Paid Holiday for Central Government Employees in 2026: The Department of Personnel & Training (DoPT), Government of India, has issued an important Office Memorandum regarding the grant of Paid Holiday and Special Casual Leave for Central Government employees in connection with the Bye-Elections to Assembly Constituencies in Bihar, Gujarat and Madhya Pradesh.
The Office Memorandum was issued on 14 July 2026 following the Election Commission of India’s notification regarding the schedule of bye-elections in the three states.

Election Commission Announces Bye-Elections
The Election Commission of India has informed the Government that the bye-elections to Assembly Constituencies in Bihar, Gujarat and Madhya Pradesh will be held on 30 July 2026 (Thursday).
Based on this notification, the Department of Personnel & Training has instructed all Ministries and Departments to grant election leave in accordance with the existing Government guidelines.
Paid Holiday for Central Government Offices
As per the DoPT instructions, all Central Government Offices including Industrial Establishments located in the notified polling constituencies shall remain closed on the day of polling.
Employees working in these offices will receive a Paid Holiday to enable them to cast their vote.
Special Casual Leave for Registered Voters
Employees who are bona fide voters in the concerned Assembly Constituency are entitled to Special Casual Leave on polling day.
This facility ensures that Government employees can participate in the democratic process without affecting their regular leave balance.
Employees Posted Outside the Constituency
The Office Memorandum also provides relief to employees who are working outside their home constituency.
If an employee:
- is ordinarily residing in the concerned constituency,
- is registered as a voter there, and
- is presently working in another Central Government Office or Industrial Establishment outside that constituency,
he or she may also be granted Special Casual Leave to travel and cast the vote.
