Bonus Act | Bonus Calculation | Productivity Linked bonus, Ad hoc Bonus, Ceiling, and Eligibility
Every year, during the festive seasons of Diwali or Durga Puja, central and state government workers, including those employed by the Central, State, Defence, Railway, and Public Sectors, are rewarded with bonuses as a token of appreciation. These bonuses, which are eagerly awaited, are categorized into two types: the Productivity Linked Bonus (PLB) and the Non-Productivity Linked Bonus, also known as the Ad-Hoc Bonus. The PLB is awarded based on the productivity and performance of the employees, reflecting their dedication and hard work throughout the year. On the other hand, the Non-PLB or Ad-Hoc Bonus is given to employees as a gesture of goodwill, regardless of their individual productivity levels. These bonuses serve as a way to uplift the spirits of the workforce and provide them with extra financial support during the festive season. It is a practice that highlights the government’s commitment to rewarding its employees and recognizing their valuable contributions. In the year 2024, central government employees can look forward to both the PLB Bonus and the Non-PLB Bonus, which will undoubtedly bring joy and excitement to their lives.

Bonus Calculation for CG Employees 2024
Revision of Calculation Ceiling Limit for Payment of PLB and Ad hoc Bonus for Central Government Employees: The calculation ceiling for payment of PLB and ad-hoc bonus was last revised in 2014-15, as stated in the Department of Expenditure OM dated 29/08/2016. The ceiling was raised from Rs.3500 to Rs.7000. It has been almost 10 years since the revision of the calculation ceiling limit for PLB and ad-hoc bonuses. With the implementation of the 7th CPC pay scale from 01.01.2016, the minimum basic pay of Central Government Employees is now Rs. 18000. Therefore, it is not justified to maintain the payment ceiling limit for Bonus (PLB & Adhoc Bonus) at Rs. 7000. It is necessary to revise and enhance this limit in consultation with the Staff Side. We strongly emphasize that the Bonus for 30 days should be equivalent to one month’s basic pay for the employees.

Office Memorandum
Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15
The undersigned is directed to convey the sanction of the President to the grant of a Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days of emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’ who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of Adhoc-Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of an Adhoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of the Union Territory Administration who follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.
The benefit will be admissible subject to the following terms and conditions:-
(i) Only those employees who were in service as of 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for a period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of the number of months of service (rounded off to the nearest number of months);
The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of rs.3500 (where actual average emoluments exceed Rs.3500), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.3500×30/30.4=Rs.3453.95 (rounded off to Rs.3454/-).
The casual labour who have worked in offices following 6 days per week for at least 240 days each year for 3 years or more (206 days each year for 3 years or more in the case of offices observing 5 days a week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.
All payments under these orders will be rounded off to the nearest rupee.
The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.
The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
In so far as the persons serving in the Indian Audit and Accounts Department are concerned. these orders are issued in consultation with the Comptroller and Auditor General of India.

THE PAYMENT OF BONUS ACT, 1965
INTRODUCTION
The practice of paying bonuses in India appears to have originated during the First World War when certain textile mills granted 10% of wages as war bonus to their workers in 1917. In certain cases of industrial disputes demand for payment of bonus was also included. In 1950, the Full Bench of the Labour Appellate evolved a formula for determination of bonus. A plea was made to raise that formula in 1959. At the second and third meetings of the Eighteenth Session of Standing Labour Committee (G. O.I.) held in New Delhi in March/April 1960, it was agreed that a Commission be appointed to go into the question of bonus and evolve suitable norms. A Tripartite Commission was set up by the Government of India to consider in a comprehensive manner, the question of payment of bonus based on profits to employees employed in establishments and to make recommendations to the Government. The Government of India accepted the recommendations of the Commission subject to certain modifications. To implement these recommendations the Payment of Bonus Ordinance, 1965 was promulgated on 29th May 1965. To replace the said Ordinance the Payment of Bonus Bill was introduced in the Parliament.
