Special Pay for Paramilitary Personnel – Referred to the 7th Central Pay Commission

proposal for grant of Para Military Service Pay (PMSP) to Central Armed Police Force personnel at par with Army personnel has been referred to the 7th Central Pay Commission vide MHA O.M. dated 05.11.2014.

As informed by Central Armed Police Forces (CAPFs) and Assam Rifles (AR), the detail of strength of CAPFs and AR is as under:

A proposal for grant of Para Military Service Pay (PMSP) to Central Armed Police Force personnel at par with Army personnel has been referred to the 7th Central Pay Commission vide MHA O.M. dated 05.11.2014. The rate of Para Military Service Pay requested is @ Rs. 2,000/- per month to Personnel Below Officer Rank (PBOR) and Rs.6,000/- per month to officers upto Dy. Inspector General of Police rank, based on the rates of Military Service Pay. State Armed Police Forces are under the administrative control of State Governments. As such, present proposal does not include State Armed Police Forces.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to Shri A.U. Singh Deo in the Rajya Sabha today.

    Sir why PMSP not paid to Railway Protection Force (RPF).This Force also come under Paramilitary or Central Armed Police Force (CAPF)

    Sir ISERVED IN BSF 12.5 years qualifying service. I’m entitled pension. The Bsf saying Minimum 20 years of qualifying service need to be implementation pension. What will do now

    Yes I am agree with Ravi the allowance and salary structure of para military personnel are higher than other forces. Because they securing our country in all critical situation arises … My humble request that please gave them all benefit as our government could…

    The Paramilitary force members are working more better and harder than the army people . There are lots of allowances for the army personnel. It was really shocking to know that the payment of a constable in the Paramilitary force was only hiked by Rs 2700/- after a period of long 10 years . The BSF ,CRPF and CISF personnel are doing an incredible job by securing the border areas , airports and each and every nook of the naxalite and terrorist area . The Paramilitary personnel put in great efforts for securing the country but in vain it is pain to know that the navy personnel and the airforce personnel are not securing our country as they are paid . further it is also intimated that the death toll of the Paramilitary personnel are much higher than the Army personnel. It is requested to please sanction Paramilitary allowances , hard area allowances to all Parmilitary force members to boost up their morale.

      It is true that Paramilitary forces are working hard and they don’t paid as per their hard nature of work. They should be entitled to the all facilities like army, navy, airforce. And for them the I think the very first demand should be the officer of top three post must be taken form their own cadare not from the IPS. Now each and every force have the capability to hold those top position from their own cadare. The Indian Coast Guard is a paramilitary force but as it is under the MoD it takes officers from their cadare. If they are allowed to do this, then why not the others?
      Having all that said I’ll also say that it is not true that navy and airforce is not working hard as they paid. Every force have their own risk factors and hard nature of their work.

    Central govt are not thinking about paramilitary they doing harder duty then army just calculate the list how many paramilitary personals died and army person was dead but the difference are 6-7 thousands in army and para military am requesting to modhi sir plz kept the rules and regulations equally to army and paramilitary in all things

    Yes.its true paramilitary forces given the more sacrificed than the army personal but the central government didn’t give any more benefit for the paramilitary forces and also kept left paramilitary forces as civilians forces but the indian government knows the sacrificed pertaining paramilitary …..so request by the 7btalian of BSF with great reverence please get equal with the army otherwise government knows that without the paramilitary forces can’t remain peaceful sensitive region as j&k and also not remain naxal areas …….by constable Kuldeep singh 7bn Bsf

    Paramilitary Force personnel are treated as civil employees it is totally unjustified. Due to nature of duty hardly 5% of paramilitary force personnel are able to keep their families at their work places and get their kids somewhat good education remaining all reeling in border ares leaving their families back at home by visiting 1/2 times in the entire year. Honorable HM should at least look into matter being supremo of these forces.
    What this pay commission knows about the hardship of BSF/CRPF/ITBP etc. who had spent their entire period in civil departments knowing their demands.

    Absoultely correct, Actually the Paramilitary personnels are sacrifying for our nation more than Military personnel.If the Govt.wants to know the fact ,The Secreteries and concerned Ministers must go and see Border Areas and their OP posts. Inaddition to that Government must realise the poor life of their children. If the Govt. assess, no doubt they will under stand the number of paramiliteray personnells who sacrifies their life during their service. On behalf of paramilitary forces, Iam requesting to Sh.Modi, the Honourable PM should take initative to solve the problems CPMF. immediately as they are not less strugglers than Deffence perssonnels. Govt. of india should make seperate Rules to all CPMF. Are they civilion?Since they are doing their duties 24 hrs. How how you provide the pension equivelent to the Civilion? It means the Government playing Monoply knowingly. There fore Iam requesting to the cpmf LIVE PERSSONNEL to go either on strike or lay down the weapons. There is no other alternate to open the eyes of Central Government.

    Congress…BJP ALL are same…and our corrupted media don’t show the condition of paramilitary jawaans.they do there jobs in hard conditions harder then indian army.all borders are covered or secured paramilitary forces and the salary facilities is very less to paramilitary forces.our country people think indian army secure the border but they don’t now all border are guarded by paramilitary forces………………………. saheed ka darza tak nai diya abhi tak facilities kya degi ye govt..it’s time for raise the voice against injustice with all paramilitary forces.

    As on date casualties are more in CAPF than Armed Forces as they are engaged in internal security election duty and anti naxal anti terrorist operation. MHA. Should take care of the suprime sacrifices of the CAPF personnels and provide allowances at per with Armed Forces

    Sir, Different types of Arms Forces give there comments for the right and for the facilities of 7pay commissions, but who will fight for the Assam Rifles those who have no mother father for the future of Assam Rifles? who will see?who will fight?who will listen?who will open the eyes of Assam Rifles ? There wa one man given by god late Seri Rajesh pilot who fight for the Assam Rifles but politics Kill him . his death is ….. Secreat ………. Secreat no one knows. We are the orphans of Assam Rifles.     Sir, I am a jawan of Assam Rifles, we are the sentinel of north east we serve from 1985 even not we serve J&K( 1995 to 1997) also we do best duty at that time militant also refused to enter on that duration. But we Have no mother father to take care for the family for the future. We have temporary mother father to command us but not for life time . They are Army personals.There come for 3 years they command different rules & regulation, day after day they change again again they command different rules & regulation different duties.we never back for the duties we r the pride of Assam Rifles.I want to say that, If they want to command different rules &regulation then why the government /Military government didn’t give the same facilities and same pay of Army persona . CSD facilities in North East Region Manipur we like to take facilites to the nearest station to collect the facilites of smart card In Army canteene even Bregade/Batallion, they refuse to take the facilities of smart card . Medical facilities they transfer to civil hospital all r payment. what they come for us? what they look after? I say that all different military personal can’t compare with Assam Rifles Personal .

    Sir I am a Assam rifles jawan we are looking in this 7th CPC for a special treat to us because from from 1835 we have treated like a dog but never taken a clear and sharp decision for us every know us as a army jawan and they call us as a army unit but the truth is when time to come for a good venifit the persons of army said this was not for us even now we are not allow to avil army arram grah or MCO facility every time this types of treatment going to us which effect our moral highly even for a admission on army school they treat our school fee charges like a civilian they call us a civilian person my question for you sir why this type of treatment for us sir do you think we are son of b””””””CH if don’t do something for us sir

    The above comments by ex-paramilitary personnel reflect their deep resentment and agony due to the lack of understanding by the Govt./ 7th CPC vis-a-vis the hostile service conditions, difficult nature of duties, disturbed family life and only lip-service facilities. At least, they should not be bracketed with civilian central govt. employees whose actual service conditions and nature of duties are far different. They surely earn and deserve a far better deal in the implementation of 7th CPC, only through the forceful presentation by the MHA.

    Para military- military…. The word para made lot of difference in wellfares but not on duty…. No ex-servicemen quota, no special pats, no canteen facility even though the recruitment process, duty is same… Finally one thing one army jawan not ready to come as bsf jawan if we offer twice if his salary and one Bsf jawan will shift to army if we offer half of his salary that much job satisfaction difference is there. The two people at the age if 18 entering into the service as they doesnot know all these facts and they thiught going only for desshki seva… Jai hind…

    Sir,
    When we are asking question about special pay of paramilitary forces. the remarks comes for 2015 and 2014 besides question are of present April 2016. Now it is very clear that Chairman of 7 cpc designationed all paramilitary forces as “civilian” so that no body is bothering about serving or retired para troops evem all media and India watching daily fight with terarist and naxlaties and death on border where defence are engoing the facilities.. Hence it is firmly understand that Home Minister/Ministry are eye wash in 7th pay comission to at par with defence.We still serve the Indian border and naxalites with courases as served INA in East Forest till death.

    Assam Rifles want PMSP. we are servising in North east region. Assam Rifles have 26 Units in manipur out of 46 unis… we are in election duty and border post duty… so, we want PMSP to Assam Rifles…

Our life is valueless to govt.and media also… We paramilitary persons are worthless to govt. And also our head i.e. MHA.. If we were serving with some meaning then they sould have justified our works also.

    7th central pay commission must settle the issue of Kendriya Vidyalaya’s primary teacher’s entry scale 44900 i,e level-7 as per the order passed on dated 13 November 2009 by GOI for the grade pay 4200 to 4600 for pre- revised scale 6500-200-10500 Otherwise it will become the matter of great grief for humanity in Independent India in KVS PRT’s life……y.k.bisen

    Assam Rifles is being commanded by Army Commanders n oppressions are carried under the plan of Army commanders. Exactly the Army commanders are being deputed in Assam Rifles, n they are provided full Army n Assam Rifle Benefits according to their ranks n posts. Then why not Assam Rifle personnels are being provided Army facilities n pay scales. All right if Assam Rifles can not be converted into Army its ok but as Assam Rifle performing Army duty, it becomes their right to get Army fascilities. But our guest Commanders from Army under Deputation in Assam Rifles not willing fully to raise n manifest the ground stressing issues to the government.

    PARAMILITARY FORCES ARE BEING TREATED AS CIVIL EMPLOYEES WHO COME TO OFFICE AT 10 AM AND LEAVE OFFICE BY 6 PM EVERY DAY. 7TH CPC HAS TOTALLY NEGLECTED CAPF . 7TH CPC HAS SHOWN DISCRIMINATION AGAINST CAPF IN ALL ASPECTS.. MHA SHOULD INTERVENE AND DO THE JUSTICE FOR CAPF PERSONNEL,.

    Paramilitaries are being always neglected by BJP government..why ??? There is pension for defence personal n why NPS for paramilitary personnel??? There is higher hardship allowance for defence personal and why low allowance for paramilitary personnel?? There is standard accommodation for army personnel and why lower accommodation for CAPF personnel..?? There is medical and CSD facilities for defence and why not for CAPF..???
    Is the government of india think that there is no use of CAPF…???
    Is the government of India think that there is no need of life security for CAPF …????
    Why ??? Why??? Why???

    Why the government of India included Paramilitary / CAPF under Central civil service norms..???

    90% Para Military (CAPF) are performing their duties in field area away from home (i.e J&K, north east and naxal infested area LWE etc.) various type of duties as internal/external security of nation like as Border, Law and orders, ops,vital installation,VIP guard etc. But this pay commission revealed that Para Military service (CAPF) are like as civil service, why an indiscriminate is done with us(CAPF) by this pay commission? Civil service are performing their duties from home and they enjoy sunday,GH as well as Leave extra also with family. Our troops is more deployed than ARMY in field area, only 20% Military personnel deployed in field and rest are static & lots of facility are given to them (Military), But we are given nothing and any proposal submitted erlier by CAPF (Para Military) are not recommended. Who are we? Are we son of step mother? Are we refugee? Sir, Honourable P.M please look into the matter and a boon like facility is given to such force ( CAPF).

    PMSP should be given to all paramilitary personnel as they needed to be differentiate from the civil employees.
    Paramilitary personnels are serving the line of defense for the country and all the benefits are being given to only defense personnel.
    It’s a injustice to each and every CAPFs/Paramilitary personnel according to the nature and circumstances of their duty.
    Government should think and discuss on this matter seriously.

    CEA Money may fixed and gave monthly basis without submit any bill,just submit only admission certificate because paramilitary personals are many problems to collected there children bill
