2016.(without multiple by 2.57 3% basic pay on 1-1-2016).

    This is to inform you that from the 6th CPC their was no promotional benefits not as per pay scales of cadre/post, only changes in MACP Scheme for every 10 years. In the 7th CPC MATRIX LEVEL of pay nest changes by way of GRADE PAY BASIS of 6th CPC tables not as per pay scales of promotional post/cadre/grade. So it was fixed in 6th CPC it was final. Next promotion in all posts only by way of 2nd MACP, but they may be in the same cadres/grades/posts in their vacancy posts/retires that post given as promotion to them but no financial benefits by way of pay scales.

    The Pay Scales (Pay Levels as per VII CPC) must and should be equal for both the CSS Cadre Stenographers, Assistants and Subordinate Cadre Stenographers Grade I and Assistants. The CSS Cadre Grade “C” Stenographers (Personal Assistants, those who rendered the service more than 30 years) are drawing the Pay Level 9 (Grade Pay Rs.5400/-) whereas the Stenographers Grade I of Subordinate Cadre, (those who rendered more than 30 years continuous service) are drawing the Grade Pay of Rs.4800/- (Pay Level of 8 of VII CPC), even though their date of joining in service is the same.

    Can anybody else look into this and do justice to the Subordinate Cadre Stenographers Grade I.

    Like this, even though the date of joining in service is the same, the Assistants (Now re-designated as ASO) of CSS Cadre are drawing the Grade Pay of Rs.4800/- (Level 8 of VII CPC) (Those who rendered 30 years continuous service), whereas the Assistants of Subordinate Cadre Ministerial Staff are drawing the Grade Pay of Rs.4600/- (Level 7 of VII CPC..

    This difference of Pay Scales between the CSS Cadre Personnel (Personal Assistants and ASOs) and Subordinate Cadre Ministerial Staff Stenographer Grade I and Assistants) are coming from 01/01/1986 i.e., From the date of implementation of IV CPC.).

    In this regard, I am to request the Higher Authorities of DOPT and Union Leaders of Central Government Employees to kindly look into this and remove the difference of Pay Scales of CSS Cadre and Subordinate Cadre Ministerial Staff atleast from 01/01/2016, i.e., from the date of implementation of VII CPC.

    In this regard, for an example, I am expressing that
    My friend, who joined as Stenographer Grade “D:” of CSS Cadre in the Year 1983 is drawing the Grade Pay of Rs. 5400/- ( Pay Level 9 of VII CPC and myself joined in the same Year as Stenographer Gr.III is drawing the Grade Pay of Rs.4800/- (Pay Level 8 of VII CPC). The difference of Basic Pay is Rs. 9,,000/-

    I request my counterparts in Subordinate Cadre Ministerial Staff, those who are working in CEA, CPWD, Survey of India, Geological Survey of India, CWC, Postal Department and Railways etc., to raise their voice for removing the different Pay Scales of CSS Cadre Personnel and Subordinate Cadre Personnel.

    after 1st January 2016. The salary hike has not been implemented. We should revolt and should not pay

    Retired teachers of central universities have yet to receive benefits of revised pension as per 7th CPC. Payment of DA has also been put on hold for no reason putting thousands of them to unjustified hardship. HRD and Finance ministries should end this delay and expedite the process.

    Defence jawans morals are completely weakened and there is no more salary and respect is given in my nation …
    A jawan sacrifieces his whole life with family , for the sake of his life
    He gets neighter an optimum amount(salary) for his family & own life living nor a bit respect for which they fight with terror & enemy .

    Disability soldier Aug. Month ki disability pension pahaley wali hi meli hai. Kya yeh sarkar disability pension keai pechey hi pade gayee hai. Ab lagata hai ki kuch nahi milaneai wala hai. Dekho sarkar ki sooche chaina seai ladai karna or pak ko sabak sikana. Eak disability sainik ko disability pension deyneai Meai nakam. Jo yeh kam Karsakatey hai. Kabe nahi sapana hi mat ley naa.     Number of committees have been formed by govt. for 7th CPC after forming 7th pay commission. I think there was no need. By doing this, lot of funds collected in the name of tax from employees have been exhausted. It is very wrong.

    than i selected and joined the post having pay scale=5200-20200, level-1 in the same organization.

    if pay protection is available then my query are:
    (1)what will be my first basic and total basic in the new post..i.e. how my fixation will be done?

    (2)how will be calculated my future increaments?

    Persons in two similar scales Rs.8000-275-13500 and new Rs. 8000-275-13500 (group A entry) and placed in pay band PB-2 Rs.9300-34800,GP-5400 and PB-3Rs. 15600-39100,GP-5400 respectively and retiring at last pay drawn of Rs. 11025.
    The person in PB- 2 will get more pension than person in PB-3 as per pension fixation formula in circulation after Govt. Decision of may 2017 and as per pay matrix. table of 7th pay commission. This anomaly needs to be looked into.

    Pensioners desiring to opt option 1 of the recommendation for pension revision are still waiting the orders of the Government on the report of the committee set up under Secretary (Pension).     Please clarify the fixation on map from 2800 to 4200 .after notification Dr 25.7.2016 as I and my collique in office were on same pay in 6 th pay.her map was due in July 2016 and mine in feb 2017.on fixation the difference is 5300 her basic is fixed on 47600 and mine on 42300 sir I am very dipress.

    There is major loophole in the structure of cadre …..
    MTS personnel are not getting equal opportunities for promotion whereas personnel appointed as labour/tradesman mate have good promotional chances …
    Both start from scratch with equal grade pay/ basic with equal education requirement but at the end a huge difference you will find at the time of retirement …eme workshops has this issue where there is nearly no chance for promotion to MTS for LDC except the 5% quota against the vacancies … This issue needs to be addressed ..

    The govt. should concentrate on lower grade employees also because the difference of the pay is large. There should be less difference between the pay of two officers and staff. for example is the LDC and UDC increase the pay of Rs. 7000 then UDC and Assistant increase the pay of 8000 to 10000 but in this 7th commission one side pay increase 3000 per month but the another post it is 10000 to 15000. This large difference should fill by the govt…..

    Sir, BP, pre2006 With DP asper pro rata dedction for Rs. 3546 is given Rs. 5344 as revised consolidated pension but by delinking 33 Yrs for full pension BP with DP for Rs. 4875 asrevised consolidated pension given in the same chart isRs. 7345. But this amount is not giving to pre2006 Pensioners!And giving Rs. 5585 only. Asper the minimum pension chart only. PAO central water commission says this full pension is only applicable to the tetiries after 2006. And the OM for court judgments imlementation not recd from DoP&PW. Who will issue OM for full pension to the aged pre 2006 Pensioners? When we will get justice after death ?Govt. is silent !Dop& PW is not follwing the court jdgment. After along leagal battle we got full pension order from supreme court and Govt. ACCEPTED this and giving 50percent of minimum startin scale instead of 50 Percent of maximum pay at the time of retirement! What an injustice it is? This is illegal and cruality to the old aged pensioners. We are getting Half amount of pension only as per this new calculation! Our Honarablle Ptimeminister also silent. Then who will take care of the aged pensioners. We are in loss of thousands of Rupees per month in basic pension and lakhs ofRupees lose in pension arrears w. e. f 1/1/2006.

    Qualifying service of 30, 31, 32 years of reasonable and reckonable service for JCOs must be counted for fixation of pension in OROP and 7th CPC. One JCO served for more than 28 years of service and pension being considered upto 28 years of service is 100% annomalies. When for officers it is considered as qualifying service of 29, 30, 31, 32 years then why not for PBOR ? Hence Revision of Pension of Pre-2006 Pensions – delinking of revised pension from qualifying service of 33 years should be changed. I request Govt to look into the case and re-fix pension accordingly.

    I am ex-sergeant from Indian air force after completing of 20 year’s of service from group (Y) on 30/06/2012. My basic pension is=7980/Rs per month. But as per OROP tables sergeant / havaldar retires after 20 year of service his basic pension is =7795/Rs This is 185/Rs per month lesser than me. I don’t think how ex-servicemen are beneficial from this OROP. Any one can give justification on this issue.

    Extremely disappointing for senior gazetted officers who joined government after doing graduation and post graduation from good institute and are no where near to the counterpart in private sector. The salary in private sector is around Rs 4-5 lacs per month but somone is governement with same qualification and experience will only be getting Rs 2 lacs per month.. A huge gap in salary structure. How government is expected to retain good talent?

    Dear Readers,
    In addition to the various genuine demands raised by the various Central Government Employees Federations/Associations with the Empowered Committee of Secretaries, I would like them to bring these 2 important crucial issues before the Empowered Committee of Secretaries for implementation:

    1. RETENTION OF 3% INCREMENT IN VII CPC RECOMMENDATIONS IN CASE OF PROMOTION LEADS TO LOWER FINANCIAL BENEFITS BY FEW THOUSANDS THAN THE EXISTING BENEFITS UNDER 6TH CPC RECOMMENDATIONS:
    The financial benefit would be much lower than what a government servant would be getting under VI CPC recommendation on promotion, because the existing benefit on promotion carry change in grade pay apart from 3% increase in Pay+Grade Pay. The following illustration shall show the huge difference:

    Suppose an employee whose Pay is Rs.10400/- and the Grade pay is Rs. 2800/- totalling to Rs.13200(in the Pay band of 5200-20200), gets his next promotion to the Grade Pay of Rs.4200/- he will be entitled to the following hike in total remuneration under the existing VI CPC recommendation as a result of promotion::
    Rs.13200 x 3% increment =Rs.400
    Difference in Grade Pay from Rs.2800 to Rs.4200= Rs.1400
    Total increase of increment in basic pay and Grade Pay= Rs.1800
    D.A. at 125% as on 1/1/2016 on Rs.1800 = Rs.2250
    HRA at 30%(assuming X city) on Rs.1800 =Rs.540
    Total monetary benefit = Rs.4590/-

    Whereas the net monetary benefit under VII CPC recommendation, as a result of promotion in the above case will be much lower than the above illustration as shown under:

    Equivalent Basic Pay for Rs.13200 come to Rs.33900 as per pay matrix
    Rs.33900 x 3% increment =Rs.1017(placed at Rs.35,400 as per pay matrix in the next level)
    Total difference Rs.35400 – Rs33900 =1500
    D.A. at 0% as on 1/1/2016 on Rs.1500= 0
    HRA at 24%(assuming X city) on Rs.1500 =Rs.360
    Total monetary benefit = Rs.1860/-only as against the existing Rs.4590/- leading to shortage of Rs. 2730/-

    This is a big blunder committed by the VII Pay commission.
    Therefore the increment on promotion should be atleast 5 to 6% to bring the benefit of increment on promotion to the existing level.
    Whether increase of percentage for annual increment is considered or not, but increment of percentage for promotions definitely need to be implemented to bring the level of monetary benefit to the existing level.

    2. NON RECOMMENDATION OF VII CPC REGARDING MERGER OF 50% OF D.A. WITH BASIC PAY WHEN D.A. CROSSES 50% IS A GREAT DISAPPOINTMENT:

    The long standing demand of the central government employees for merger of 50% D.A with basic was not implemented by the government on the excuse that the VI CPC had not made such a proposal. Even the VII CPC is totally silent about this aspect. It appears no one has demanded the same before the VII CPC for consideration.

    It is quite surprising that such a vital issue of non-recommendation of merger of D.A with basic pay when D.A crosses 50% is not being opposed by any central government associations or pointed out by the media. Had it been recommended by the VII CPC, the government shall definitely implement the same and the benefit of hike in salary as a result of merger of D.A with basic when it cross 50%, would be so vast that no government servant would crave for timely setting up of next VIII Central Pay commission.

    The Hony Commissioned Officer have been given military service pay (MSP) equal to Officers. The MSP of JCOs/OR should be increased from Rs 5200/- to Rs 10,500/- which will be equal to MNS Officers. The risk factor of JCOs/OR are more in comparison to MNS Officers. Thus the pay/pension of JCOs/OR can be improved and they can also lead respectful life after retirement in civil society in compassion to their civil counter parts.

    1. Military service pay be same to all rks of PBOR and offers.
    2. First u has to be stopped the allowances to MNS (Military Nursing Staff) ask them is any body serving dedicated towards soldiers.
    3. CILQ has to be Increased. other wise provide 100%Quarters to NCOs and ORs.
    4. High altitude allowance and SCCIA has to be increased up to JCOs than officer

    . Pay & Allowances in Armd forces should be equal except band pay & grade pay such as DA which is equal to all categories.

    2. Before 6th CPC the DA was also increased as per their basic pay i.e. those basic pay was more their DA was increased less percentage and those basic pay was less their DA was increased high percentage but in 6th CPC it was equal to all categories.

    3. Climate and environment condition is equal to all categories in their respective areas. Jawans perform their duties on the front area in open whereas, the Jawans get less allowances from Officers/JCOs which is totally injustice for Jawans. The following should be equal for all categories :-

    (a) MS Pay/Field Allowance/high altitude allowance/ TPTL/CEA
    and other allowance should be equal for all categories.

    (b) Basic/and pay should also be increased as percentage in 7th
    CPC such as those basic/grade pay is more their pay should be
    increased in less percentage and those pay is less their pay should be
    increase in high percentage to liquidate the difference in their pay
    and allowances.

    (c) CEA should be credited in the IRLA for complete year of the Indls
    once published part II order by producing certificate issued by the
    school authority and not supported by any type of books/clothing/
    shoes, etc bills.

    first of all we beg your pardon formaking this representaion this way because we doubt that you are unaware of certain things sorry , it is a known fact even to small children of the country that the country can not survive without ” PARAMILITRY ” FORCE even for few moments . sir thre are few Armed forces of the union ( a enacted by the parliment) under the administrative control of the ministry ofHome affairs viz BSF , CRPF ITBP ,SSB and Asam rifle known as Cenral paramilityr forces but unfortunatel;y for the convenience of the govt to deny any claim of these forces which armed foreces of the union deserve , they have been renamed as CAPF . the para militry personnel are at service to the country and its people 24 X 365 days hundred thousand kilometers away from their families . but pay commission cell were count for civilian why pse take action meal and sound mind .

    Towards grant of MACP (20 Yrs.), pay fixed at PB : 2 with GP ; Rs. 2800/-. After a prolonged services pay was slightly hiked from PB:1 to PB:2 with GP: 2800/-. However, 7th CPC (recommendation) Pay Fixation technique on GP : Rs. 2800/- again reverted / leveled to PB:1. Bad luck….!

    1. Pay & Allowances in Armd forces should be equal except band pay & grade pay such as DA which is equal to all categories.

    2. Before 6th CPC the DA was also increased as per their basic pay i.e. those basic pay was more their DA was increased less percentage and those basic pay was less their DA was increased high percentage but in 6th CPC it was equal to all categories.

    3. Climate and environment condition is equal to all categories in their respective areas. Jawans perform their duties on the front area in open whereas, the Jawans get less allowances from Officers/JCOs which is totally injustice for Jawans. The following should be equal for all categories :-

    (a) MS Pay/Field Allowance/high altitude allowance/ TPTL/CEA
    and other allowance should be equal for all categories.

    (b) Basic/and pay should also be increased as percentage in 7th
    CPC such as those basic/grade pay is more their pay should be
    increased in less percentage and those pay is less their pay should be
    increase in high percentage to liquidate the difference in their pay
    and allowances.

    (c) CEA should be credited in the IRLA for complete year of the Indls
    once published part II order by producing certificate issued by the
    school authority and not supported by any type of books/clothing/
    shoes, etc bills.

    (d) DA should also be applicable on HRA/CILQ (compensatory in lieu
    of quarter).

    Let’s know the pensioner can satisfied with the 7th PC …everyone needs more and more money… So no PC given to all …..thouse who needs to billed their owne way to pull future livelywood for a good businesses or a good house or any other plans … Need not to depended on government or banks from Barrow loans and praying thourout the life emi..so I feel few need pension few need one time settlement.. Is best otherwise the retreated person never becomes big person in the city…most of young retired like defence. They are having to do good things for him and his society… But fiance position is not able to to take step…so in future ask individual to prepair for pension or settlement.. Its my personnel views only thanks our lovable govt jai bharatmaathaki jaiho

    Sir, why only Dental Hygienist comes in X group although Dental Operating Room Assistant does tough and technical job then Dental Hygienist and comes in Y group? The recruitment process and eligibility criteria is same for the both trades. Both do the same duration of technical course in army and both are the deploma holders. In this regard you are requested to upgrade Dental Operating Room Assistant in X group. Thank you.
