There are no specific norms and prescribed format to recommend the revision of pay or pension by the pay commission to Central Government employees and Pensioners. Every pay commission is recommending the calculation methodology of pay or pension different from other pay panels.
5th pay commission and earlier to 5th CPC recommended the conversion of pay scale depends upon service weightage. 6th pay commission recommended a common fitment factor of 1.86. And 7th pay commission also followed the same pattern of common fitment factor and recommended 2.57.
Central Government employees who were retired in the regime of 4th CPC, 5th CPC, and 6th CPC, should know their corresponding basic pay of 7th CPC for the conversion of basic pension as per the recommendations of the pay commission. The table denotes the corresponding matrix pay level of the 7th CPC for all the employees who were retired before 1.1.2016.
The first table describes the pay structure from 4th CPC to 5th CPC, the second table is from 5th CPC to 6th CPC, and the last table for 6th CPC to 7th CPC.

However, I may like to tell you that the revised pension can not be less than the one being drawn. Your message indicates that the family pension was reduced from 1220 + DA to 9750 + DA. That is wrong. You may like to represent your case to higher authorities.

Appointment orders were also issued for the Both the Posts of the Hostel Manager and the Dy.Registrar in the same identical scale of Rs 8000-275-13500/ at VCPC period in 2001. The corresponding scale was taken for fixation in VI & VII cpc as follows.

VIIcpc : Rs.53100-167800 pension fixed at Rs.30750/- Level 9.
I am claiming that my pension should be fixed as follows.. VICPC: scale Rs. 15600-39100/+ GP 7600/

M.K.Kumar says
It is long periods of 12 years of grade pay increased from 4200 to 4600, it involves every year increments changes, some may got in between promotions and may retired, in view of these increased amounts in ever stage so it is difficult to calculate individual’s. Wait some solutions or any software will solve this problem by the leaders are experts in these fields or any formula may guide.

my basic salary at the time of implemetation of 5th pay commission was 1520/ .where shall i be fitted in 5th pay commission?

It seems to your basic of Rs.1520/- it was in the 4th CPC. If it was in the scale of Rs.1400-40-1800-50-2230) it should be of your notional matrix pension in the 7th CPC w.e.f. 1/1/2016 is Rs.15,020/-. (LEVEL 5) . If it was in the scale of Rs.1400-40-1600-50-2300-60-2600 it should be of your notional matrix pension w.e.f. 1/1/2016 is Rs.18,250/-.(LEVEL 6)
Moreover this is to inform you that you might have attained from age of 80 then you will get normal pension plus D.R. as applicable and additional 20% of pension with applicable D.R. The percentage of additional pension if attained 85 age it will be 90%, if 95 age 95%, 100 age 100%. So far if your pension was not revised , contact your ex-employer/PAO since 95% of pensioners were settled. With Regards Sir.
M.K.Kumar says
