Subject:- Payment of arrears of pensions to Pre-2006 pensioners w.e.f. 01.01.2006.
In pursuance of DP&PW OM No. 38/37/08-P&PW (A) dated 28.01.2013, pension/family pension of some pensioners/family pensioners were revised w.e.f. 24.09.2012 through individual amendment authorities.

Now, in pursuance of the orders of the Hon’ble Supreme Court, DP&PW vide its OM No. 38/37/08-P&PW (A) dated 30.07.2015 has decided to grant the benefit of revision of pension/ family pension w.e.f. 01.01.2006 in such cases. Keeping in view the sensitivity and urgency of the matter it has been to issue CPCC-wise amendment authority for such cases which have already been revised w.e.f. 24.09.2012 whose requisite details are available with CPAO in batches having name of pensioner, PPO number, bank account number, No. & date of last SSA issued as per DP & PW OM dated-28.01.2013.

While calculating the arrears following points require special attention:-
i) Change in the rate of pension/family pension during the period from 01.01.2006 to 23.09.2012 which may be due to death of the pensioner, completion of the period of enhanced family pension and grant of additional pension on attaining the age of 80 years. It may be ensured that the pensioner/family pensioner get the benefit of revised pension from the due date whether it may be 01.01.2006 or any later date with accurate rate of pension/ family pension.
ii) The cases of dual family pension should not be mixed with these revision cases as the same have also been effective from 24.09.2012.
Heads of all CPPCs are advised to give special attention to credit the respective pension accounts at the earliest.

Bijendra. Non payment arrears of pension pre 2006 pensioners enhance as per revised concordance table meant for linking of pre 1996 pre 2006 pay scale. CPAO/tech/Revision (pre 2006/2015-16/941-1011 ) dated 4-9-15,OM No 38/37/08-p&pw(A) dated 30-7-2015 ,Revision of pension of pre 2006 ,payment of arrears from 01-01-2006 DoPPW order ,Period from 01-01-2006 to 23-09-2015, As per order by CPAO to all CPPC are advised to give special attention to credit the respective pension accounts at earliest,Thankfully.
Non payment of arrears pre 2006 pensioners to the rank of JCOs as per PCDA pension Allahabad issued circular No 547 & clarification circular 549 dated -30-9-2015 .the rate of service pension if beneficial shall be payable wef -1-1-2006 to -30-6-2009 .According to the office circular No 430 dated 10-03-2010′ except in case of Hony Lt Hony Capt.Arrears of JCOs to be pay wef -01-01-2006 to -30-06 -2009 for 42 month +DA ,in this case only Hony Lt / Hony Capt has been receiving arrears as per correct entitilement. Kindly review and credit the arrears of JCOs ranks as per above circular and entitilement.
Sir, I was discharged from IAF as CPL (clerk GD) on 1.6.1989. My pension before the revision now proposed was 4743 and the revised pension is Rs. 5156. As per the calculation seen in the Ex Servicemen Welfare Department site, it was shown as Rs. 94,082/-. But the Pension Paying Bank (Andhra Bank) has paid me only Rs. 30,990/-. The bank authorities reiterated that their calculation is perfect. Why should there be such a huge difference??? Kindly clarify as to which calculation is correct.
Since, supression of JCOs/ORs has very rightly been expressed,I hope MOD will surely look into it. Let us hope the best possible is done for the rank of HAVALDAR and BELOW (equivalent in Navy and Air Force) . It will decrease frustration and demoralisation amongst 10+2 recruited who compare themselves with Direct Entry Cadets specially Diploma holder/10+2 Group X ENTRY. If not done , it will have its ill effects. MOD , is ,therefore, requested to do the needful in NATIONAL INTEREST.

As per Mod dated-3sept 15’PCDA pension Allahabad issued circular no547&549 for payment arrears on-11-9-15 of pre 2006 pensioners, along with Anexure. ,A for army shown in Colombia,of Subedar group ,y’ pension is RS 9440/ instead of RS 9324/ of 28 years service. Such Table creates confusion among the pensioners .Revision of pension wef 1-7-2009 ,fixed RS 11970/ the differences of pension is RS 2646/+ DA to be paid by PDA.
Dear Sir, Please note that MOD Letter issued on 3rd September 2015 Revision table is wrong for Navy PBOR. I have retired as PO (ME) in 31/01/1997 and as per the Revision 2012 I am getting Rs. 5301 as Pension and I was getting from 2006 Rs 4840. In MOD Circular above says my pension is Rs 4188 for 15 years served as PO. Something is wrong with calculation. Please clarify on my mail if possible as ragivarughese4@gmail.com
