Comment	I am going to retire in May, 2019. I am going to Stay in Madurai, being a non-CGHS station. I want to know after paying an amount of Rs.1,20,000/- for Life time Card, I will get a CGHS Card. At the time of emergency, How can I take treatment? Every time, coming to Chennai, will be very expensive. How can I use this card in a city where there is no CGHS. For going to empaneled Labs, how will I get a referrel from Doctor? How will I get the medicine?

Unemployments are is the biggest problem today. Rather than any other issues. I humbly request to look into the matter seriously. Youngers are going to ruind. In my opinion since it is same departmental promotion you are having joining time with journey time & you are eligible for increment in your AO post from your previous office. In view of this at least your service are continuing, you should get old matrix level increment. Clarify your matrix level has been changed due to your higher post, (normally from the 7th CPC there is no pay scales for promotions, except upgradation of MACP), In that aspect you are eligible increment on 1/7/19 in next higher matrix level with pay proctored.

Comment	In reply to Pravin. No, this option is not for you, since you have got next higher level of matrix with previous basic pay. The options are for got lower basic pay comparing to senior to his retiring stage and also those who are getting upgradrations of MACP due to completion of six months for increment option January/July. i.e. since your basic pay (new recruit) is higher than your senior affected less pay i & in retiring stage due to your appointment he will be benefited equal to your pay.

Comment	I joined the present office on 2nd July, 2018 on promotion from the post of AO to CoA after getting relieved from the old station on 29-6-2018 from the post of AO. As 30th June and 1st July 2018 were closed holidays (Saturday and Sunday) I could join the new post at new station on 2nd July 2019 only. Kindly enlighten me with rule position regarding my 1st increment on promotion. Opinion of our Accounts section is that I am eligible to draw my 1st increment on 1-7-2019 as at I have not completed 6 months qualifying service for 1st increment as per 7th CPC .. Kindly give clarification on this matter.

It seems to your above records you might have been got 1 ACP (addition increment) or promotion between 12 years within 12/99 or 1/2000, 2nd MACP on completion of 20 years in 1/9/2008 (MACP started) as next GP change, 3rd MACP on completion of 30 years as 1/9/18 as next Matrix level changes. So you got 3 upgradations of basic pay. In view of these next promotion you may arise it will be only your next higher designation change, No monitory benefit, since there is no pay scales for the posts (designation) in the 7th CPC.

Since your grade increased on two days in the month of 12/16 not full month fixation it will from 1/17 your full month pay fixation is to be given.

Comment	In reply to LMBC Paul. Since you got Promotion on 30/12/2012 of GP 4200 you are not eligible 2nd MACP. Now you are in level 6. MACP is those who are not promotion between 10 years. Your 3rd MACP only on 9/1/2029 in level 7 (GP 4600).. No change in your basic pay now.

Comment	In reply to ARUN KUMAR BARIK. As on 1/1/2016 your basic pay fixed at Rs.33,300/-. If it is normal promotion (due to retirement/vacant) required on 1/9/16 you should give option for your old pay in GP 2800 otherwise it will not given to you. If MACP upgraduation your matrix level changes from 4 to 5 at Rs.34,900/- from 1/9/16. From 1/7/17 as Rs.35,900/- & 1/7/18 as Rs.37,000/-.

Check up the option is not in the case of MACP (up gradation of basic pay in every 10th year restricted to 30 years without any promotion), it is for those who got the promotions of designation changes due to the post of retirement/vacant in the old pay. Also check the difference added between (4200-2800) with you basic pay with 3% increment after the increment on 1/7/16, 1/7/17, fixation as on 27/10/17 & on 1/7/18 in old pay & new pay in the matrix level 5 with one increment & fixation in level 6 from 27/10/17 & increment as on 1/7/18 in level 6. Most properly you will be benefited in new pay only & upgraded your basic pay.. (Whether your designation has changed? or not, if it not changed you are not eligible to give option).

Comment	I joined PSU on 2nd January 2007 as 30th Dec. 2006 was weekly off, 31st Dec. 2006 was Sunday & 1st January 2007 was Id Ul Zua – Gazetted Holiday. 2nd Pay Revision was announced on 26th November 2008 w.e.f 1st January 2007. I wad denied of Pay Revision Benefit by the organisation stating I joined organisation on 2nd January 2007 instead of 1st January 2007. There were three consecutive Holidays and Govt. Circular cannot be made effective from Sunday or Holiday. I also gave a letter to the organisation that I shall be joining the organisation on 26th Dec. 2006 but company asked to join on 2nd January 2007 as offices will be closed on account of Holiday. Kindly advise, how to address this issue ? I am the seniormost officer in my department and four level junior is drawing salary higher than me

Better you change your HOME TOWN in your place of duty. So that H.R.A & Transport allowances are given for duty place not in the home-town. If any R.H. on that day it can be permitted, otherwise it will be treated as EOL.

Comment	Sir, I and my family availing home town LTC with pre sanction Earn Leave .At home town felt sick . When I felt relief from my illness ie 31st Oct 2018 and I took fitness from the competent medical authority at my hometown on 31st Oct 2018 at 12.40 pm and accordingly the doctor certified my fitness for reporting to duty on 1st Nov 2018. I .commenced my journey at my hometown on 31st Oct at 4.20 pm and it took 27 hours journey from my hometown to duty place and I could report for duty on 2nd Nov 2018(working day). Sir, this condition which leave applicable for one day journey period?

Comment	Retirement should be based on performance rather than age. Progressive nations like Australia and the USA have no Retirement Age. This will reduce the burden on the exchequer.. Retirement Age even at 62 is therefore, an outdated concept.A An employee can be redundant at 40 or at 70, depending on his performance/efficiency/productivity.

On that basis only whether you are eligible MACP on which date & what basic pay with increment amount as on 1/7/2006 at that time. If you are eligible on 1/1/2006 what is your basic pay on that day & after that have you got any promotions with any pay fixations. If you are not got any promotions in service then it will calculated from 1/1/2006 at which place of MACP on completion of 8/16/24 years. As specified your last basic pay your 7th CPC revised pension in Matrix level 6 from 1/1/2016 it will be more than Rs.8,790/- plus applicable D.R. from time to time. If you are entitled with the above you are requested to contact your ex-employer/PAO. they only settled.

Amount of ₹ 35400 is in level 1 so your 2nd MACP Your next upgradrations as with one additional increment of ₹ 36500 and basic pay fixed at ₹ 37200 in level 2 (GP 1900) & next increment of ₹ 38300 on 1/1/2019..

The reason is that defence were given ACP/MACP 8/16/24 years, but for civilian are given ACP for 12/24 years from 9/1999 actually it was completed of 10 years from the MACP starts from 1/9/2009, some of the employees from 9/99 will not get from 1/1/2006 because the scheme stars from 1/9/2009. The same is classes for civilians. It should be equal are as 8/16/24 years.

Comment	The question is , supreme court and high courts of Bombay and Madras including Delhi high court have mentioned that MACP is a part of pay and not allowances as such it should be implemented from 1.1.06 as approved by cabinet. It should be regularised for CG civil employees also.. if defence personal can get arrears from 1.1.06 why can’t civilian CG employees. Govt have to implement it sooner or later but BJP is certainly going to loose 2019 if orders are not issued immediately.

I was not given increament for that year based on fact that my leave period was more than 180 days in one year. However I got information that only EOL more than 180 days comes in this rule and in my case it was 104 days. Comment	comment by some one who said that Dopt . was not the party in Supreme Court in the matter of MACP while defence employees took the matter in the Supreme Court . The moot point is that the Dopt orders giving effect to MACP from 1.9.2008 were in contravention of the recommendations of the 6 th CPC , resolution passed by the Ministry of Finance & the fact that the MACP is not the part of allowance rather pay structure, hence should be implemented from 1.1.2006. Now the Supreme Court has cleared the issue vide its judgement of Dec. 2017 hence no further scope is left for the Dopt but to issue revised orders at an earliest. Nevertheless the Finance Ministry have also cleared the point in their note sheet recently sent to Dopt that likewise order may be issued as done by the Ministry of Defence in the matter for civilian employees.

This is to inform you that the first ACP (completed 12 years of service given additional one increment) was started from 9/1999 & you got it from 1/9/2008 the MACP Scheme started at that time 2nd MACP on completion of 20 years. As per the scheme started date next on completion of 30 years it was 1/9/2018 (not your completion of 30 years service from 1981). Since you are retired in 9/2016 so you are not eligible for 3rd MACP.

Comment	Hello sir my father was a bank employee in psb..expired in 2001…while applying for his job under compassionate appointment, i was minor at that time…but later after becoming major in 2004 june i applied for the same….but my application was rejected by bank, stating that scheme was not available at that time. till now iam fighting for my father job…actually my father death date will come into force for my appointment or i applied date????? I cant understand…please kindly send reply….

Comment	सूचना का अधिकार (Act 2005) मैं वर्तमान में Tech II Grade Pay 2400 / Level 4 में कार्यरत हूँ ।मैं अपना पारस्परिक स्थानांतरण वर्तमान में Tech I Grade Pay 2800/ Level 5 में कार्यरत कर्मचारी से करवा रहा हूँ ।हम दोनों रेलवे बोर्ड नई दिल्ली के पत्र स.E(NG)I -2018/TR/8 दिनांक 26.10.2018 के अन्तर्गत दिये गये निर्देशानुसार करवा रहे है।हम दोनों पदावनति Tech III grade Pay 1900 /Level 2 पर करवा रहे है। दोनों जोनल की तरफ से NOC जारी हो गई है। मैं 05/06/2013 को RRC से Grade Pay 1800 में भर्ती हुआ।मेरा 01सितम्बर 2016 में Tech III Grade Pay 1900 में पदोन्नति हुई । मेरी बेसिक 20500 थी। 01 जुलाई 2017 को मेरी बेसिक 21100 हुई । 01जुलाई 2018 को मेरी बेसिक 21700 हुई । 2 सितम्बर 2018 को मेरी पदोन्नति Tech II Grade Pay 2400/ LEVEL 4 में हुई ।मेरी बेसिक 25500 हुई । अब मैं आपसी पारस्परिक स्थानांतरण पर Tech III Grade Pay 1900/ Level 2 में करवा रहा हूँ । मेरी को रेलवे बोर्ड नई दिल्ली के नियमों के तहत निम्न जानकारी दी जाये । 1. मेरे को यहाँ से किस बेसिक पर छोड़ा जायेगा । (यदि मैं फरवरी 2019 में यहाँ से रिलीव होता हूँ ।) 2.क्या मेरी बेसिक कम होगी या यही रहेगी। 3.भविष्य में जुलाई 2019 में इंक्रीमेंट के समय मेरी बेसिक क्या होगी। 4.भविष्य में मेरी पदोन्नति के समय मेरे को इंक्रीमेंट मिलेगा या नहीं ।

Comment	In reply to Ganesh Magar. Check up you joined in which GP it may be GP 2400, then you got 1st MACP on 7/8/15 & one promotion 7/8/17. Since ACP of 12 years it was upto 31/7/2008 after that from 1/9.2008 MACP Scheme started, you may eligible of 30 years completed on 7/8/2025 as Matrix Level 6 (GP 4600). You have to give option for lower promotion 0n 7/8/2017. Mention your latest basic pay & Matrix level as on 1/7/2018.

  Since you got addition increment from 28/7/16 in same matrix level your next increment will be on 1/7/2018 only at your next higher matrix level.
