A request for clarification has been made by one of the Zonal Railways regarding the selection of medically de-categorized staff for the 20% LDCE quota. The question raised was whether their previous service in their previous unit before being de-categorized could be counted towards their eligibility for LDCE in OS category if they were absorbed in alternative posts in the ministerial cadre. The Board’s office has examined the matter well and clarified that their previous service in the relevant scale just before medical de-categorization could be considered along with their service in the alternative post for all departmental examinations including LDCE.

One of the Zonal Railways has sought clarification as to whether such medically de-categorized staff who are absorbed in alternate posts in the ministerial cadre, may be allowed to count their service in their previous unit prior to decategorization, towards eligibility for 20% LDCE in OS category.
2. The matter has been examined in Board’s office in the light of provisions contained in para 1309 of IREM Vol. I., and it is clarified that earlier service rendered in the previous unit in the relevant scale (just prior to medical de-categorization) may be counted along with service in the alternative post towards eligibility for all departmental examinations including LDCE.
3. This disposes off N. C. Railway’s letter No.797-E/NCR/JHS/05/20% LDCE dated 15.02.2023 cited above.
