Increment Anomaly in 7th CPC – Employees recruited in the period between 2.1.2015 and 1.7.2015

Annual Increment on 1st January 2016 to Govt Servants appointed from 2nd January 2015 to 1st July 2015

When one Increment Date was introduced in Sixth CPC , there was an anomaly in granting Annual Increment to Government servants whose Increment date falls between 2nd January and 1st July 2006.

It was raised in Anomaly Committee and the Committee had  recommended to grant one Increment for the aggrieved government servants.

Identical to that situation is observed in this Pay Commission also.

There was an issue of unable to grant Annual increment even after  completing required service for the Government Servants recruited in the period between 2nd January and 1st July in Sixth CPC Regime.

To address this issue Staff Unions and Association demanded to introduce Two Increment dates. The Central Government Accepted the demand and approved 1st January and 1st July as two dates for granting Annual Increment after fulfilling the conditions laid down in Rule No.10 in Revised Pay Rules 2016

But the Government Servants those who are appointed during the period between 2nd January and 1st July 2015 has to travel few more months  in 7th Pay Commission to get their first Annual Increment after completing 12 Months Service.

What CCS (Revised Pay) Rule 2016 says..?

In the illustration laid down in Rule No,10, it has been stated that..

(b) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between 2nd day of January, 2016 and 1st day of July, 2016, who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017 and thereafter it shall accrue after one year on annual basis:

Though it is applicable for those who are appointed or promoted in the normal hierarchy or under MACPS during the period between 2nd day of January, 2016 and 1st day of July, 2016, why  it shouldn’t be extended to the Government servants those who are appointed  or promoted between 2nd January 2015 and 1st July 2015.

 Since they have been travelling in 7th Pay Commission after completing 12 Months Service without Annual Increment, it is to be considered an Anomaly and it should be addressed at the earliest, otherwise should be raised in 7th CPC Anomaly committee

    I got promotion in 01/04/2013. Given increment in 01/07/2014, traveled 15 months to get increment. Can some one guide when my increment to be given as per Finance Ministry order dated 31st July, 2018? Please guide some one.

      Since you have been promoted from 1/4/13, July 13 increment was given from 1/4/13 onwards, so your next annual increment on 1/7/14 only..

    Sir, I have been promoted w.e.f. 01.01.2013 as Sr. PA in the pay band of Rs.4800/- and eligible for Non Functional Senior Grade ( NFSG ) of Rs.5400/- w.e.f. 01.01.2017. But as I was relieved by my previous Deptt. on 23.01.2017, joined my new Department on 24.01.17. Accordingly, my present Deptt. has given me NFSG (after 4 years) wef 24.01.17 exactly on the date on which I have joined but not from the date on which I was promoted, with Date of Next increment wef 01.01.18, due which I am loosing one increment on no fault on my part, whereas, a colleague of mine has promoted on the same day and joined on the same day given DNI as 01.07.17 as a result I am loosing one increment

    sir, what about annual increment of retiring/retired employees during the period of apr, may, jun ? even though completion of ten months there is nothing any benefits. pl clarify whether they are eligible for annual increment or otherwise:

    INCREMENT ANOMALY

    It is submitted that consequent upon implementation of govt orders on recommendation of 6th CPC on uniform date (01 July) of increment for all central govt employees. In order to remove anomalies benefit of one addition increment on 01.01.2006 provided to the employees those who have appointed between 2nd January to 30 Jun prior to 01.01.2006.

    As per govt orders on recommendation of 7th CPC there are two dates for annual increment 01 January and 01 Jul of every year after service 06 months and more. Hence no loss to employees recruited after 01.01.2016.

    However, employees recruited between 02.01.2006 to 30.06.2006 and years ahead between 02 Jan to 30 Jun there is no benefit of increment. They were applicable for one increment after one year 02 months to five months. Accordingly, they are in loss of one increment.
    Example – suppose an employee recruited on 13 Feb 2007
    his pay will be fixed (RPR-2008) as on 13 Feb 2007 with date of
    next increment due on 01 Jul 2008. there is no increment due
    during 2007. Why he is eligible for increment after 01 years
    and five months. Please remove this anomaly and take up
    case with govt to provide one additional increment on
    01.01.2007.

    when revised pay rules made effective from 1.1.2016 and from 1.1.2016 two dates of increment have been introduced, the officers who have been appointed or promoted during 2.1.2015 and 1.7.2015 are deemed eligible for their 1st increment on 1.1.2016. they have not been neither eligible not granted their annual increment n 1.7.2015. But as on 1.1.2016 they have completed service of more than 6 months ( some have completed more than 18 months also). What is their fault if they are not being granted annual increment on 1.1.2016 due to ill-interpretation of Rule 10 of the RPR, 2016.

    My daughter joined in Central Government Service on 21st January 2008. She got her first increment on 1st July 2009 after 17 months 10 days. Though she did not complain at that time, for that matter she is not complaining even now after 7PC removed the anomaly and restored justice for all such employees, which is a commendable job, she is unable to know how her pay would be fixed. She joined in PB-2 with GP 4200. I request some knowledgeable persons to let her know what would be her Basic pay on 1st January 2016. She is continuing in the same post in which she joined. What option should she exercise. Kind expeditious guidance is highly solicited. Her Present Band pay is 12930+GP 4200= BASIC PAY 17130.

    Sir
    Govt Servants appointed on Feb 2011.
    First annual Increment grant on July 2012 has to travel 17-18 months

    Those Govt Servants appointed on Dec 2010
    First annual Increment grant on July 2011
    Has to travel only 6-7 months only in Sixth CPC.

    Request forward both status of Increment falls in seventh pay commission.
