7th CPC Pay Scale Structure for Level 16
The UPSC Services list comprises two categories: the All India Services and the Central Civil Services, Group ‘A’. The All India Services include the Indian Administrative Service, Indian Foreign Service, and Indian Police Service. The salary for both Gr. A and Gr. B officers begin at INR 56,100, exclusive of TA, DA, and HRA. The maximum monthly salary for an IAS officer can reach up to INR 2,50,000 for a Cabinet Secretary, but it is dependent on their seniority and position.
Central Civil Services Group A Cadre List
The Central Civil Services, Group ‘A’, includes various services such as Archaeological Service, Botanical Survey of India, Central Engineering (Civil) Group ‘A’ Service, Central Engineering (Electrical and Mechanical) Group ‘A’ Service, Central Health Service, Central Revenues Chemical Service, Central Secretariat Service (Selection Grade and Grade I), General Central Service, Geological Survey of India, Indian Audit and Accounts Service, Indian Civil Accounts Service, Indian Defence Accounts Service, Indian Foreign Service (Group ‘A’), Indian Meteorological Service, Indian Postal Service, Indian Posts and Telegraphs Traffic Service, Indian Revenue Service (Customs Branch – Indian Customs Service, Group ‘A’; Central Excise Branch – Central Excise Service, Group ‘A’; Income Tax Branch – Income Tax Service, Group ‘A’), Indian Salt Service, Mercantile Marine Training Ship Service, Directorate General of Mines Safety, Overseas Communications Service, Survey of India, Indian Telecommunication Service, Zoological Survey of India, Indian Frontier Administrative Service (Grade I and Grade II), Central Legal Service (Grades I, II, III and IV), Railway Inspectorate Service (Group ‘A’), Indian Foreign Service Branch (B) (erstwhile) – General Cadre (Grade I and Grade II), and Delhi and Andaman and Nicobar Islands Civil Service (Grade I). Group ‘A’ Indian Inspection Service, 31. Group ‘A’ Indian Supply Service, and 32. Central Information Service- both Selection Grade and Senior Administrative Grade are some of the notable services offered in India.
HAG Scale of Pay Level 16
The HAG (Higher Administrative Grade) Scale of Pay Matrix Level 16 has been established in accordance with the recommendations of the 7th Pay Commission. This pay structure includes four stages and corresponds to Pay Level 16 within the 7th Pay Commission Pay Matrix. The pay range for this level is between Rs. 205400 and Rs. 224400, with four index points available for progression within this range.

According to the recommendations of the 7th Pay Commission on Transport Allowance, officers who belong to Pay Matrix Level 14 or higher and are authorized to use an official vehicle can choose to either continue with the existing facility or receive the Transport Allowance (TPTA) at a rate of Rs.15,750 plus DA per month.

HAG Scale and Apex Scale or Grade
The Ministries and Departments have multiple officer grades, including Higher Administrative Grade-I and II, Senior Administrative Grade, Senior Administrative Grade (Adhoc), Non-Functional Selection Grade, Junior Administrative Grade, Junior Administrative Grade (Adhoc), Senior Administrative Scale, Senior Administrative Scale (Adhoc), Junior Time Scale, and Junior Time Scale (Adhoc). These grades are evaluated using the HAG Scale and Apex Scale or Grade.
