Dearness Allowance (DA) and Dearness Relief (DR) are provided to the existing employees working in Central Government and retired employees from Central Government respectively. Dearness allowance is calculated on the current basic pay (7th CPC matrix pay) and Dearness relief is calculated from the basic pension.
DA/DR is paid to CG employees, pensioners and family pensioners to manage the fluctuation of essential commodities and secure their salary and pension from erosion in the real value. DA/DR is provided twice a year from 1st January and 1st July. The rate of DA/DR is revised from 1st Jan and 1st Jul based on the calculation recommended by the 7th pay commission.
The Consumer Price Index for Industrial Workers (CPI-IW) is the key factor for calculating DA/DR for Government employees and pensioners. CPI index between Jan to Jun used for the percentage of calculation of DA/DR from 1st July. And the CPI index between Jul to Dec used for the percentage of calculation of DA/DR from 1st January.
