Clarification on Admissibility of Daily Allowance for free boarding and lodging after 7th CPC for Central Govt Employees
If government employees are provided with free accommodations and meals, any local travel expenses incurred may be claimed according to paragraph 2 E (i) and (iii) of the Annexure to O.M. dated 13.07.2017. The previous practice of granting 25% DA has been discontinued, and the provision of DA at 5th CPC rates has been terminated after the implementation of the 7th CPC recommendations.
The cessation of qualification of Daily Allowance for individuals receiving free boarding and lodging has been announced. The update will go into effect from the day the circular is released, and following the new guidelines will not result in any alterations to the current allowance rates. Finalized cases will not be revisited.

Sub: Admissibility of daily allowance in case of free boarding and lodging.
A reference is invited to the Department of Expenditure, E.IV, Office Memorandum No. 19030/1/2017-E-IV dated 01.02.2018 which inter alia states that “… In case of free boarding and lodging, the govt employee, if incurring any expenditure on local travel, can claim the same as per para 2 E (i) and (ili) of the Annexure to O.M. of even No. dated 13.07.2017. The earlier system of giving 25 % DA is being discontinued. Also, after implementation of 7th CPC recommendations, the facility of DA at 5th CPC rates is done away with.“
Now, it has been decided with the approval of the Competent Authority to adopt the DoE Instructions contained in their OM dated 01.02.2018, regarding discontinuation of admissibility of Daily Allowance in case of free boarding and lodging. The revised circular will be applicable from the date of issue of the circular and the adoption of the same would not mean revision of the existing rate of allowances. Cases already decided shall not be reopened.
