7th Pay Matrix Table for PBOR

The 7th Central Pay Commission has prioritized Armed Forces Personnel and CAPF. A separate chapter provides detailed information on pay, allowances, and pension for security forces. To gather direct input, Justice Ashok Kumar Mathur and his team visited various Defence regiments, including Siachen. Additionally, the pay panel created a distinct ‘Defence Pay Matrix Table’ for Armed Forces Personnel and Officers. Notably, the Defence Pay Matrix Table varies significantly from the civilian pay matrix table.

Defence Pay Matrix Chart: Comprising 19 pay levels, the Defence Pay Matrix table starts with level 3 and ends with level 18. The minimum basic salary for Armed Forces Personnel is Rs. 21,700. To view the entire pay level chart and download it as a PDF, please click here.

Defence Pay Matrix as per 7th CPC

The Index is the vertical side of the Pay Matrix Table, which indicates the stages for annual increment for Central Government employees. This increment granting process is considered routine, and the matrix table simplifies the process of fixing pay on annual increments without requiring complex calculations.

Each next stage of the same level is considered an annual increment. In the Civilian Pay Matrix table, the fixed stages go up to 40, while in the Defence Pay Matrix table, the stages were initially fixed up to 24 according to the 7th CPC. After much consideration, the stages were later increased up to 40 in the Defence Pay Matrix Table, with an important resolution released by MoD on 22nd June 2017. Modifications were also made for pay levels 10B and 12 of the initial basic salary of the MNS pay matrix.

Pay Matrix Table Defence PBOR

The Index of Rationalization (IOR) of Level 12A and 13 of Defence Pay Matrix also enhanced from 2.57 to 2.67. Rectified the factual errors appearing in Level 10B and Level 12 of the pay matrix of MNS and in view of the changes in the IOR in the Defence Pay Matrix, the first stage of corresponding Levels of Pay Matrix of MNS has also been changed.

The IOR of Level-13 of Civil Pay Matrix has also been enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix revised. The Department of Defence issued a final Resolution on Pay Matrix to Defence Personnel on 22.6.2017 Modification of Level-12A and 13 in Pay Matrix Tables created more confusion and the Ministry of Defence issued a clarification order on 2.7.2018. Meanwhile, the Ministry of Defence published separate Notification for Army, Navy and Air Force on Revised Pay Rules 2017.

Indian Army Pay Scale

As per the CPC report, it is suggested that a distinct pay structure should be implemented for Defence Armed Forces Personnel with a minimum basic pay of Rs.21,700 and a maximum of Rs. 2,50,000. Following the approval of Cabinet Committee on the 7th CPC recommendations, an important Resolution has been issued by the Finance Ministry on 25th July 2016.

The Government of India accepted the 7th Central Pay Commission’s recommendation, taking into account the demand from Armed Forces Personnel and Officers, and made an amendment to the pay matrix table. The level 12 A and 13 of Defence Pay Matrix’s index of rationalization (IOR) has been raised from 2.57 to 2.67. The Defence Pay Matrix has also been extended to 40 stages that are similar to the Civil Pay Matrix.

    It is observed that,there is no justice in India,because the 6th pay anomaly of Central Government Employee is not removed the the Government,wherein hundred of Court verdict is still pending regarding Grade Pay,ACP and MACP,How Government of India has impose 7 th Pay commission.It is completely illegal works .I wrote a letter to the Pay Commission regarding anomaly of sixth CPC.but no response.There is no bar of D.A as per Cadre from Class Four to Class- I, Level post, every body is getting equal D.A no Ratio for D.A., Why equal Basic pay was not give according rate of D.A.?

      Pension is as per the service of last basic pay with scales rendered in which Pension rules covered it will be desired. We are not austroligist & it is not equal to all in the year expired. At list you have to mention last family pension of amount, so that now you eligible or not with that comparison as per the years of served Pensioners.

        As per basic pay plus GP 4600 total last pay as 31/12/2015 multiple by 2.57 total amount equal to 7th CPC Matrix level 7 divided by 50% as revised notional Pension from 1/1/2016 plus D.R. as applicable rates from time to time, latest from 1/1/2019 as 12%.

    After completion of 24 Years 24 Days I retired from Army with effect from 31/10/1989 (AN) as Havildar (B Group). At the time of retirement my Basic pay was 1305 + Rs 75 as Classification Allowance. Please confirm which amount would be taken for Fixing Notational pay on 1/1/2016 whether 1305 OR 1380..       It seems MACP upgradrations, if it’s MACP you will fix with one additional increment in level 3 of ₹ 26800 and fixation in level 4 of ₹ 27,100 on 6/1/19 & increment in 1/1/20 as ₹ 27,800 with the terms and conditions of VERY GOOD BENCH MARK.

    New ACP Nb Sub have not the benefit of rs 4200/- . Now a days they are receiving rs 1800 which is very less benefit. Hence, fixed starting pay slab must be created to all macp nb sub being promoted after 03 may 18. Otherwise huge anomaly and dissatisfaction will be occurred.

    Dear Friends, Pls be informed that, PSU Banks are only fraudulent their staff is only interested to give loan n bias for corporate. From whom they get bribes where as defence forces personal can give any of such extra money to these looters, govt have given this opportunity to all banks instead of CDA to make military personnel to suffer in the hands of these joker’s hands.
    Go to any public bank they will treat you like rotten n burden for them. You keep on running ups n down but nothing will be done. All banks staff treat ex servicemen very bad way. Since Cppc of bank are civilian staff they don’t care for ex service men, they sit in the office to have tea n snacks but when ask for any help they will humiliate you. There is no way even asking for their complain book which is supposed to be presented if ask for they will never give. This is the pathetic condition of our banks n their staff, See everyday new every bank of PSU is involved with some scam of frudent. Taken bribes and passed loan. So don’t expect anything thing good from these guys.they are needed to be screwed nicely than things will be stream lined.

    If the Govt is serious about the payment of Revised Pay Scale why delaying Notification? Personnel Below Oficer Rank (PBOR) is really looking forward for the Govts final decision and its Implementation. During a Nationwide interview Gen GD Bakshi told the TIMES NOW that ‘FAUJI AKELE RAH GAYE HAI’ , yes it is true. When Flood comes Call Army, When Cyclone comes call Army, When Earth Quake comes call Army, if you want to fight ongoing Terrorist Attacks( in large scale) you need Army, when Parliament is attacked you need Army. On 26/11 Bombay attack took place you needed Fauji. But when the status and the salary question comes FAUJI IS KEPT OUT SIDE. THE THREE CHIEFS HAVE TO TAKE PERMISSION FROM BABUS TO REACH PM. When Pay Commission is constituted you do not include Fauji to represent. What kind of respect you are giving to those FIGHT TWENTY FOUR HOURS FOR THE NATION AND SACRIFICE? WHY PM, FM AND DM consider, instead encourage BABUS to take front seats? We hope that at least some media come forward and high light the reality and help the Armed Forces and the Veterans. We don’t need and alms but we want our respect and position

    So far no instruction with regards to payment of pension arears in respect of retired defence personnel have been issued even to banks. As for as retired civilians is concerned, CDA appears to have issued instruction for payment to paying authority. Why such disparity with army men ?

    We are already taking msp Rs 4500/- including da. However, 7cpc recommended Rs 5200 as msp for PBOR. It will be only Rs 700 hike in msp compaired to existing rate including da. It is also not included in basic pay while calculating revised basic pay by multiplying by factor 2.57. It will definitely create huge pay imparity between defence and civilian person of same pay group.

    Till VI pay commission the submarine veterans were placed in special group which was all-most equal to present A group pension. The submarine group in Vi pay commission degraded and brought to B group. Submarine personnel are selected by physical, mental and educational examinations. They get special tough body tolerance test like pressure test, diving test etc in submarine training school. The life in a submarine is like life inside a live bomb. They sail in the submarine without fresh air, congested place and many difficulties The pay commission should study before bringing down the group of submariners.

    Satisfied with what the pay commission has recommended and accepted by the Govt. One should adjudge with the daily wages what he is getting. I think Rs 1500/- to Rs 2000/- per day with other facilities like ration, travel, accommodation etc is suffice.

    Dear sir, you have created pay matrix for serving defense personnel as per 6th CPC scale,grade,level wise, some where multiplication of 2.57 and somewhere 2.62,2.67,2.72 the same should be maintained to retired defense personnel at their level so pension matrix also to be created why only 2.57 multiple factor should be there for retired personnel.

    So much confused recommendations never seen govt has adopted use and trough policy which is not correct to the best of my thinking.

    Why there are 3 levels in Defence matrix as 12a , 13 , 13a and why there is difference of about 9000 in entry pay which will be about 18000 to 2000 with DA. If it was decided that there will be no separate pay commission for defence then why separate pay matrix for defence. It seems it is discriminatory for Lt Cols who are in majority . The latest gazette published says the multiplication factor for Brigadier is 2.67 whereas it is 2.57 for others . This vindicates the point. We are our own enemies in armed forces don’t blame other for our state.

    In my opinion pay commission should re -structure the pay scale in the following way in all the 3- categories :-
    1. After taking account of all the requirements of any individual in present society such as basic requirements, responsibilities, basic luxuries and future savings, irrespective of
    his class, a minium salary of most comfortable job is to be defined. Now taking this as Base salary and then formulate the all the other salaries. Each extra allowances/ hardship to be properly scientifically studied and then on that logic such allowances to be given. Eg. How could a life in North East is more hardship than sachin. I think pay commission team should be comprised of specialist to prepare it and then should go to secretaries to study the financial implications.how could someone decide on hardship of any staff in one day or week and why any staff will say that his job is very comfortable.

    Offrs are already getting luxurious life with many fold pay n allowances compared to PBORs.. genuinly Offrs dont deserve to get MSP but see the fun they r enjoying it that too much more than PBORs.. if at all they get then it was/has to be equal irrespective of any Rank.. also MNS r enjoying higher MSP rate… MSP is given for the military hardship faced by soldiers but practically only PBORs are facing all kind of hardship, harassment, humiliation n exploitation by their Offrs that too with very low pay n allowances compared to Offrs and MNS staff… why so much discremination?? Further PBORs r cheated in MSP as well… which was originally designed for betterment of PBORs only.. Offrs were/are not supposed n entitled to get this MSP.
    World wide there are very few countries where there is so much gap between perks, allowances n lifestyle!!! Its shameful..
    In defence we are still following the rules n regulations made by Britishers for Indians…. till date Offrs r Britishers n PBORs r being treated like Indians of pre independance!!
    Its time to wakeup for all to change the old age system n give respect to our soldiers…

    Its time to give respect and understand the value of output, as makein india or new india. Still the wall of ego , is so big in armed forces that our shoulders are now started to feel humiliated, situation and conditions of our India has changed in many ways. We need to think to improve the financial position of our shoulders , else the day will come when u will have only officers sitting in AC offices to protect by their paper work only, though politicians and big thinking people will keep on trying to keep poor to remain him poor and rich to richer but the weapon of education and the change ideology of Mr. MODI Governmet will hopefully bring the egoism down and will bring the environment where our shoulders will be given their dues and no humiliation by their officers. This will also boost up the moral of the forces to become more strength full have the real feel of third strongest army in the world. Gentlemen please respect your warriors, dnt neglect them and their out put ( No job gives life for their output) Jaihind

    Further, there is essentially required to study the case for MS, which earlier in 6th Cpc it was decided MSN for Officers Category & personnel below officer category (Offers & PBOR). Thereafter, after many corrections JCOs category, again PBOR has been further categorised as earlier JCOs/OR. According to this, there is required to review the MSP as 6000/- for Officers, 4000/- for JCOs and 2000/- for OR. There is no MSP for MSP. It was not revived since then. So it’s required to re-categorised as Officers, JCOs & OR instead of Officers & PBOR categories which is against the rule and also it demoralizing the JCOs category. This matter was taken upto earlier through the department, it was ignored saying that “IT WILL BE CONSIDERED IN 7TH CPC” and now it’s once again seen rather than considering the issue further it has further demoralized to the JCOs category which is as important role to run in the organization,

    5. ये जवान जो सीमाओँ की रक्षा करते हुए मरे हे इनका MSP एक सेना अस्पताल में काम करने वाली नर्स से भी आधा , क्या इसका कोई औचित्य हे..?

    6 . क्या दुश्मन की गोली कभी MSP पूछकर लगती हे..?

    7. क्या एक 30 साल की नोकरी किया हुआ सूबेदार मेजर 1 साल की नोकरी किये नर्स (MNS) से भी आधे MSP के ही काबिल हे..?

    What is the meaning of MSP. I am not able understand by the way the staffs are getting. Is that been introduced as military service pay or anything else.?? If the intension behind the introduction of the MSP is genuine, then there should be an equality of MSP among a Jawan and an officer. As we know that the officers of higher ranks are not availing MSP. The reason behind is they are not subjected to war. If the pay was introduced as rank wise pay. Then ot should have been introduced for all. But on the contrary it is not. Everyone in indian soil know what a jawan does or faces in camaprison with an officer. War cimpatibility of a jawan is much more higher than an officer. And what is requirement of MSP for nursing officers? Even double as compared with a jawan… Are they war combatant?? I would like to say that its totally monopoly… A jawan will remain slave as always he was… From the beginning of independence no officers have made any mutiny… But the sepoy did. And what he got??? What he is getting… Really ashamed of this…..

A non combatant who does not fight will get 3600/ A combatant member from Sepoy to Sub Maj a vulnerabe group will be just ahead of 1600/ and will get 5200/ as compared to 10800/ Non combatant Military Nurses and 15500/ commissioned Officers. I don’t find justified. Please reply.

    railway group D basic pay starts 18000 and the group A basic pay is 250000 but then 250000/18000=13.88 but group D conceded group_M it is correct method for the 7th pay commission. one word to say the group D 13 months salary = group A salary. Plz pay basic A/D=1/6(groupA=250000/group D=41666.66)

On sep 05 last year h’ble defence minister proudly announced acceptance of orop by the by union govt with certain unexpected words like vrs. In my opinio the dm was misguided by the beurocracy in real sense

    I have retired on 31-01-2001 a/n from indian air force with 20 yrs of service as group x sergeant. now my basic pension is rs 7760/-. total gross rs 16286/-. would like to know what basic pension will be fixed for me.

    Sir,
    There is disparity in terms of payment of Offr and between jawan, because it will create huge gap. MSP should be same for all ranks, as it known by its name, Dear Pradhan Mantri, we hope you will look this matter personally

    Pay commission will be increased in defence but military pay should be same like officers and other rank in the army also compare how to increase officers and how to increase other ranks. Both are same or not? Please take it seriously.
