SC, ST, OBC Reservation Percentage in Central Government

As per the Article 16 of Constitution of India, given special care on equality and opportunity in the matter of Public Appointment. Providing reservation to SC, ST and OBC in Central Government Services more than 50 years.
Reservation of 15 per cent for the members of the Scheduled Castes, 7.5 per cent for the members of the Scheduled Tribes and 27 per cent for the members of the Other Backward Classes in the matter of appointment by direct recruitment to civil posts and civil services on all India basis by open competition.

Reservation Policy for Central Govt Employees
As per extant instructions, reservation is provided to Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) at the rate of 15%, 7.5% and 27% respectively in case of direct recruitment on all India basis by open competition. In case of direct recruitment on all India basis otherwise than by open competition, the percentage fixed is 16.66% for SCs, 7.5% for STs and 25.84% for OBCs.
In case of direct recruitment to Group C posts normally attracting candidates from a locality or a region, the percentage of reservation for SC/ST/OBC is generally fixed on the basis of proportion of their population in the respective States/Union Territories.
With the enactment of ‘The Rights of Persons with Disabilities Act, 2016’, reservation is also provided to Persons with Benchmark Disabilities against the posts and services of the Central Government at 4% of the total number of vacancies to be filled up by direct recruitment in the cadre strength in each group of posts i.e. Group A, B and C.
As per Ex-servicemen (Re-employment in Central Services and Posts) Rules, 1979, as amended from time to time, 10% of the vacancies in the posts upto of the level of the Assistant Commandant in all para-military forces; (ii) 10% of the vacancies in Group C posts; and (iii) 20% of the vacancies in Group D posts, to be filled by direct recruitment shall be reserved for ex-servicemen.
The persons belonging to Economically Weaker Sections (EWSs) who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in direct recruitment in civil posts and services in the Government of India.
As per available data, total number of employees appointed through direct recruitment, which may also include candidates selected on own merit, in the grade of Safai Karamcharis belonging to SCs, STs and OBCs in Central Government Ministries/Departments including their attached/subordinate offices as on 01.01.2014, 01.01.2015 and 01.01.2016 is given below:-

Reservation can be reduced but not removed. Go to a hilly areas, slums, remote where the govt is lacking behind providing infrastructure, schools, colleges, hospitals, daily needs of consumption, overall its lacking behind than other places. If we take them as a part of our people, we should encourage to increase their standard and uplift their downtrodden life. Reservation should not be taken as competition neither a quota, it is a welfare means to help others.

the reservations in promotions making a dent on the efficient employees abilities and the inefficient being in the upper echolons with out sufficient knowledge of work and work efficiently . Nowadays the officers of promotee Group B are become dependent on the subordinates for each decision they take as they dont have sufficient knowledge of work and got the promotion superseeding all his counterparts and seniors who had knowledge and efficiency but belopngs to the deprived group of unreserved category. At once the promotee officer is junior to his subordinates and not having sufficent knowledge makes him inferior and takes wrong decisions or kept the work pending without making any decision.

Reservation is akin to affirmative action. A social obligation towards upliftment of those having social handicaps and helping them to achieve ability to compete with others in the mainstream of life. This is not a charity to be doled out grudingly. Those who have been denied of a chance for more than a millenium are now help with reservation. Reservation was first introduced in TN by Britishers when they found that more than 98% of the government positions were filled by a particular community. They introduced communal census in their government offices and then introduced 50% reservation for the communities other than the particular community. Hope this clarifies the issue on reservation

reservation in promotion is still needed for SC/BC till 2020 to equalize the weekend sections of the society with general categories, as development of these categories is still not up to mark. Reservation should be extended to SC/ST category candidates in terms of salary also as our govt think that those who take birth in Gen Caste are treated as billionaires hence their salaries should be brought down and those who are from OBC/SC/ST candidates their salaries should be hiked so that they may be able to cope with their poverty conditions.

The latest commission should think about the reservation policy on promotion.
In the Constitution of India, the reservation policy was inserted to UPGRADE the social status of SC/ST/OBC. Therefore, the policy should be restricted till the ENTRY to Govt. Jobs not on PROMOTION otherwise the word UPGRADE has to be quantified in the Constitution of India.

sir, why all the defence personnel are counted in one plateform, as i am thinking it shuld be equally distributed among Air Force, Navy and Armed Forced. the strength of people to be kept in mind as it is counted OBC (A, B, C) etc.
kindly consider as most of Armed Force could not quality and benefit of this scheme is taken by Air Force and Navy.
