Command Military Hospitals for Sainik School Teachers – Quality Healthcare for Educators

Command Military Hospitals, which are strategically located throughout the country, provide specialized medical care and services exclusively for Sainik School teachers. These prestigious military schools have a strong focus on the well-being of their teachers, ensuring that they have access to top-notch healthcare. The Command Hospitals of the Armed Forces, which are tertiary care centers, have the important responsibility of providing comprehensive healthcare to serving personnel, their dependents, veterans, and their dependents. However, as teachers at Sainik Schools are civilians, currently there is no proposal under consideration in the Ministry of Defence to extend these healthcare benefits to them.

COMMAND MILITARY HOSPITALS FOR SAINIK SCHOOL TEACHERS

101. SHRI S. MUNISWAMY:
Will the Minister of DEFENCE be pleased to state:

(a) whether the Government proposes to extend the facilities of the Command Military Hospitals to the retired and serving teachers of the 33 Sainik Schools at par with the serving officers of the armed forces considering stupendous contribution of them;

(b) if so, the details thereof;

(c) whether the Government proposes to bring a legislation with proper know-how/data base of the teachers partially deprived of their rights regarding matters of pension and other deserving sops for them in consultation with people at helm of affairs of the command hospitals and the three chiefs of our armed forces;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) whether the Government acknowledges the fact that Sainik Schools have been the biggest feeders to the armed forces (contributing almost 20 percent of officers) and the people behind this feat have been left out without proper honors and deserving facilities and if so, the details
thereof?

IN THE MINISTRY OF DEFENCE

(a) & (b): Command Hospitals of the Armed Forces are tertiary care centres mandated with the task of providing comprehensive healthcare to serving personnel, their dependents, veterans and their dependents. As teachers at Sainik Schools are civilians, currently there is no such proposal under consideration in the Ministry of Defence.

(c) & (d): The pay & allowances, pensionary benefits and other facilities extended to the Sainik School teachers are governed by Rules & Regulations of Sainik Schools and instructions issued by Sainik Schools Society from time to time. Currently, there is no proposal under consideration to bring a legislation in the context of facilities for teachers of Sainik Schools.

(e): Sainik Schools have been one of the biggest feeders to the armed forces. The Government recognizes the role of teachers of Sainik Schools in shaping the future of the cadets. The teachers of Sainik Schools are eligible for nominations to the following awards instituted by Ministry of Education: –

(i) National Awards to Teachers
(ii) Information Communication Technology Awards

Further, to ensure the motivational level of teachers, due appreciation and recognition from the Chairman, Local Board of Administration and Principal of the respective Sainik School is given to the teachers of respective Sainik Schools.

क्या रक्षा मंत्री यह बताने की कृपा करेंगे कि :

(क) क्या सरकार का 33 सैनिक स्कूलों के सेवानिवृत्त और सेवारत शिक्षकों के शानदार योगदान को देखते हुए उन्हें सशस्त्र बलों के सेवारत अधिकारियों की तरह कमान सैन्य अस्पतालों की सुविधाएं देने का विचार है ;

(ख) यदि हां, तो तत्संबंधी ब्यौरा क्‍या है ;

(ग) क्‍या सरकार का कमान अस्पतालों के मामलों से संबंधित शीर्ष लोगों और सशस्त्र बलों के तीनों प्रमुख के परामर्श से पेंशन और अन्य योग्य रियायतों के मामलों के संबंध में अपने अधिकारों से आंशिक रूप से वंचित शिक्षकों के लिए उचित जानकारी/डेटा बेस के साथ एक कानून लाने का विचार है ;

(घ) . यदि हां, तो तत्संबंधी ब्यौरा क्या है और यदि नहीं, तो इसके क्या कारण हैं ; और

(ड.) क्‍या सरकार इस तथ्य को स्वीकार करती है कि सैनिक स्कूल सशस्त्र बलों के सबसे बड़े योगदानकर्ता रहे हैं (लगभग 20 प्रतिशत अधिकारियों का योगदान) और इस उपलब्धि के पीछे के लोगों को उचित सम्मान और योग्य सुविधाएं नहीं प्रदान की गई हैं और यदि हां, तो तत्संबंधी ब्यौरा क्या है ?

(क) और (ख): सशस्त्र सेनाओं के कमान अस्पताल सेवारत कार्मिकों, उनके आश्रितों, वेटेरन और उनके आश्रितों को समग्र स्वास्थ्य देख-भाल प्रदान करने के लिए सौंपे गए दायित्व के साथ तृतीयक देखभाल केन्द्र हैं। चूंकि सैनिक स्कूलों के शिक्षक सिविलियन हैं, अतः वर्तमान में, रक्षा मंत्रालय में ऐसा कोई प्रस्ताव विचाराधीन नहीं है।

(ग) और (घ): सैनिक स्कूल के शिक्षकों को मिलने वाले वेतन एवं भत्ते, पेंशन संबंधी लाभ तथा अन्य सुविधाएं, सैनिक स्कूल के नियमों एवं विनियमों तथा समय-समय पर सैनिक स्कूल सोसाइटी द्वारा जारी निर्देशों द्वारा शासित हैं । वर्तमान में, सैनिक स्कूलों के शिक्षकों के लिए सुविधाओं के संबंध में कानून लाने का कोई प्रस्ताव विचाराधीन नहीं है।

(ड.): सैनिक स्कूल सशस्त्र सेनाओं के सबसे बड़े फीडरों में से एक रहा है। सरकार कैडेटों के भविष्य को संवारने हेतु सैनिक स्कूलों के शिक्षकों की भूमिका को महत्व प्रदान करती है । सैनिक स्कूलों के शिक्षक शिक्षा मंत्रालय द्वारा दिए जाने वाले निम्नलिखित पुरस्कारों के लिए नामांकन हेतु योग्य हैं:-

(i) राष्ट्रीय शिक्षक पुरस्कार
(ii) सूचना संचार प्रौद्योगिकी पुरस्कार

इसके अलावा, शिक्षकों के मोटिवेशन स्तर को सुनिश्चित करने के लिए, स्थानीय प्रशासन बोर्ड के अध्यक्ष और संबंधित सैनिक स्कूलों के शिक्षकों को संबंधित सैनिक स्कूल के प्राचार्य से प्रशंसा पत्र एवं सम्मान प्रदान किया जाता है।
