Clarification for Fixation of Pay Scale on Promotion Under CCS (RP) Rules

Disparity in Pay under CCS (RP) Rules, 2008 and CCS(RP) Rules, 2016 on account of fixation of on promotion

In response to a parliamentary question on December 5, 2023, Shri Pankaj Chaudhary,​ the Minister of State in the Ministry of Finance, addressed the issue of pay disparities between senior employees promoted prior to January 1, 2016, and junior employees promoted after this date. These disparities have arisen due to the Department of Expenditure’s Office Memorandum dated November 28, 2019. The matter has been carefully considered in light of the provisions outlined in Rule 7(10), Rule 10, and Rule 13 of the CCS​ (RP) Rules, 2016, as well as the guidelines issued by the Department of Personnel & Training regarding the stepping up of pay.
