    I am making this communication in reference to Office Memorandum bearing No.4-21/2017-IC/E.IIIA dated 28.11.2019 issued by Department of Expenditure, Ministry of Finance, Government of India on the subject: DONI under Rule 10 of CCS (RP) Rules, 2016.
    Vide this Office Memorandum, an opportunity was given to the employee who has been promoted or granted financial up-gradation on or after 01.01.2016 and desire to exercise option for pay fixation under FR22(I)(a)(I).
    After implementation of this Office Memorandum, the anomaly was arisen between the senior employee who promoted or granted financial up-gradation prior to 01.01.2016 and the junior employee who promoted or granted financial up-gradation on or after 01.01.2016.
    There should be no doubt that this situation will be arisen all over the India i.e. all the ministries of Government of India, the departments under all the state governments, all the autonomous bodies & public sector undertakings under central government as well as state government.
    When this situation was brought to the knowledge of Ministry of Defence by the employees of that ministry, the Ministry referred the matter regarding stepping up of pay of senior in comparison to pay of the junior to Ministry of Finance, Government of India.
    In this reference, Department of Expenditure, Ministry of Finance, Government of India vide its communication dated 27.06.2022 informed Ministry of Defence that stepping up of pay may be allowed to the senior government servants with reference to the junior where the junior accrued the next increment on the 1st January or 1st July on completion of period of six months.
    In another scene, when the same situation was brought to the knowledge of Ministry of Railway by the employees of that ministry, the Ministry also referred the matter regarding stepping up of pay of senior in comparison to pay of the junior to Ministry of Finance, Government of India.
    In this reference, Department of Expenditure, Ministry of Finance, Government of India vide its communication dated 18.07.2022 informed Ministry of Railway that if seniors who have been promoted or granted financial up-gradation prior 01.01.2016, are getting less pay than the juniors who have got promotion / financial up-gradation after 01.01.2016, then the seniors may be granted stepping up of pay in comparison to those juniors.
    Two ministries of Government of India referred their cases to Ministry of Finance and Ministry of Finance informed both the ministries accordingly.
    Here a picture is generated. The government servants or government employees are working in only two ministries of Government of India and the officials or employees working in other ministries i.e. M/o Home Affairs, M/o External Affairs, M/o Agriculture, M/o Civil Aviation, M/o Social Justice, M/o Women & Child Development, M/o Fisheries, Animal Husbandry & Dairying, M/o Health & Family Welfare, M/o Corporate Affairs, M/o Environment, Forest & Climate Change, M/o Education are not government servants or government employees. The employees of all the state governments are not government servants or government employees.
    At one place, Special Secretary (Department of Expenditure), M/o Finance, Govt. of India stated that the matter of the stepping up of pay for seniors promoted prior to 31.12.2015, who are receiving lesser pay than juniors promoted after 01.01.2016 is under consideration {Page No. 3 of minutes of the meeting of Standing Committee of NC (JCM) held on 20.09.2023 issued by Estt. (JCA) Section, DoPT vide letter No. 3/2/2023-JCA dated 10.10.2023}.
    More than one year has passed this meeting was held and no Office Memorandum is issued by Department of Expenditure, Ministry of Finance, Government of India for the sake of officials or employees working in other ministries i.e. M/o Home Affairs, M/o External Affairs, M/o Agriculture, M/o Civil Aviation, M/o Social Justice, M/o Women & Child Development, M/o Fisheries, Animal Husbandry & Dairying, M/o Health & Family Welfare, M/o Corporate Affairs, M/o Environment, Forest & Climate Change, M/o Education or the employees of all state governments.
    Respected Sir,
    Thousands of senior officials / employees working under the administrative control of other ministries of Government of India and the all the departments of all the state governments are waiting for that point of time when the justice will be done with them. They will also get equal pay in comparison to their juniors.

          Sh. Gandharv Kumar Sandilya, Under Secretary to GoI, Estt. (JCA) Section, DoPT, vide its letter bearing No. 3/2/23-JCA dated 10/10/2023 addressed to Sh. Shiva Gopal Mishra, Secretary (Staff Side) N.C.J.C.M. on the subject cited above issued the minutes of the 62nd Meeting of Standing Committee of National Council (JCM) held on 20/09/2023 under the Chairmanship of Secretary (P).

          In the minutes of the meeting in Para No. 3 (Agenda Items and decisions taken) at point no. (ix), there was Item No. 7/SC/62/23 (D/o Expenditure), “As for the demand for stepping up of pay for seniors promoted prior to 31.12.2015, who are receiving lesser pay than juniors promoted after 01.01.2016, Special Secretary, Department of Expenditure stated that the matter is under consideration.”

          Sir,

          Too much time has passed, but till time, no further progress has been seen in this matter. Please Sir, take necessary action in this matter as so many government employees are waiting for that time when their pay will be stepped up in comparison to their juniors.
