Department of Personnel and Training (Dopt) Orders on CCS (CCA) Rules

The Central Civil Services (Classification, Control and Appeal) Rules, 1965 apply to permanent Central Government Employees. The Department of Personnel and Training is responsible for issuing orders, clarifications, amendments, instructions and notifications to regulate the CCS Rules. These are compiled for easy reference. All Central Government posts are classified into four categories, Group “A”, “B”, “C” and “D”, based on the norms prescribed in Department of Personnel and Training Notification No. 13012/2/87-Estt. The Central Civil Services (Conduct) Rules, 1964 outline the conduct expected of government servants and apply to all employees unless otherwise provided for in these rules or in the Indian Foreign Service (Conduct and Discipline) Rules, 1961. Under the CCS (Conduct) Rules, teachers are required to obtain government approval prior to publishing any work or editing any periodical. Additionally, government servants are subject to other powers that dictate what they can or cannot do.
