As per the leave rules any kind of leave cannot be taken as a matter of rights. It depends upon the sanctioning authority.

As per Dept. of Per. & Trg. O.M. No.13018/2/2008-Estt.(L) dt.18-11-2008 “CCL cannot be demanded as a matter of right”. It depends upon the Head of the Department.

Answer to : PUSPA – No. Sanctioned CCL before leaving duty you have to give reliving letter & after joining duty joining letter should be given. If you are signed files are not valid moreover your leave will be cancelled if joined duty.
