Central Government employees have the opportunity to benefit from Leave Travel Concession (LTC) Rules, which allows them to take a free journey to their Home Town or visit a selected place in India once every four years. This is in addition to their regular pay and perks. The aim of this policy is to provide employees with an opportunity to connect with their families and explore different parts of the country. The rules and regulations surrounding this policy are clearly defined to ensure that employees are able to make the most of this benefit.

LTC Rules for New Recruits

Fresh recruits to the Central Government are allowed to travel to their home town along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility shall be available to the fresh recruits only for the first two blocks of four years applicable after joining the Government for the first time. [Click here more]

LTC is granted to Central Government employees to facilitate home travel as well as travel to different parts of the country. Presently two hometown visits are allowed in a block of four years with one hometown visit substitutable with an “All India” visit.

However, for the first two 4-year blocks, three hometown visits and one “All India” visit are permissible.

One Time Relaxation for LTC Tickets Purchased from Unauthorized Agents – DoPT

One of the major issues among Central Government employees has been settled through the order issued by DoPT on 19 February 2020. The Govt has decided to grant one-time relaxation to such Government employees who had availed of Leave Travel Concession by air tickets booked through Private Airlines or unauthorized travel agents. Demands on LTC

There are demands to increase the frequency of LTC, especially of the “All India” visit, and extend LTC to foreign countries also.

Personnel posted on islands have requested the Commission that splitting of hometown LTC may be permitted so that their families can visit them from the mainland once a year and they (the employees) can also travel to the mainland once a year to visit the family.

Personnel of Sashastra Seema Bal (SSB) have sought parity with other CAPFs for the facility of Additional LTC.

Railway employees have strongly represented that there are many places that are not connected by rail and in absence of LTC, they are not able to visit these places.

Hence they should be allowed the facility of LTC in lieu of a certain number of their free passes. Similar sentiments have also been expressed by employees whose spouses are Railway employees.

7th CPC Analysis AND Recommendations

  • Extension of LTC to foreign countries is not in the ambit of this Commission.
  • The proposal to split hometown LTC has merit and can be considered.
  • Hence, it is recommended that splitting of hometown LTC should be allowed in case of employees posted in North East, Ladakh and Island territories of Andaman, Nicobar and Lakshadweep.
  • This will enable this employee and their families to meet more often.
  • Presently, personnel of Defence forces serving in field/high altitude/CI Ops areas are granted one additional free railway warrant.
  • This should be extended to all personnel of CAPFs and the Indian Coast Guard mutatis mutandis.
  • The facility of Additional LTC should be extended to SSB personnel, at par with other CAPFs.

LTC Block Year 2018-21 – Carry Forward Option

4 Years Block Year: Block Year is an important aspect for availing of Leave Travel Concession. The new block year has started from 2018 to 2021. ‘Anywhere in India’ concession can be avail in this block year. LTC To Railway Employees

Railway employees (and employees whose spouses are Railway servants) into the fold of LTC, the following is recommended:

  1. No hometown LTC will be admissible to Railway employees, only “All India” LTC will be granted once in four years.
  2. For the grant of LTC, all passes for the current year will have to be surrendered.
  3. If the employee has already availed of a pass in any year, then LTC will not be allowed in that year.
  4. If both spouses are Railway servants, then surrender of passes of any one of them will suffice. 
  5. For the purposes of this allowance, year means Calendar year.

Leave Encashment permitted at the time of retirement for 300 Days (Excludes 60 Days of EL Encashment during LTC)

Types of LTC

  • Home Town LTC [Once in a Block of Two Calendar Years]
  • Any Place in India LTC [Once in a Block of Four Calendar Years]

All Central Government Employees are eligible for Home Town LTC irrespective of the distance between headquarters and their home town. In the case of employees’, headquarter and home town are the same and are not eligible for home town LTC.

All India LTC (Any Place in India LTC) is eligible instead of a home town concession.

LTC Reimbursement Rules

Reimbursement of LTC fares: After the introduction of the dynamic fare scheme by Indian Railways with effect from September 2016, the matter is under active examination in consultation with the Department of Expenditure to extend suitable dispensation to Central Government employees on LTC. Who are all eligible for LTC?

Completion of one-year continuous service is the main criterion for eligibility to avail of LTC in Central Government Services.

What is the meaning of Dependent in LTC Rules?

Family for the purpose of LTC – Government employee, spouse, two unmarried dependent children, divorced/widowed daughter, dependent parents residing with employee, dependent unmarried minor brother & sister and dependent divorced/widowed sister residing with employee.

What is LTC in CG employees?

LTC is the short form of ‘Leave Travel Concession’. One of the fantastic benefits for Central Government employees is to go for the All India Tour once in four years. They can also travel in flight with family members.

What is Block Year in LTC?

Block year is mentioned as two calendar years. The current block years are 2018-19 and 2020-2021. Block year is normally denoted as 2018-2021. The next block year is 2022-2025.

Is block year is extended for further period?

Yes, every two and four block years will extend to one year for those who are not availing of the concession in the particular block year.

How to avail 10 days encash while on LTC?

The Central Government is providing more benefits for its employees. If an employee applies to go on LTC, he can get the amount of 10 days of salary (through leave encashment) for travel expenses.

    I am a Central Govt. employee in Mumbai.
    I am entitled to Air Travel for LTC.
    My hometown is Daltonganj in Jharkhand but there is no airport in Daltonganj.
    The nearest airport is in Ranchi which is 170 km from my Hometown,
    I intend to take a Mumbai – Kolkata flight and thereafter the Kolkata-Daltonganj train for reaching my Hometown.
    Similarly, I plan to return by taking the Daltonganj-Patna train and thereafter the Patna-Mumbai flight.
    Can I claim LTC for my hometown for my above journey?
    Will there be any objection to finalizing the claim?

    Is it necessary to have duty off on the day from which leave LTC is applied?
    Can’t travel after duty?
    Our administrative staff are saying that from the day you are LTC, you cannot go on duty on that day.
    Is such a rule sir plz tell me. Bcz there is no such mention in the rule book.

  8. If someone is posted in a remote place in Chattisgarh not covered by Rail or Public owned bus, can journey on private bus will be eligible for reimbursement?

    • One year in each block, if it is a new block starts you have availed end of previous year block you can avail next new block on the beaning of first year it can be avail.. Example : In the block 2018-21 one all India LTC or Home Town 2018-19 in 2018/19 you have to avail any one not availed which can be availed in this year 2020/21. In next block 2022-25 it can be availed 2022/23. But it is once in year with the condition of block year as 2018-19/2020-21, not as you mentioned as in month.

    I have purchased an air India ticket from Delhi to Madurai and return. but 24 Dec 2019 direct flight is not available so air India provide a connecting flight from Delhi to Chennai and Chennai to Madurai and fare Rs. 17721 and Madurai to Delhi airfare are rs 9780 both airfare is below ltc 80 fare. difference between in both air fare are big approx rs 8000. pl, suggest any problem in a claim.

    • If you have availed All India LTC for the block year 2018-2021, it cannot be taken upto 2021, If you have taken Home Town LTC BLOCK YEARS 2018-19, you can avail Home-Town LTC 2020-21 in the year 2020 or 2021 only.

    • You can avail four years All India LTC block i.e. 2018-21, if you are not availed earlier. Not your Home-Town Blocks 2018–19/2020-21.

    • If you are completed one year of service you can avail all India LTC 2018-21 block year if your home town is middle you can avail it but your claim will be regulated to your place of duty to (place visited) long distance only, break journey is allowed.

    • No. you are comes under Block 2014-2017, i.e. two Home Town Block 2014-15, 2016-17 or 2014-17 All India LTC. Now you are eligible for next block 2018-21, all India LTC 2018-21 or two home-town as 2018-19, 2020-21. Yes you are eligible in All India 2019, but you are not eligible home town 1920-21.

    • Regarding air travel, if you are matrix level is more than 9 you are eligible. Regarding leave deepens upon your Head of the Department and LTC all India it deepens upon your availability.

For Level 2 Central Government employee how reimbursement will be calculated if employee is entitle to travel from headquarter to Kolkata by AC 3 tier by train and then by AIR from kolkata to Portblair ? But if employee travel directly by AIR through private Airline purchasing ticket directly from AIR counter or website then if total fair of Direct Flight is less then that of Train+AIR than what is procedure to calculate LTC fair claim?

    I want to know clarifications regarding LTC:
    1. Whether reimbursement is permissible in cases where an employee travels by a longer route & breaks journey when he is travelling by Rajdhani Express trains & other train.
    2. Can the reimbursement in such cases be allowed to the fare applicable on Rajdhani Express trains & other train or will only the ordinary train fare be admissible.
    3. If any one travelling break journey as there is no direct train on the day of journey and it is not shortest route. Reimbursement will be allowed all fare which will be paid or shortest route.
    4. For Sr no 3. If reimbursement will be done as per shortest route. Will One be paid fare of e entitled class or which class is available in train (one is entitled for 2nd ac but direct Or shortest train has upto 3rd ac)?

    • Regulated direct longest point as you specified before leaving in lowest railway class for too & fro in total distance kilo meter.. They will not give eligible class, sleeper class,reservation changes & travelled RAJASTHANI/2A/c in break journey if it is shortest with all continues proof.

    • Answer to S.C.SHARMA ; She can be a Central Govt. Employee avail block All India LTC 2018-21 with her family & the journey should be returned before retirement date. If she is available balance of earned leave she can en-cash it 10 days leave. She can avail any of leave (available) it should be applied before proceeding and it should be sanctioned. LTC 80 is eligible too & fro as per her basic pay/matrix level and it can be (if it is eligible) from her duty/residence to any of the place in India.

    • She can give declaration not to avail to his office and intimation letter may be produced to your office then, avail in your office. Actually state government also having their facility but it will be only in their state not in ALL INDIA.

One weekly Air india flight run between delhi-amritsar-nanded. My question is can travelling by pvt airlines for Mumbai/Hyderabad-Nanded sector is allowed under LTC or can travel through Air india flight delhi-amritsar-nanded will be allowed under all india lTC.

    • No. Block years splits 2014-15, 2016-17 two home town or one all India. Since you have availed that block, now you can eligible 2018-21 all India LTC with the grace period upto 2022.

    • Since you have availed 2014-15, 16-17 home town you are not eligible that block, you are eligible for new block 2018-19, 2020-21 home’ town or 2018-21 ALL-INDIA LTC.

    • LTC cannot be availed separately. If the CGHS covered area of both are living in same residence cannot not avail medical facilities separately. If any one residing not covered under CGHS, he/she can avail medical facilities separately if, he/she can removed his/her name in the CGHS card.

  61. I want to avail LTC and I am entitle for Air travel. Jabalpur to Kolkata have no direct Air India Flight, in fact one has to go via New Delhi. The Jabalpur New Delhi flight reaches New Delhi at 8.20 P.M. and the connecting Air India flight from New Delhi to Kolkata flight is on next day morning at 6.50 A.M.. Thus one has to stay one night at New Delhi in some hotel to catch the flight to Kolkata on next morning, which will be an added financial burden as hotel expenditure is not reimbursable during LTC. Under the circumstances during LTC what is the procedure for availing the flight of private airlines which have direct flight from Jabalpur to Kolkata

    • In the service period one time HOME TOWN can be changed in service recors with applicable terms & conditions of LTC Rules. If you are not availed 2 Home Town in every 2 years you can avail ALL INDIA LTC for the block of every 4years in any place of India. Moreover some exemptions are there to avail to J&K North East sections.

    I am a Central Govt. employee posted at Jabalpur. My B.Pay is Rs.56900/- in Level 7. As per Gazette Notification for 7th CPC Allowances published on 6th July 2017 CG employees from Level 6 to 8 were entitled to travel by air. On 11th July 2017 the official concerned had clarified that, the modified travel entitlement will be extended to LTC also.() Swamy handbook 2018 has also published the entitlement as above.
    I had availed LTC for the block year 2016-17 for myself and family from Jabalpur to Cochin via Delhi purchasing Air India tickets under LTC 80 on 09/08/2017 which was much costlier than the normal tickets in the same flight and had performed my journey from 25/08/2017 to 17/09/2017. I had taken LTC advance from the office for purchasing air tickets and had submitted by adjustment bill immediately after completing return journey for claiming the balance amount.
    Vide O.M. No.31011/8/2017-Estt.A-IV dated 19th Sept 2017 it is clarified that the travel entitlements by air for Level 6 to 8 is only for TA and not for LTC.
    Sir, kindly inform how my claim will be settled as I had already performed the journey before 19/09/2017 purchasing costly LTC 80 tickets. Is there any order for settling such claims. Kindly guide me as to what should I do now regarding this claim. Please help me.

  70. I am in a matrix 11 as per 7th cpc. I have availed ltc during october 2017 to vishnodevi tmeple. I have travelled from bangalore to jammu by air india flight for onward journey and during the return journey I have taken a round about route like visiting amritsar, chandigarh, jaipur, jodhapur, Jaisalmer, udaipur and Bangalore. During the return i have travelled partly by air india flight and partly by 2 AC. train. My office has given full amount for the onward journey. Where as for the return journey they have given only train fare by the shortest route. My representation is proportionally for the Air and Train by the shortest route. But my office has not considered. I kindly request any one may please guide me in this regard.

  71. I am in pay matrix 11 as per the 7th CPC. I have traveled to Vishnodevi from Bangalore during onward journey by Air India flight. . The onward journey was with air India flight up to Jammu from Bangalore. While during the return journey I traveled round about like Amruitsar, Chandigarh, Jaipur,Jodhpurs,Jaisalmer ,Udaipur and lastly from Udaipur to Bangalore. I traveled from Jammu to Jaisalmer by train mostly in 2 A.C. and Jaisalmer to udaipur by private Bus. and Udaipur to Bangalore by Air India flight. My office has paid onward journey correctaly and return journey by the shortest route Train route. I agree to the shortest route as it is clearly mentioned in the rules. But my question is that I have traveled partly by air and partly by train. I should get the proportionate amount of flight charges.and proportionate amount of train fare by applying shortest route theory. I am unable to convince my office regarding my claim. Can any one suggest me what is exact rule for my case.

  78. LTc for the block year 2014-17 not availed before retirement on 31.07.2016. I get re-employed w.e.f 01.08.2016 without any break for a period of two years i.e. upto July,2018. In this case, LTC for the block year 2014-17 can be availed now or not.

  109. ltc was sanctioned from jaipur to pangong (leh) j&k by esi corporation. I performed my journey from jaipur to leh by air and from lrh to pangong (160 km) by a taxi run by taxi union . Taxi charged same amount as mentioned on j&k tourism department site.There is no public transport between leh and pangong .
    pl let me know what amount shall be reambersed for journey from leh to pangong and back.
    My grade pay is 7600.

An employee can do journey of LTC by Air and can waste Govt money..As he is not interested to waste money booked ticket to Shirdi private tours as the govt transport is not available. before journey he came to know the claim will be rejected as journey is not being performed in govt transport.Is it Justified .The LTC claim is the last claim availed by employee due to retirement.No other options are there.What a Govt Policy it is?. Due to continuous work load the individual lacked planing .That also for Office work but he lost LTC also in addition to Paycommission benefits due to SOS on 31/12/2015.The base less rules should be relaxed.

  120. For Central Govt employees during LTC Travel only by govt Vehicles/public sector transportation is allowed. It is not fit because most of the time in Railways and in Public Sector’s road Transport accommodation does not available due to which a great inconvenience raised to plan the LTC tour. If government allow travel by any means (either through Government/Public Sector or Private Sector) Number of tourist raised many times. Presently most of the people travel through Private Sector’s transport. Expenditure for this travel can be managed by many ways:-
    – to fix Different Distance Routes as to & fro 4000/6000/8000 kms
    Payment can be made to an Employee as per his Entitlement of Railway.

    Perhaps same procedure is running in Nationalized Banks/LIC of India etc.

  121. The serving employees covered under CGHS have to pay the entire medical expenses themselves & have to submit the bills for reimbursement to their Office. This reimbursement does not materialize for years for reasons known to the concerned Offices.
    The system should be that the serving employees also get the treatment & the concerned hospital should claim the reimbursement directly from CGHS, as applicable to the Retired employees, so that the serving employee also get the required medical benefit without first spending the money & than running for years for getting the same reimbursed.

  126. Dear Admin, I wish to raise a valid point regarding present LTC Rules applicable for Central Govt. employees. Thousands of Central Govt. employees are working in different Central Govt. departments with their spouses in Indian Railways. As per present LTC Rules, if a government servant or his spouse is working in In Indian Railways, he would not be entitled for LTC facility. In Indian Railway, maximum benefit an employee can get is 2 AC travel facility whereas their spouses in various central government departments are entitled for Air travel facility. But, thousands of employees are not in a position to avail this Air travel facility because of abovementioned clause in LTC rules. Therefore, the point I want to raise is that relaxation in LTC rules needs to be made for such employees whose spouses are employed in Indian Railways in such a way that they should have the freedom to choose between air travel or rail travel. The present restriction in this respect should be withdrawn and necessary amendment as suggested here should be introduced. This will help thousands of Central Govt. employees. If possible, this suggestion may be brought to the notice of 7h PC.

As far as the leave facility to women employees is concerned it is quite biased.Still in Indian families very few couples are in government jobs and being a govt. employee it has become a boon to them. What about those families? where only husband is in job. To provide leave to women employees hundreds of days as leave has made govt.job mere a luxury than service. Even working days should be increased and six days week should be enforced. Why to make employees lethargic after getting heap of money.

    even after 75 no pensioner will opt for long distance travel. so 50 per cent of pensioners would not utilise health reasons.

Moreover it should be made mandatory for everyone to make him refresh for day today exhaustion of works and to improve his working efficiency. If anyone is unable to take benefit of LTC due to any reason/obligation, he should be given the monetary benefit of one month salary.

LTC facility is very essential for a govt.working officer to give energy to him and allow his family away from day to day work like kitchen work , cleaning of house and purchasing of vegetable for her daily work.Relation of family will become healthy which is necessary for govt.officer.When family is happy officer will work more smoothly in office time.That is the moto of LTC .I am working in BSNL & here thre is no LTC facilty
    which is very uncomfortable situation for working peoples.
