OFFICE MEMORANDUM
Subject: Recommendations of the 7th Central pay Commission — bunching of stages in the revised pay structure under Central Civil Services (Revised pay) Rules, 2016.
The undersigned is directed to say that in view of the recommendation of the 7th Central pay Commission regarding bunching of stages in the revised pay structure. It has been decided that in cases where in revision of pay, the pay of Government servants drawing pay at two or more stages in pre-revised Pay Band and Grade Pay or scale, as the case may be, get fixed at same Cell in the applicable Level in the new Pay Matrix, one additional increment shall be given for every two stages bunched and the pay of Government servant drawing higher pay in pre-revised structure shall be fixed at the next vertical Cell in the applicable Level.
2. For this purpose, pay drawn by two Government servants in a given Pay Band and Grade pay or scale where the higher pay is at least 3% more than the lower pay shall constitute two stages.
Officers drawing pay where the difference is less than 3% shall not be entitled for this benefit.
3. As per illustration given in para 5.1.37 of the Report of the 7th Central Pa Commission, if two persons drawing pay of 53,000 and 54,590 in the GP 10,000 are to be fitted in the new Pay Matrix. the person drawing pay of 53,000 on multiplication by a factor of 2.57 will expect a pay corresponding to Rs.1,36,210 and the person drawing pay of Rs.54,590 on multiplication by a factor of 2.57 will expect a pay corresponding to Rs.1.40,296.
Revised pay of both should ideally be fixed in the first cell of Level 14 in the pay of Rs.1,44,200 but to avoid bunching the person drawing pay of Rs. 54,590 will get fixed in second cell of Level 14 in the pay of 1,48,500.

My GP was upgraded from 4600 to 4800 With pay of 12430 and fixed at 47600 at level 8.
Now, my junior GP was upgraded from 4600 to 4800 With pay of 11940 and fixed at 47600 at level 8.
Thirdly, my junior GP was upgraded from 4600 to 4800 With pay of 11470 and fixed at 47600 at level 8.
What is the bunching scenario in my case ?

We are having three stages of 7th CPC of 3% differences of increment in same cadre and grade pay Rs 4800.Can I get the bunching benefit as per OM no. issued on 07Sept16?

The employees who has got one complete increments more than his junior employees is eligible for bunching benefits or not?
The employees who has been appointed before 6th cpc the difference between succusive stages is not maintain 3% due to the recommendations of 6th cpc iwhile the employees appointed in 6th cpc the difference between their basic pay i in succusive stages is constantly maintained at 3%. Due to which all the employees in succusive stages will get bunching benefit and the senior official will not get bunching benefit. This all happen due to only a new method PAY MATRIX envisaged by 7 cpc . The employees who has drawn different pays in 5th cpc and 6th cpc is getting bunched with their juniors and will draw the same pay which their juniors draw.. such anomaly must be rectified by govt at the earliest. .

I am drawing grade pay of 4800 since aug’13 and after me two batches in 2014 and 2015 got promoted. all of us have been fixed in the entry pay of 47600 after the multiplication of 2.57 as none of us reached upto 47600, the entry pay of 4800 gp earlier. can you tell where my pay will be fixed now.

Govt has to study 6th cpc recommendations before submitting clarification on bunching because due to recommendations of 6th cpc the difference between junior and senior will never remain 3% who were appointed before 6th cpc.
Basic pay as per 5 th cpc × 1. 86 + grade Pay = Basic pay of 6th cpc
Due to above formula the difference between junior and senior will at any time not remain 3%. The benefits of bunching will aplicable only the employees who were appointed in 6th cpc
