Dopt Seeks Suggestions to Change LDC, UDC & Assistant Names

The Department of Personnel and Training (DoPT) has put forward a request for suggestions on a proposed name change for the posts of Lower Division Clerk (LDC), Upper Division Clerk (UDC), and Assistants. The DoPT is seeking to modernize the nomenclature of these positions to align with contemporary job titles and to better reflect the scope of responsibilities that each role entails. Therefore, the department is inviting suggestions from its employees and the public, aiming to find a more suitable and relevant title to reflect the importance of these positions in today’s society.

The Department of Personnel and Training (DoPT) has put forward a proposal to change the names of certain posts within the Central Secretariat Clerical Service (CSCS) and the Central Secretariat Service (CSS). The posts under consideration are those of Lower Division Clerk (LDC), Upper Division Clerk (UDC), and Assistants. To gather feedback on this proposal, the DoPT is seeking suggestions from various stakeholders, including employees, unions, and associations of these services. If the proposed changes are implemented, it could have a significant impact on the job titles and responsibilities of thousands of government employees.

Subject: Proposal to change nomenclature of posts of CSCS/CSS

The undersigned is directed to say that this Department is considering a proposal to change nomenclature of posts of Central Secretariat Clerical Service (CSCS) and Central Secretariat Service (CSS), as under:

    Steps taken for changing the designation of LDC, UDC and Assistant are praiseworthy but it is needed to be done in each & every Central Govt. organisations/Statutory bodies/ autonomous bodies/other central sector organisations/Govt. of India undertakings as a whole. Therefore, instead of proposed nomenclature, JSA(LDC), SSA(UDC) meant to be for Central Secretariat, New Delhi, it may be commonly re-designated simply as Junior Assistant(LDC) and Senior Assistant(UDC).
    In case of re-designation of Assistant post, the proposed nomenclature, Assistant Section Officer is correct wherever Section Officer post is alive as it means to be assisting the Section Officer. But in case of availability of Superintendent post in the organisation which is treated as equivalent to the post of Section Officer, the designation of Assistant Superintendent will be correct. Such way, wherever Manager post treated as equivalent to Section Officer/ Superintendent, the designation Assistant Manager will be proper.

    In the above context, it may be appropriate, if the post of Section Officer/Superintendent of the departments is re-designated simultaneously as “Manager” in all the departments of Central Government organisations, because there is nothing to be guided/ supervised in the standard/ prescribed official processing but required to be managed all the works in all the circumstances promptly in the public interest without depending on subordinates’ presence, as like as the Banks where Manager sometimes sit in the Cash Counter in the absence of Cashier on leave for payment to the public/customers. The proposed post “Manager” in the Central Government departments will make the incumbent more responsible than the post of Section Officer/ Superintendent who used to surrender the responsibility to the subordinates/refuse to dispose off the public works promptly by involving own-self independently.

    Equal Pay is for equal work … was our country forgetting the basic of our constitution. Equality everywhere but in Central Government Services “equality” decided by Certain Bureaucrats of Secretariate. Had they forgotten the selection procedures? Are they making some elite class in Delhi? What would be there Salary when they are transferred outside to a subordinate staff on own request? If they do it for Secretariate Service only I must say it is ridiculous and not for the interest of Public Service.

    All cadre employees should be considered in the same manner for changing nomenclature as well as consideration of pay scale. What is the ground of ignoring LDC/UDC of subordinate offices? Our voice must be raised against injustice.

    Now CSS and Subordinate service LDC, UDC, Assistant format is running. If DOPT wants to change the name of designation it would be done all over India, irrespective of CSS or Subordinate service. By increasing the respectability off CSS staff why to ignore Subordinate staff. Both are recruited through SSC and posted to CSS or Subordinate. The qualification criteria is the same, recruitment process is the same, pay scales are the same, except for Assistants, which was same at the time of implementation of the 6th CPC but later upgraded to GP of 4600. Now CSS LDC, UDC & Assistant will get higher pay scales by changing the nomenclature of the posts. It is injustice to Subordinate staff. The rule of equality before law to every employee to be implemented.
