OFFICE MEMORANDUM
Subject:- Implementation of the recommendations of 7th Central Pay Commission – Additional HRA for civilian employees of the Central Government serving in the States of North Eastern Region, Andaman & Nicobar Islands, Lakshadweep Islands and Ladakh.
Consequent upon revision of the rates of HRA granted to the Central Government employees on implementation of the recommendations of 7th Central Pay Commission vide O.M. No. 2/5/2017 E.II(B) dated 07.07.2017, in modification of this Ministry’s O.M. No. 11016/1/E.II(B)/84 dated 29.03.1984 and GM. No. 2(19)/E.II(B)/2008 dated 02.01.2009 on the subject mentioned above, additional HRA shall be granted to the civilian employees of the Central Government posted to States of North Eastern Region, Andaman & Nicobar Islands, Lakshadweep Islands and Ladakh, who leave their families behind at “their old duty station at revised rates as per OM. No. 27512017-E.II(B], dated 07.07.2017.
2. These orders, will not be applicable to such employees who were transferred out, of North Eastern Region, Andaman & Nicobar Islands and Lakshadweep Islands and Ladakh before 1 7.2017.
3. These orders shall take effect from 1st July, 2017.
4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, Separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

What is the meaning of additional HRA?
Increased HRA. Moreover, the amount of HRA will be double. Risk place and hard destination and some more factors are deciding the additional HRA.

Employee posted in Andaman and shifted (1) Spouse (2) Daughter and employee dependent parents were staying at old station, claimed Transfer TA personal effects full as per his eligibility.
question is can employee is eligible for additional HRA.

Kindly advice. In case of an Officer who was posted as example goes at Kochi initially, thereafter proceed to Vizag on Pmt Transfer and left his family at Kochi for the academic session. Later he was transferred to Portblair again on Pmt Transfer post 01 year at Vizag, however the officer continued to retain accommodation at Kochi and did not shift to Vizag. Now he wants to claim additional HRA but his family never moved with him to Vizag. Will he be eligible for additional HRA despite rules being very clear that it is applicable for the previous duty station only, where as in the instant case his family continues to be at previous to Previous duty station. Very true and live example

HRA admissible with reference to the place of duty irrespective of the place of residents. If it’s admissible up to 90 days on temporary transfer at the rates applicable at the old station and beyond this period at the rates applicable for the new station. On Permanent Transfer (a) H.R.A. is admissible for 8 months only at the new station if Government accommodation at old station retained at normal/penal/market rent. (b) HRA for employees not in occupation of Government accommodation at old station, if leaves family at old station and not allotted Government accommodation at new station for first two months of date of joining at new station at the same rates drawn at old station, For the next four months or the end of academic year, whichever is later at the rate drawn at old station or maximum administration at the new station had be taken a residence on rent, whichever is less. Double HRA for employees posted in N.E.Region, ANDAMAN,Nicobar & Lakshadweep Island etc. subject under section 5.& F.R. & S.R. PART IV under the list of classified Cities effect from 1-4-2015 & also admissible from 1-9- 2008 under O.M. dated 29-8-2008 and also the latest rules revised from time to time.

Please suggest me whether it will be benefiting to employees of Andaman and Nicobar having all India transfer liability, but posted in Andaman and Nicobar since joining and transfer rotating with in these group of Islands hard area and semi hard area at North and Middle Andaman area and Port Blair municipal. In this situation If i have been transferred to Hard area Nicobar zone and my family stayed at Port Blair . The additional HRA will be benefiting me or not? kindly suggest.
