Grant of Transport Allowance at Double the Normal Rates 2026: The Ministry of Finance, Department of Expenditure has issued a comprehensive Compendium of Instructions regarding the grant of Transport Allowance (TA) at double the normal rates to Central Government employees with benchmark disabilities. The instructions consolidate all earlier orders into a single reference document and also incorporate the latest amendment issued on 29 July 2025, expanding the list of eligible disability categories under the Rights of Persons with Disabilities (RPwD) Act, 2016.

Purpose of the Revised Order
The Department of Expenditure has revised the list of disability categories eligible for double Transport Allowance. The amendment substitutes the earlier list issued on 15 September 2022 with an updated list aligned with the Rights of Persons with Disabilities Act, 2016. All other provisions of the 2022 Office Memorandum continue without change.
Who is Eligible for Double Transport Allowance?
Central Government employees possessing valid disability certificates issued under the Rights of Persons with Disabilities (RPwD) Act, 2016 are eligible for Transport Allowance at double the normal rates, subject to prescribed conditions.
Updated Categories of Disabilities (Effective 29 July 2025)
- Locomotor Disability including:
- Leprosy Cured
- Cerebral Palsy
- Dwarfism
- Muscular Dystrophy
- Acid Attack Victims
- Spinal Deformity
- Spinal Injury
- Blindness and Low Vision
- Deaf and Hard of Hearing
- Speech and Language Disability
- Intellectual Disability including:
- Specific Learning Disabilities
- Autism Spectrum Disorder
- Mental Illness
- Chronic Neurological Conditions such as:
- Multiple Sclerosis
- Parkinson’s Disease
- Blood Disorders:
- Haemophilia
- Thalassemia
- Sickle Cell Disease
- Multiple Disabilities including Deaf-Blindness.
The latest order significantly broadens the coverage by including several disability categories such as speech and language disability, mental illness, low vision, blood disorders, autism spectrum disorder, specific learning disabilities, and acid attack victims.
Scope of Application
The instructions apply to:
- Central Government Civilian Employees with benchmark disabilities.
- Civilian employees paid from Defence Service Estimates.
- Railway employees, for whom separate orders are issued by the Ministry of Railways.
Eligibility Conditions
Employees are eligible provided they possess:
- A valid Benchmark Disability Certificate.
- Disability recognized under Section 2(r) of the RPwD Act, 2016.
- Certification issued by the competent Medical Authority.
Procedure for Grant of Double Transport Allowance
The procedure prescribed by the Government includes:
- Submission of a valid Disability Certificate.
- No recommendation from the Head of Government Hospital is required if the certificate is issued by the competent Medical Authority.
- If there is doubt regarding the certificate, the employee may be referred to a Government Hospital for verification.
- Transport Allowance becomes admissible from the date the certificate is received by the Administrative Authority.
- Employees who submit valid certificates at the time of appointment become eligible from the date of joining service.
- Employees already receiving the benefit under earlier orders continue to receive it.

Persons with Benchmark Disabilities receive Transport Allowance at double the above normal rates.
Conditions for Grant of Double Transport Allowance
- Not admissible if Government transport facility is provided.
- Employees continuing under pre-revised pay scales will receive Transport Allowance based on the corresponding Pay Matrix Level.
- Level-14 and above officers opting for Transport Allowance in lieu of staff car are not entitled to double rates.
- The allowance is admissible irrespective of whether the employee resides inside Government accommodation, private accommodation, or within one kilometre of office.
- Disability assessment shall be made only by the authorized Medical Authority.
When Double Transport Allowance is Not Admissible
The allowance is not payable under the following circumstances:
- During leave covering the entire calendar month.
- During deputation abroad.
- When tour, training or deputation covers the whole calendar month.
- During vacation if the employee is provided free transport facility.
- During suspension covering the full calendar month.
If absence covers only part of a month, Transport Allowance remains admissible for the eligible period as per Government rules.
