Question	Sir, I am an senior officer in the Central Govt. Services and underwent a laproscopic surgery and availed 26 days of pre and post operative treatment from Apollo Hospital, Mysuru. The office didn’t accept the certificate issued by Hospital (in letter Head) and I once again obtained certificate in Form No. 3 from AMA and submitted application for 26 days of commuted leave. The office has refused accept and issued a memo directing me apply for 10 days of commuted leave and rest 16 days of Earned Leave for regularization of leave. Please clarify weather certificate issued by the hospital or the AMA is not proper to avail commuted leave on medical grounds. Reply please

Question	I 260263 HFO Akhil Chandra Basu Rad/Fit, X group retired on 31 December 2001 on superannuation & served for 38 yrs 04 months 09 days. Asper table 7 of pcda circular no. 555, my OROP basic pay suppose to be Rs 16160/= per month. But my OROP basi has been fixed at Rs 16090/= per month which is for 32 yrs of qualifying service which is wrong altogether. I approached various agencies but nothing yeilded. It is very demoralsing factor & violation of order. Request take up the issue to concern authority for correction.

Reply	Due to transfer from higher post to lower post of GP 2800 to 1800 matrix level 5 to 1 in 7th CPC respectively. Now you are fixed as Rs.36,500 in stage 25 from this you have completed 10 year after that only your MACP will be given in level 2. Your next increment will be Rs.37.600/- from July.

Reply	Since from the 6th CPC no pay scales for the post (i.e.UDC or AO) only GP changes. So you GP 4600 same UDC & A.O. You have eligible GP 4600 from 18/2/11 to 30/6/11, if it from 1/1/2011 to 30/6/2011 then your increment can be given on 1/7/2011.So no increment on 1/7/2011 since you got higher GP 4600 from 18/2/2011.

Reply	Thanks for reply on 21-05-2019. Sir u told me either i can availed GP from 18-02-2011 or July,2011. It is informed that there is no any option because I promote as adhoc ASO.on 18-02-2011 with only given me GP of Rs. 4600/- no fixation as 3% increment on 18-02-2011 because I already availed 2nd MACP as GP of Rs. 2800.so there is no fixation only Difference of GP Rs. 4600/- was given me on 18-02-2011. After that I promoted regular ASO in 2013, even then they have not given me the option. So I hv not give any annula increment on July 2011. I got annual increment in July, 2010 and then in July, 2012. I hv not completed six months period, but there is not any fixation that time due to adhoc promotion. so I am eligible for annual increment on substantive post or officiating post becuase I have completed one year (6-5 months as UDC and 3-5 months as ASO). then am I elgible for annual increment or not. pls clarify. Comment	We have a case of an ex-servicemen Group A officer seeking voluntary retirement. He has completed a service of 17 years. While he can possibly seek voluntary retirement under FR 56k, it is also a fact that, as an ex-servicemen candidate, he entered the central government service after he attained 35 years of age, since age relaxation for entry into government service is available to ex-servicemen, to the extent of their previous military service. Can he be given voluntary retirement? What are the rules? He is governed by NPS, so there is no pension liability on the Government of India. Yet, the individual desires to seek voluntary retirement, because he can get encashment of 100% accumulated earned leave in his credit. If he submits resignation, he will get encashment for 50% of earned leave in his credit.

Reply	If you are retired in scale of Rs.6500-10500 in 5th CPC, surely you will get of GP 4600 from 1/1/2016. You may contact your ex-employer and also complaint in site https://www.cpao.gov.in with register & log in then only they will prepare the concordance table for Matrix Table 7A.

Reply	All can take en-cashment of E.L. for 300 days, it any body have no 300 days E.L. they can take the balance of E.L. (full pay). plus half pay leave (balance), but for that only half pay will be taken for that days. (Not has full pay for that leave). When he/she gives application from that date only may be accepted by the Authority with the conditions.

Reply	I am on substantive post from 01-07-2010 to 17-02-2011 as UDC with Grade Pay Rs. 2800/- and on officiating post from 18-02-2011 to 30-06-2011 with Grade Pay Rs. 4600/- . Am I eligible for annual increment on 01-07-2011. if yes, than in which Grade Pay Rs. 2800/- or Rs. 4600/-

Reply	This is to inform you that you got ACPs, but MACP scheme started from 1/9/2008 if you are at that time, you may be eligible of completion 30 years, but you retired in 2007 so you are not eligible for 3rd MACP.

Reply	This is to inform you that as per your last basic pay of Rs.9650/-(it seems to in 6th CPC so that only 50% pension as Rs.4825/-) in 7th CPC from 1/1/2016 as 50% pension as Rs.30,650/-. Entry pay in Group A is only for new recruits not for old employees.

Question	And nurse having specialised degree in nursing are not performing military duties , not holding the rifle , don’t know even the parts nomenclature of the rifle …..I think u might a retired officer because officers in defence talk nonsense …… Whereas jawans perform duty throughout day and night when detailed ….. Those this require course for high msp , Don’t be a fool and talk equivocally

Question	Please inform whether HRA, TRA are to be considered for computation of Overtime Allowance. It may be noted that upto 5th CPC, it was done, but in 6th CPC onwards it was not so. Any Order in this aspect?. As per Section 59 of the Factories Act, 1948. All Allowances are to be considered. Please update.

Question	Sir I was appointed as storekeeper on the year 1969. I was granted one regular promotion in 1983 as supervisor and got 2nd ACP of 24 years in 2002. May I am eligible for 3rd macp after completing 30 years regular service. On 17/4/2006 I was promoted ,but not considered as 5000-8000 and 5500-9000 having same grade pay. So my question is whether I will be benefitted by granting one upgradation of 30 years with new grade pay and may I receive benifit of promotion in another higher grade pay from the date of promotion. I was retired on 31/1/2007 rendering 37 years regular service.

Question	Pay scale of Assistants/Selection grade 2000-3200 & 2000-3500 (Group B) merged & all have been placed under grade Pay 4200/ I was holding post of assistant on 1.6.1968 & on retirement after 30 years in pay scale 6500-10500 in Group B Rs 4200/-grade pay has been considered for revision of pension in 7th CPC GOI vide OM dated 4.1.19 has issued orders for considering 4600/- grade pay for revision of Pension in 7th CPC but it is not clear whether revision of pension of all the pensioners will be done.which has shocked pensioner retired on the post of Section Officers in group B

Question	I have retired from NIT Tiruchy in 2003 a central Govt Autonomous Body in the scale of Rs. 8000-275-13500 in V CPC on a basic of 9650/ as Hostel Manager and my pension was fixed at Rs. 4825/ from 2003. Appointment orders were also issued for the Both the Posts of the Hostel Manager and the Dy.Registrar in the same identical scale of Rs 8000-275-13500/ at VCPC period in 2001. The corresponding scale was taken for fixation in VI & VII cpc as follows. VICPC : Rs.9300–34800 + GP 5400/- pension fixed at rs.10906/- PB 2 VIIcpc : Rs.53100-167800 pension fixed at Rs.30750/- Level 9. I am claiming that my pension should be fixed as follows.. VICPC: scale Rs. 15600-39100/+ GP 7600/ New (Group A Entry) Pension to be fixed at Rs.11600/minimum. VIICPC Rs.78800-209200/- pension to be fixed at Rs.39400/- (Minimum) level 12..Pay Matrix. Now new appointment orders were also issued to persons in the same new scale of pay recently as noted in my claim as per VII CPC scale of Pay. Please Clarify.
