DoPT Orders Circulars for Central Government Employees: The Department of Personnel & Training (DoPT) holds a significant role in the Central government as it has the authority to issue orders, notifications, circulars, amendments, and clarifications related to appointment, promotion, retirement age, MACP, leave, allowances, and seniority of Central Government employees and officers. Apart from this, it also has two roles. First, it formulates policies and monitors standards for recruitment, service conditions, and personnel management. Second, it controls the cadre of IAS and three Secretariat Services. In addition, the DoPT operates the Central Staffing Scheme and manages appointments to posts in various public sector undertakings, corporations, banks, and financial institutions. The recruitment of government personnel is the responsibility of two organizations- the Union Public Service Commission (UPSC) and Staff Selection Commission. The UPSC is responsible for conducting examinations for higher civil services and civil posts, which includes recruitment to the All India Services. The UPSC is consulted on matters related to recruitment methods, promotions, transfers, and disciplinary matters as well.

How to get orders from DoPT’s Website?

To receive orders from the DoPT website, simply navigate to the Department of Personnel & Training’s official website at https://dopt.gov.in. From there, locate the “Notifications” tab in the Main Navigation menu and select “OMs & Orders” from the dropdown menu. Then, search for the topic labeled “Establishment” in the list and select serial number 13.

      Answer to SHEOJEE PRASAD – 21/8 : H.R.A. & CCL are separate. H.R.A. is allowed entire service to all employees including house owners, except availing government quarters. CCL is allowed women employees upto the age of 17 for two children.

    My date of joining 5th October 1998.On the pay as on 31.12.2015.Rs.14220/-with GP4200/-.but I have just promoted to IIT.(income tax)on 02.04.2016,with GP 4600/-,before declaration of 7thCPC.,I have exercised my option in my office the fixation of pay of promotional increament with my annual increament on month of July2016 according to 6th CPC.The fixation of pay can be allow on the same system.

    Sir,

    At present I am working as an UDC with Basic Pay Rs.11,960/-

    and I have already got MACP Rs.100+increment before January, 2016.
    on 1st January, 2016 my Basic Pay is Rs. 11220/- (BP+GP)

    on 1st July,2016 Annual increment 3%, now Rs. 11,560/-

    And got Regular Promotion on 3rd August, 2016 As a UDC Rs.2400/- Grade Pay.

    Please help me out check my current Basic Pay under the 7th Pay Commission due to my department not giving me the benefit of Rs.400/- of the UDC Promotion. If any clarification is available with you please send me. I shall be highly grateful for the same.

    Dear Sir/Madam,

    There exists some anamoly in interpretation of Government’s General Policy on fixation of pay of pensioners being employed by Public Sector Enterprises.
    In some cases, the PSE deducts the basic salary by the amount of pension received by a pensioner(Defence Forces Officer in this case) minus the Dearness Allowance. Also, the basic salary fixed does not appear to be based on last salary drawn(as revised for 7 CPC.
    As per extant Government orders under 6 CPC, only the ignorable portion of the pension is required to be reduced from the basic salary which currently is Rs 4000/=. The pension minus the DA however, remains protected and is over and above the basic salary being paid/offered by a PSE.
    Would most appreciate if the rule position is clarified and relevant Government OMs are referred.

    OROP should also be considered for Defence Civ Pensioners as Civ are also working neck-to-neck with Army pers in the Field/Boarders/Peace units & their lives also remain in dangers while working with field units.
    The GoI may also please consider this point for the Def Civ Pensioners.

    It depends on the Existing Pay scale ; if the promoted post carries a higher scale that of III MACPS, then that scale will be fixed. If both the pay scales are same; then the date of either promotion or III MAPCS will be considered.

    Respected Sir,
    Please clarify the following doubts:-
    I joined in Delhi Transport Corporation as a Conductor on 28.08.1984.
    1. 1st ACP was granted on 01.01.2004, deferred for a period of 01 year, 04 Months & 19 days for some departmental proceedings.
    2. 2nd MACP was granted on 20.01.2010 again deferred for a period of 01 year, 04 Months & 19 days.
    3. 3rd MACP is scheduled to be granted on 17.07.2016, again deferred for a period of 01 year, 04 Months & 19 days.
    4. In the meantime departmental applications were called for the post of Ticket Tally Clerk.
    5. My request has been considered for the post of Ticket Tally Clerk.
    QUERY:-
    In case I joined the post of Ticket Tally Clerk before 17.07.2016, i.e. before granting me 3rd MACP, whether the benefits of 3rd MACP is granted to me OR not.

    I shall be highly thankful to you for enlightening me from this queries referred above, at the earliest please.

    DOPT has not issued any order for combatant clerks who have been retired/released from service and re employed as LDCs in civil posts where as earlier Min of Finance issued their letter No F6(8)/E.III/63 dt 11 Apr 1963 and Para 16 fixation of pay of ex-combatant clerks CCS (Fixatin of pay of re-emp pensioners) orders 1986 says that services reandered as combatant clerks treated as equivalent to service as Lower Division Clerks. The fixation of pay in these cases shall be done by invoking the provisions of FR 27.

    How can Ex-serviceman can know about his pension .
    If any Ex-serviceman is not getting OROP gain’s then how can he complain.

    The orders of exgratia payment is not propr lying followed by the railways and most of the cases of on duty onjured/deaths are badly affected by the account department. Families are suffering on account of this attitude. DOPT should take stern action.
