Latest Clarification on Benchmark for MACP

The benchmark grading in Annual Performance Appraisal Reports (APARs) plays a crucial role in determining the eligibility for financial upgradation under the Modified Assured Career Progression (MACP) Scheme. It has been mandated that the prescribed benchmark for all levels, effective from 25.07.2016 onwards, will be ‘Very Good’. This revised benchmark will apply to APARs for the year 2016-17 and subsequent years.

When evaluating an employee’s suitability for MACP, the Departmental Screening Committee (DSC) will assess the APARs during the reckoning period. It is important to note that the benchmark for APARs for the years 2016-17 and onwards will be set at ‘Very Good’. However, for the years 2015-16 and earlier, the benchmark will remain as per the MACP guidelines specified in the Department of Personnel and Training (DoPT) Office Memorandum dated 19.05.2009.

According to these guidelines, financial upgradation under MACPS will be granted on a non-functional basis, subject to fitness in the hierarchy of grade pay within the Pay Band-I (PB-I). Subsequently, for upgradation under MACPS, the benchmark of ‘good’ will be applicable until reaching the grade pay of Rs. 6600/- in PB-3. However, for financial upgradation to the grade pay of Rs. 7600 and above, the benchmark will be set at ‘Very Good’.

To illustrate, if a particular MACP falls due on or after 25.07.2016, the corresponding benchmarks for APARs are as follows:

ACR and APAR Grading of “Good” for the period 2012-13 to 2015-16 is to be treated as “Very Good”.

The MACP (Modified Assured Career Progression Scheme) does not allow for any other promotion schemes to be implemented at the same time. If a time-bound promotion scheme or any other type of promotion scheme is currently in place for a specific group of employees in a Ministry/Department or its offices, it may still be utilized for those employees, provided that the administrative authorities decide to keep such schemes after appropriate consultations. Alternatively, they may choose to transition to the MACPS. However, it is important to note that these schemes cannot be implemented simultaneously with the MACPS.

Deferral of MACPS
If an employee’s financial upgradation under the MACPS is postponed and not granted after 10 years in a particular level, either due to the employee being unfit or as a result of departmental proceedings, it will also impact their subsequent financial upgradation, which will be deferred accordingly based on the delay in receiving the initial financial upgradation.
Regarding disciplinary or penalty proceedings, the eligibility for MACPS benefits will be subject to the regulations governing regular promotions. As a result, such cases will be governed by the provisions outlined in the CCS (CCA) Rules, 1965 and the corresponding instructions issued.

      If you have not got promotion after 2012 you will get it. Give opinion increment from January so you will be benfited.

    In Case of MACP which 5 years APAR will be taken into consideration. I mean 5 years apar before the date of MACP due or the date on which MACP is processing

    Myself 005132493 HC/RO Ruhidas Singha MACP is due from 24/09/2018 due to below benchmark i.e. APAR grading for the year 2016 & 2017 are “good”. Please guide me how to get my MACP benefits, facing financial hardships..

          If you have not given for your promotion/MACP in between 10/20/30 years they might have been intimidated the reason for it. If not intimidated ask for the same from your office.

    The financial upgradation would be on non-functional basis subject to fitness in the hierarchy of pay band and grade pay within PB-1. In the above statement it appears that the APAR bench mark (good, very Good etc.) are not applicable to Pay band-1. I kindly requested to clarify the statement and any detailed OM or order is available please provide
