It is being speculated that the 8th Central Pay Commission (CPC) may take over the responsibilities of the 7th CPC for central government employees by 2024. The reason behind this is the upcoming general election in India, where major national parties may promise to form the next pay commission to gain more votes. If this does happen, the recommendations of the 8th CPC could potentially be put into action by January 1st, 2026.

Due Date for Next Pay Commission? 7th CPC Report

The 7th Central Pay Commission has suggested that the matrix be reviewed more frequently, rather than waiting for the usual ten-year period. They propose that it be done using the Aykroyd formula, which considers fluctuations in the prices of commonly purchased goods. The Labour Bureau at Shimla already conducts periodic reviews of this formula, so it would make sense to utilize it as a basis for regular revision of the matrix, without having to wait for a future Pay Commission.

No Further Pay Commission! Only Change in Pay Matrix Table!

There will be no additional Pay Commission, only an update in the Pay Matrix Table as per Para 1.23 of the 7th CPC report. Numerous allowances have been revised and made more practical while any that are no longer useful have been stopped. It is recommended that every allowance should be publicly disclosed to enhance transparency in governance and simplify administration.

8th Pay Commission to Replace 7th CPC?

The 8th Pay Commission may soon replace the current 7th CPC, which revises pay scales, allowances, and pension benefits for Central government employees and pensioners every ten years. The previous pay panel from the 7th CPC was established in 2014, and its recommendations took effect on January 1, 2016. It is predicted that the 8th commission will be established in 2024, and its recommendations will be implemented on January 1, 2026. The 8th commission will also bring changes to the pay scale amongst government employees and may include a 25 percent retirement benefit boost.

Government has issued orders long time back that the pension of central government employees who retired on or after 1.1.2006 and who have put in service of 20 years or more, will be fixed at 50 percent of last pay drawn or average of the last 10 months whichever is more beneficial. But the pre-2006 pensioners have been excluded from this benefit. Honourable Supreme Court of India has already decided in favour of pensioners in the case of The Manipur Pensioners Association versus Government of Manipur. When will the government issue orders in this behalf for pre-2006 pensioners? Has any Association/Federation of Government Employees/Pensioners taken up the case with the Government?

The 8th Pay Commission may or may not be constituted! But one thing is for sure, votes and victory are very important for rulers and politicians! They will pay any price for it! It is likely to feature in the election manifesto made by the major parties in the upcoming general election (2024)!
