7th CPC Recommendations : Upgradation of GP 4200, 4600 and 4800 for the Employees of the Supreme Court

Officers and Employees of the Supreme Court : Upgradation of Pay in Selected Posts in Existing GP 2800 

Upgradation of pay has been sought for the group of posts in the present pay scale with GP 2800 to GP 4200. These include Junior Court Assistant, Chauffer, Special Process Server, Restorer Gr. I /Library Attendant Gr. I/Gestetner Operator Gr. I.

Analysis and Recommendations : The Commission has noted the recommendations made by the Committee of Judges in this regard. The Committee of Judges after examination of demands made has pointed out that in view of basic qualification, nature of duties and degree of efficiency, integrity and confidentiality the post of Junior Court Assistant can be considered for an upgradation in pay.

The Commission further notes that the educational qualifications for direct recruitment to the post of Junior Court Assistant is a degree from a recognised University and knowledge of computer operations with a stipulated typing speed in computers.

The information furnished to the Commission with respect to the Recruitment Rules of various posts also indicates that in all other posts carrying a GP 2800 the educational qualifications is lower than graduation and therefore equating Junior Court Assistants with these posts would not be correct.

In view of the foregoing the Commission is in agreement with the views of the Committee of Judges. Accordingly, the Commission recommends upgradation in the pay for the post of Junior Court Assistant to GP 4200 from the existing GP 2800.

Upgradation of Pay in Selected Posts in Existing GP 4200

For the group of posts covering Court Assistant, Personal Assistant, Accountant, Cashier, the Association requested pay parity with the holders of analogous/equivalent posts in the High Court of Delhi, who are drawing pay with GP 4600.

Analysis and Recommendations : The Commission has noted the recommendations made by the Committee of Judges in this regard. The Committee of Judges, after examination of demands made, agrees with the recommendation of upgradation in pay to conform to the pay of the holders of analogous posts in the High Court of Delhi.

The Commission recognises that the Supreme Court is at the apex of the hierarchy of Courts in India and hence its personnel should not be disadvantageously placed vis-à-vis the High Court of Delhi.

Accordingly, the Commission recommends upgradation for the post of Court Assistant, Personal Assistant, Accountant and Cashier to GP 4600 from the existing GP 4200.

Upgradation of Pay in Selected Posts in Existing GP 4600

Upgradation of pay has been sought for pay of the group of posts in the present GP 4600 to GP 4800. These include posts of Private Secretary to Additional Registrar, Sr. Personal Assistant, Senior Court Assistant, Court Associate, Editor of Paper books, Assistant Librarian, Proof Reader, Assistant Accounts Officer (Concurrent Audit) and Building Supervisor.

The justification for upgradation is that the holders of analogous posts in the High Court of Delhi are in GP 4800.

Analysis and Recommendations : The Commission has been informed that the Committee of Judges, after examination of demands made, have endorsed the upgradation in pay to conform with the pay of the holders of analogous posts in the High Court of Delhi.

The Commission recognises that the Supreme Court is at the apex of the hierarchy of Courts in India and hence its personnel should not be disadvantageously placed vis-à-vis the High Court of Delhi.

Accordingly, the Commission recommends upgradation in the pay for the post of Private Secretary to Additional Registrar, Sr. Personal Assistant, Senior Court Assistant, Court Associate, Editor of Paper Books, Assistant Librarian, Proof Reader, Assistant Accounts Officer (Concurrent Audit) and Building Supervisor to GP 4800 from the existing GP 4600. However on completion of four years approved service further non-functional upgrade to GP 5400 (PB-2) is also recommended for these posts.

    I am working in Central Government Organization as Technician at Grade Pay 4200/- as promotional post. My organization upgraded Grade Pay 4200/- to 4600/- and 4600/- to 4800/- in Technical Assistant and Technical officer. But technician post were not upgraded informed me that you are not eligible for this financial upgradation. please clarify. thanks.

    I belong to a library cadre now I would like to say that we are also facing crises of pay scale in 6th cpc and 7 th cpc there is no upgradation in our cadre our pay was start with 5500- but in 6 th cpc it was introduced with gp 4200/- it is a big injustice with our cadre whenever library is knoledge bank of every organization. We are very diappointed with new pay scales. There is no upgradation in our cadre as compare this post was equivalent to assistant in 5th cpc which is now ASO but now our gp pay is equivalent to udc becz an UDC intial gp was 2400/-‘after 5 yrs he get gp 4200/- but we r as it is as grade pay 4200/-. We do our duties as a single person in our section we play the job of library clerk, library Assistant sometimes library officer every one is belong to books without books we are nothing then how can ignore to library cadre upgradation.

    Dear comrades & colleagues,this is shere injustice with rest of the central government employees who are and have been working in the GP of Rs.2800/,4200/ & 4600/ in Storekeeper cadre called back bone of Army ordnance Corps under Min of Defence who have been struggling for their upgradation to higher scales as their qualifications and responsibilities have increased and the nature of duties also changed a lot.In early years an Supdt Store/Sr. Supdt Store do the work of handling of various store items I.e. needle to spares of helicopter and clothing to Tanks and more dangerious and explosive stores than Railways. The duties and responsibilities of this cadre have changed manifolds with computerised handling of materials and the government have been neglecting this downtrodden but highly responsible staff by ignoring their just and genuine demands of their upgradation of pay.
    If government is sincere towards the backbon of Indian Armys, it should immediately upgrade the pay of this cadre without any delay,otherwise the justice delayed is justice denied and also against the rule of equal work equal pay. Committee of secreteries on 7th cpc consider these demands and excercise their good office to resolve the pariety with Railways wef 2006.Hope that government authorities also take a serious view of this discrimination towards store keeping staff and help to raise their standard of living.

    Dear comrades &colleagues,this is shere injustice with rest of the central government employees who are and have been working in the GP of Rs.2800/,4200/ & 4600/ in administrative cadre who have been struggling for their upgradation to higher scales as their responsibilities have increased and the nature of duties also changed a lot.In early years An LDC /UDC used to do the work of despatcher,diary etc.,but the duties and responsibilities of this cadre have changed manifold and the government authorities and higher authorities have been neglecting this downtrodden but highly responsible staff by ignoring their just and genuine demands of their upgradation of pay.That is the reason why the staff of this cadre is compelled to knock the doors of courts.If government is sincere towards the backbon of government offices,it should immediately upgrade the pay of this cadre without any delay,otherwise the justice delayed is justice denied.Hope that government authorities take a serious view of this discrimination towards administrative staff and help raise their standard of life.
