Increment issues – Why is Annual Increment denied to employees retiring in June?

Why is Annual Increment denied to employees retiring in June?

Until 01.01.2006, the date of implementing employee’s annual increment was fixed on the basis of his/her date of appointment or promotion option. After the 6th CPC, it was decided that 1st July of each year would be the uniform date of implementation of annual increment for all Central Government employees.

Employees who are appointed after January 1st are not eligible for that year’s annual increment on July 1. They qualify for annual increment only the next year.

The revised pay rules said that “If an employee is on leave or is availing joining time on the 1st of July, the benefit of annual increment in pay will be drawn only from the date on which he resumes duty and not from the first of July. Each year, employees who retire in the month of June are not given the annual increment of the year since they do not report to work on 1st July. Only those employees who resume duty on July 1st are eligible to receive the annual increment. Or, the day they report back to work is taken as the date for implementing the annual increment. Since there are no possibilities for the retired employees to return to work, they are not considered as qualified to receive the annual increment.

The revised pay rules states that only those who have been receiving the same basic pay continuously for 6 months are considered as qualified for annual increment. According to the another rule of qualification for increment, the person should have complete one year in service after receiving the annual increment. Therefore, despite being qualified, these employees are denied their annual increment.

There is an order that states that those who retire on July 1st should complete the retirement formalities in the month of June.

Instead of strictly looking into such technicalities, it would be a nice gesture on the part of the Government to extend the benefits of annual increment to those senior employees too who retire from service in the month of June.

    मुझे 30 जून 18 को सेवा निवृत्त किया गया क्योकि मेरी जन्म तिथि 01-07-58 है और मुझे 01-7-18 का नोशनल वार्षिक वेतन वृद्धि नही दिया गया। यह कहा गया कि आप 01-07-18 को सेवा मे नहीं थे।

    Why the govt. Took the only case to show benefit to govt. Side. Why not other cases which were paid notional increment. Then what is the difference between NOTIONAL INCREMENT AND NORMAL INCREMENT. GOVT. Should think in a proper way and extend the benefit to all those retired on
    30th june par with those benefitted through court……

    The annual increment is earned by duty & whatever is earned by performing duties cannot be forfeited or denied by the govt.

    Dear sir please help me. Mai 1.7.16 ko 1900 se 2400 g.p me permot hua tha 7th CPC se phle meri salary 9220 thi Jo 7th CPC lane ke bad ×2.57 krne ke bad 23050 ho gyi par minimum salary in 2400 g.p is 25500 so they fixed me on 25500 par us samay mujhe promotion increment nhi di gyi fir agli increment mujhe 1.1.17 ko di gyi or meri salary 26300 fix kar di gyi ab mujhe 1.5 yrs me 1.7.18 tak koi bhi increment bhi di gyi or inka kehna hai ki mujhe 1.7.17 ko 26300 par fix kiya Jana tha isliye tumhe recovery hogi ab ap mere case me help kijiye ki mujhe kitne salary or fix hona chahiye tha.

    The plea of the Govt.of India Dopt. that the govt. servants who retired on 30th June or 31st. December after completion of 12 months service cannot be allowed increment though due to them as they may not be present on duty owing to their retirement on 1st. Of July or January appears to be misleading because the issue relates to the grant of notional increment which does not attract the condition of joining duty after retirement. We fail to understand as to why the govt. is not coming to the moot point of the term NOTIONAL INCREMENT & deviating the issue here & there having no relevance with the term NOTIONAL. This needs to be re -examined & considered positively for the sake of justice.

      Likewise if birth day comes on 1st of the month they should also retire on the completion of 59th year, they should not serve in government of 60th year.

    I am an employee of kendriya vidyalaya and planning to take vrs in 2018.what will be the suitable month to resign so that I get the increment of July 18 as the salary benefits post retirement. Date of joining 4 December 1995

    it is very very sad to those who retire on 30-06-16 without increment. Generally increment is given only on completion of one year of service. Govt fixed the date of increment as 01 Jul 2016. Only govt has to fix their next increment and transfer to pension Deptt on the grounds that they completed one year of service. Because of not giving nect annual increment govt servant has to incur loss on pensionary award, gratuity, commutation and enashment of leave. Heavy loss. Please look into the matter & solve it positively to the govt staff.
