Answer | This is to inform you that you have got increased GP 2800 to 4200 from 1-4-2016, so you are not eligible for increment on 1-7-16, on completion of 6 months from 1-7-2016 to 31-12-16 accident but as per the 7th CPC CSS RULE 10 annual increment will be on 1-7-2017 in Matrix Level 6. Since your pay was fixed from 1-4-2016, if you are asked option it will be given from 1-7-16 this is only option, but you got earlier 3 months higher pay i.e. GP 4200 not GP 2800. You have already in Matrix Level 6 from 1-4-2016. If you require in 7th CPC option you have to refund your higher pay in GP 4200 & you will be given in Matrix Level 6 from 1-7-2017 only, normal increment will be eligible on 1-7-16 in Matrix Level 5. |

In the MACP Order option for fixation of pay to the higher scale was called and I was submitted in the time limit that first give me my annual increment and then my pay be fixed. in higher grade. My next increment date was 01.07.2016. Dispite my option my pay was fixed from date of MACP ie from 01.04.206 and my option was not considered.. Whereas in some other offices option was accepted and pay was fixed from DNI. My pay was fixed as per below:- 01.01.2016-Rs. 12820+2800=15620. 01.04.2016-Grant IIIrd MACP. 01.04.2016- 13290+4200=17490(pay fixation on MACP after giving one increment in the pre revised pay scale) 01.04.2016- 17490*2.57= 44949=46200(pay fixed in the revised pay level-6 of pay matrix-2016) 01.01.2017- Date of next increment. Now it may be advised whether my option for fixation of pay from DNI which was as per rules or otherwise. whether I am entitle to fix my pay from DNI. What I can do pl suggest me. |

Question | I want to know, what were the rules in 2004 regarding award of increment on promotion of Armed Forces officers as per 5th CPC? Can I be helped with this? If possible also forward the concerned regulation or the link from where it can be downloaded. Willing to pay for the work. It will get revised in 2019 as per OROP. The last pay drawn by the retirees of 2018 in the rank that your father retired, will be averaged and your mother’s family pension will be equated to 30% of that last pay drawn. However, I may like to tell you that the revised pension can not be less than the one being drawn. Your message indicates that the family pension was reduced from 1220 + DA to 9750 + DA. That is wrong. You may like to represent your case to higher authorities. |

My Third MACP was due from 21.03.2021 in level 9 and my promotion case was under process. I got the promotion in November 2022 in Level 10 i.e after two year of MACP due. After getting promotion I requested to grant me my pending MACP from 21.03.2021. I got MACP from 21.03.2021 and my pay refixed.
Cash section has informed that first you should get MACP then promotion. Since you got promotion first MACP benefit can not be given from back date. Kindly advise

Retired in 5th CPC s-12 scale with LPD 7100 . Pension in 6th CPC was fixed at 8145 from 01-01-2006 and in 7th CPC Rs 22450 from 01-01-2016. Now as per DoP&PW OM dated 04-01-2019 & 09-07-2019 what will be the pension in the above period.

As per your revised pension with D.R. for it of arrears from 1-1-2016 from Rs.22,450 to 23,100/- up to settlement and also you will get arrears from 1-1-2006 to 31-12-2015 of Rs.200/- p.m. (with applicable D.R. for Rs.200/-). So you have to contact your ex-employer.

There’s no rules for casual leave. It can be sanctioned by the Head of the Department/Controlling Officer at his/her description by giving the reasons submitted by the individual. It can be sanctioned full in the first month or in the last month of that year. In the leave rules says “it cannot be asked as matter of rights.”

Sir I was retired on 31.8.2008 from the post of section officer from the office of the Accountant General M. P. Gwalior. I was promoted to this post0n 1. 8 1997 and I was not given any ACP benefits. Though The MACP notification was made on 28. 8.2008.but implemented w. e. f. 1.09.2008.sir I was completed 10 years on 1.8.2007. As per discussion recently was taken in JCM for the official who were drawing less than their juniors due to the benefits of the MACP will be given to equal to their junior. May I be given the benefits of the MACP from 1.8.2007 so I can get the benefits to equal to my junior.

MACP SCHOOL started. from 1/9/2008, you retired on 31/8/2008 the question does not arise. Moreover ACP Scheme started from 9/99 those who are not got any promotions between 12 years, you got Promotion 1/8/97 so you are not eligible.

As per Circular 430 His Pension was fixed 9382.00 w.e.f. 1.7.2009 But as a family pensioner, I had getting 4998.00 from 1.7.2009 to 23.9.2012 But as per 6th CPC circular Family Pensioner will get 60% from the Original Pensioner’s basic pension. This is to inform you that you have mentioned basic pay plus Dearness Relief. It will be given to up to your husband’s age of 67 years, after his 68th year you will get 60% of is basic pay only plus D.R. for it. Not full pension as 60%. including D.R. (it will less from 68th age of your husband)

Sir why state government adopt our pay commission why can’t they set up their own pay commissions?
Whenever a pay commission suggest a higher pay state government oppose it sighting it will cause the huge financial burden.
As a central government employees we are denied what we are truly eligible for.
State and central are two separate services and we deserve a better pay.
It is time for us to wake up and ask them to appoint their own commission and stop messing with us.

Sir, I am a Railway employee working as SSE. I would like to know that once MACP is given, can it be withdrawn if the employee takes request transfer to another unit in recruitment grade ? In my case, I was appointed as JE on 17.07.1993 and become SSE on 08.02.1999. I was given MACP (Rs. 4800) in the year 2009 and I took transfer in the recruitment grade (JE) in the year 2013. My pay was fixed in GP 4200 after posting as Junior Engineer (Recruitment grade) on 01.08.2013. However I had completed 20 years of service as on 17.07.2013. Please help me.

Sir, I was granted grade pay 4800/- in 2014 ( in 2nd MACP).. However in 2018 I have qualified a department test of Sr. Judl. Asstt ( carrying 4800/- grade pay). On fixation of my salary there is no change ( not a single increment was granted for wualifying Departmental Test). If it is a non-functional post of your office, after four years of MACP you should be upgradaded as in level 9 (Gp 5400) to level 10 as Group A, but in level 8 (GP 4800) next MACP on 2024 of completion of 10 years. Snce from the 7th CPC no scale of pay for promotional post, only your designation changes at next higher post and no monitory benefits for it.

I am an senior officer in the Central Govt. Services and underwent a laproscopic surgery and availed 26 days of pre and post operative treatment from Apollo Hospital, Mysuru. The office didn’t accept the certificate issued by Hospital (in letter Head) and I once again obtained certificate in Form No. 3 from AMA and submitted application for 26 days of commuted leave. The office has refused accept and issued a memo directing me apply for 10 days of commuted leave and rest 16 days of Earned Leave for regularization of leave. Please clarify weather certificate issued by the hospital or the AMA is not proper to avail commuted leave on medical grounds.

I think you are not having balance of H.P.L so they says the remaining 16 days to avail E..L. For the 16 days commuted leave you should require balance of 32 days H.P.L. in your credit. You can ask them to give Leave Not Due it can be given and it will be adjusted in coming years, (if your balance of service required for it), since you are given medical certificate for the leave, but it is description of the Head of Department.

Please inform whether HRA, TRA are to be considered for computation of Overtime Allowance. It may be noted that upto 5th CPC, it was done, but in 6th CPC onwards it was not so. It is informed that there is no any option because I promote as adhoc ASO.on 18-02-2011 with only given me GP of Rs. 4600/- no fixation as 3% increment on 18-02-2011 because I already availed 2nd MACP as GP of Rs. 2800.so there is no fixation only Difference of GP Rs. 4600/- was given me on 18-02-2011. After that I promoted regular ASO in 2013, even then they have not given me the option. So I hv not give any annula increment on July 2011. I got annual increment in July, 2010 and then in July, 2012. I hv not completed six months period, but there is not any fixation that time due to adhoc promotion. so I am eligible for annual increment on substantive post or officiating post becuase I have completed one year (6-5 months as UDC and 3-5 months as ASO). then am I elgible for annual increment or not. pls clarify.

Since from the 6th CPC no pay scales for the post (i.e.UDC or AO) only GP changes. So you GP 4600 same UDC & A.O. You have eligible GP 4600 from 18/2/11 to 30/6/11, if it from 1/1/2011 to 30/6/2011 then your increment can be given on 1/7/2011.So no increment on 1/7/2011 since you got higher GP 4600 from 18/2/2011.

I have completed 16years of service in an autonomous institute under central govt in Group B post and then through proper channel applied to another autonomous institute in group A post after giving technical resignation. However, my parent institute is only giving me pension and denying the D.A. There is an order of the dopt stating that the person of group B post is eligible for pension + D.A if he joins another dept on technical resignation even though in the new institute he is getting the D.A. Can you say if this is true and share the relevant orders on the same.

Pension is given as per the last basic pay only in 50% of amount and for that amount he/she will get as Dearness Relief from 1/1/2019 it is 12%. No other rules for inclusion of basic pay with D.A. in service. In the Pay Commission the D.A/D/R merged with basic pay/Pension.

With due regards, your attention is invited to the Agenda Point No. 65 raised by this
federation BPMS in the Steering Committee meeting for the 90th Departmental Council (JCM)
(MoD) held on 27.09.2013 {Refer MoD F.No. 5(2)/2013/D(JCM), Dated 24.09.2013}.
This federation BPMS submitted that Ministry of Shipping, Road Transport and
Highways have issued a notification vide Notice No. NH-11065/12/2003-P&M, dated
15.09.2004 to Secretary, PWD of all States/Union Territories and National Highways Authority
of India clarifying that the provisions of Indian Tolls (Army and Air Force) Act, 1901 is
applicable to all States and National Highways whereby Army personnel are exempted from
paying tolls on roads and highways in the States/Union Territories for their private vehicles
irrespective of whether they are on duty or not.
This Federation has firm belief that the defence civilians are also integral part of
Defence Forces and they perform their duties in almost similar conditions of uniform
personnel without any extra financial benefits. Hence, they (Defence civilians) also deserve to
be granted the benefits to some extent on par with uniform personnel.
In this regard, D(Mov) offered its comments (copy enclosed for ready reference) that
the subject matter was not being dealt with by D(Mov).
Therefore, you are requested to take appropriate action so that Defence Civilians may
also be exempted from paying tolls on roads and highways in the States/Union Territories for
their private vehicles.

I joined Steno Grapher Grade II in 1988 in Central Govt. Office. I was promoted to Stenographer Grade I with GP of Rs. 4200 (old 5500) and got 3rd MACP in October 2018. After 3rd MACP I was drawing basis pay of Rs. 77,900 (pay level -9, 5400) after getting MACP since October 2018.
Now I have promoted to Private Secretary in pay level-8, 4800 w.e.f. 01.01.2019.
Please let me know the method of fixation of my pay w.e.f. 01.01.2019 and also let me know after promotion where my pay will be fixed as per 7th CPC. Whether I am eligible for one or two increment.

After 3rd MACP, no monitory benefits in 7th CPC, only your resignation changes higher no pay fixation. Upto retirement no pay fixation. You will get increments and D.A. upto retirement.
This is to inform you that GP 4200 next GP 4600. You mentioned GP 5400 after 4800 it is not correct.

Your 6cpc to 7cpc calculator shows basic pay 9260 (pay 7360+gp 1900) clearly shows the 7cpc basic pay is Rs. 24500 as on 01-01-2016. However your resource person claim the basic pay is 23800. It totally wrong as per your calculator output result. You will see the basic pay is Rs, 24500 in your website calculator. Please see the calculator.

I am entitled for Air journey during duty and LTC. I have undertaken onward journey by train and return journey by private airlines. Since, Pvt. airlines fare is not permitted for LTC. I have submitted claim for onward journey by train and return journey train fare 2nd class ( by restricting actual pvt. airlines fare). But, PAO has returned the bill on the plea that restricted train fare for journey performed by Pvt. airlines is not entitled.
Request clarify whether return journey fare restricted to entitled class rail fare is entitled or not.

Your office decision is correct at this stage. You should have before submitting your claim, told lie instead of private air line tickets, return journey tickets were stolen or misplaced. Then they will permitting your claim since with any proof you have gone your place.

If you are retiring in July after promotion if it MACP upgradrations your option in July is beneficial for Pension also or it is normal promotion due to vacant/retired post no monitory benefits, only designation changes from the promotion date & normal increments in same level. 8..

You might have got MACP on 1/7/13 or 1/8/13 first in that rule there is some confusion that addition increment was given after basic pay on 30/6/13 as Rs.94,100 they have wrongly fixed as Rs.96900 in level 8. As per Min. of Finance O.M.No.4-21/2017-IC/E.III(A) dated 31/7/18 actually that increment is to be given on 1/7/14 only, but since you are retired on 31/8/13 (DNI is cannot be given) & your GP was increased it was fixed in level 9 after Rs.94100 next stage in that level is s.95,800/- so your pension was fixed 50% of basic pay as Rs.47,900/-. You might have been got basic pay plus GP 4800 from your MACP date. If it correct give a reply or give your basic pay as on 30/6/13.

I was promoted on 26.12.2017 from Basic pay 11510/- GP 2800/- to the post having GP-4200/-. Now as per Central Civil Services (Revised Pay) Rules, 2016 – opportunity for revision of option to come over to revised pay structure – Finance Ministry Orders dated on 12.12.2018, can I opt my pay as per Rule 5 of revised pay rules-2016 in revised pay structure from my subsequent increment i.e. 01.07.2018 ?

Yes you can give option, but if you have earlier got MACP within 10 years same matrix level 5 (GP 2800) it cannot be given next higher level GP 4200. It will be same level 5 only.

Non entitled officers who travel by air and claim LTC reimbursement by entitled class of rail i.e.rajdhani ac-2. Can he claim the full rail fare. The total rail fare is less than the air fare.So can he claim the rail fare.Please explain.

If they traveled in AIR INDIA it will be treated by EXPRESS TRAIN in eligible class fare, since the RAJADANI/SATHBTHI TRAINS is not entitled with more fare.

1. I was promoted to the post of Assistant on 1st July 1994 in the scale of pay of Rs.1400-40-1800-EB-50-2300 and my basic pay was fixed at Rs.1480/-, by adding 2 increments(40+40) to the minimum basic pay of Rs.1400-40-1800-EB-50-2300. On accrual of increment in the lower post my scale of pay of Rs.1400-40-1800-EB-50-2300 was refixed at Rs.1520/- w.e.f. 1.8.1994 by giving one more increment. Vide letter No.CB/Adm/84/9/10 dt.9.10.1999 my scale of pay of Rs.4500-125-7000 had been advanced to 1.7.96, as per rule 8 of CCS (RP) Rules, 97 and fixed the basic pay as Rs.1560/- as on 1.1.96. In effect, in the scale of pay of Rs.1400-40-1800-EB-50-2300, as on 1.1.96 I have been given 4 increments.
2. Consequent upon the implementation of Vth Central Pay Commission, my basic pay was fixed at Rs.5150/- in the scale of pay of Rs.5000-150-8000 w.e.f.1.1.1996 which has been communicated vide Pay Re-fixation Order No.CB/Adm/2005/2/3-Vol.II dt. 23..7..2009.
3. on verification of Pay Fixation by Internal Audit Wing, my basic pay has been re-fixed at Rs.5,000/- (Pre-revised) in the scale of pay of Rs.5000-150-8000/- w.e.f. 1.1.1996. As per the V CPC, an employee who has drawn 3 or more increments in the pre-revised scale of pay, one increment shall be added to the minimum of the revised scale of pay. As I have already drawn 4 increments in my pre-revised scale of pay of Rs.1400-2300, I am eligible to get my basic pay fixed at Rs.5150/- in the revised pay of Rs.5000-150-8000. But, I don’t know on what basis my basic pay was refixed at Rs.5000/- instead of Rs.5150/- w.e.f. 1.1.96.

It seems your promotion in month of July, at that years in the 4th & 5th CPC increments will be given only in the joining/promotion months, so your 4th increment JULY,1996 comes after pay fixation on the 5th CPC from 1/1/1996 July increments comes after January,1996 your basic pay fixed as Rs.5000/- on 1/1/1996, that scale starts after six month later from the month JULY,1996 your pay was Rs.5,150/-with that increment. Actually that was 4 increments of Rs.160/- plus D.A. (percentage at time) were merged with your basic pay as on 31/12/1995 and fixed 1/1/1996 as Rs.5,000/-. (They have wrongly fixed with july increment of Rs.150/- & fixation as Rs.5,150/-. Further 6th & 7th cpc the increments all in JULY ONLY. This is the correct.

Further to my above calculations strictly your advanced increments of 4 increments were given in 4th CPC of added RS.160/-plus D.A. how can again 2 ncrements of 7/1996 & 7/1997 of rs.150/-D.A. per each years were given, actually in future it will be recovered if any Audit checks.

Check up the option is not in the case of MACP (up gradation of basic pay in every 10th year restricted to 30 years without any promotion), it is for those who got the promotions of designation changes due to the post of retirement/vacant in the old pay. Also check the difference added between (4200-2800) with you basic pay with 3% increment after the increment on 1/7/16, 1/7/17, fixation as on 27/10/17 & on 1/7/18 in old pay & new pay in the matrix level 5 with one increment & fixation in level 6 from 27/10/17 & increment as on 1/7/18 in level 6. Most properly you will be benefited in new pay only & upgraded your basic pay.. (Whether your designation has changed? or not, if it not changed you are not eligible to give option).

This is in connection with cast of dentures . The charges of both dentures is being lavied as Rs as high as Rs 18000. ( Eighteen thousand ) where as the rate for this is very low . Say only two thousand .
In old age there arises need for dentures .
This much differsce in cast needs consideration by authorities .
