Subject:- Grant of two increments to DS/Sr. PPS on promotion from US/PPS in CSS/CSSS grades-reg.
References have been received from various Ministries/Departments seeking clarity on the issue of granting additional two increments to DS/Sr. PPS on promotion from the grade of US/PPS after implementation of Seventh Pay Commission.
2. The 7th CPC had recommended for, abolition of giving two increments on promotion to the post of DS/Sr. PPS of CSS/CSSS Cadre. However, the matter is still under active consideration in consultation with Department of Expenditure. Any decision as and when arrived at will be intimated to all the cadre units of CSS/CSSS.
3. All the Ministries/Departments are, accordingly, requested to take note of above.
This also issues in consultation with CS-II Division.

despite of DoPT orders many and maximum deptts. allowed two increments. but we got only one why this anomaly please? Provide us two increments like others.
Many of the Deptts. allowed two increments to other ds/sr.pps promoted before these promotions why these deptts.have not sought such orders from DoPT/DoExpenditure? There will be loss to them also., if declined by DoE.
IMMEDIATE ORDERS ARE SOLICITED ON THIS ISSUE TO AVOID DELAY IN PAY FIXATION OF DS/SR.PPS.
Go through Finance ministry O.M. No. F-21/2017-IC/E.III(A) DT. 31/07/2017. It says increment should give annual basis on completion 6 months n the same level it should be given only in JULY. If more than in leave (180 days) it will be given next year July only.
This does not pertain to regular increment earned annually but grant of two increments on promotion from US/PPS to DS/Sr PPS in CSS. I just fail to understand that CSS, MEA, RBSS and AFHQ having historical parity in every aspect but officers ofr AFHQ at the same levels at the time of promotion have been denied this dispensation. This anomaly needs to be rectified.
Now 2increments was abolished. For all the incitement this is the CSS (10). rule.
