Please refer to Board’s letter of even number dated 10.11.2015 on the cited subject, wherein instructions were issued to review the performance of Railway servants periodically to ascertain whether the Railway servant should be retained in service or retired from service in the public interest.
In this regard, kindly also connect letter No. E(0)1/2017/SR-10-P/03 dated 11.06.2019 from Secretary, Railway Board vide letter No., reiterating Board’s earlier instructions dated 10.11.2015. Recently, DoP&T’s OM dated 20.06.2019 has been received which is enclosed.
2. In accordance with DoP&T’s instructions dated 20.06.2019, all Zonal Railways/PUs are requested to undertake periodic review of Railway servants under rules 1802 (a)/1803 (a)11804 (a) – R.II in letter and spirit for strengthening of administration.
It should be ensured that the prescribed procedure like forming of opinion to retire a Railway employee prematurely in public interest is strictly adhered to and that the decision is not an arbitrary one, and is not based on collateral grounds as per the order of the Hon’ble Supreme Court in case of U01 & Col. J.N. Sinha [1571 SCR (1) 791].
3. All the Zonal Railways/ PL’s shall furnish a report to Board’s office in the format given below by the 8th day of each month starting from July. 2019.
The above format is also being made part of monthly PCDO sent to MS/ Railway Board.
4. The report should be mailed at epalrailwayboardraamail.com and also faxed at 011-23378355.
The time schedule should be adhered to strictly.
