The annual pay increase is automatically drawn from July 1st each year, except when it is withheld as a statutory punishment. If a government employee is on leave or taking joining time on July 1st, the increased pay will only be drawn from the date they resume duty and not from July 1st.
The annual increment will be 3% of the total pay in the current pay band and corresponding grade pay, rounded up to the nearest multiple of 10. When rounding off, paisa will be ignored, but any amount of a rupee or more will be rounded off to the nearest multiple of 10. The service in a higher grade will count for increments in an officer and other employee’s substantive grade, as well as in the higher grade in which they are officiating. If there is an intermediate grade between the two, in which they would have officiated had they not been appointed to officiate in the higher grade, it will also count in the intermediate grade. However, the period during which an officer and other employee is on leave without pay will not count for increment unless authorized by the Authority for reasons to be recorded in writing.
The competent authority shall give sanction to draw increments. No increment shall be withheld except as a disciplinary measure under these regulations. Each order withholding an increment shall state the period for which it is withheld and whether the postponement shall have the effect of postponing future increments.
