OFFICE MEMORANDUM
Subject: Implementation of Government’s decision on the recommendations of the Seventh Pay Commission – Revision of rate of Training Allowance.
In continuation of this Department’s O.M. No.13024/01/2016-Trg. Ref dated October 24, 2017, on the subject cited above, the undersigned is directed to state that the contents of para I (ii) and (iii) of the said O.M. may be read as follows:

Para I 9ii): “Training Allowance will be admissible only to faculties who join the training academies/ institutions/ establishments for imparting training for a specified period of time and are then likely to go back”
Para I (iii): ” Training Allowance will not be admissible to those permanent faculties of training academies/ institutions/ establishments who have been recruited directly by the training academies/institutes/establishments for imparting training”
2. The concurrence of the Comptroller and Auditor General of India has also been obtained their UO No.124 —–/—-/–/03-2017/Vol.II dated July 2, 2018.
3. This issues with the approval of the Competent Authority.

Demands Received
There is a strong demand from Defence forces to extend Training Allowance to Defence personnel in lieu of Instructional Allowance. Indian Coast Guard has also represented on similar lines.
Analysis and Recommendations
The Commission recognizes the need for an appropriate incentive to attract talented individuals from the field to academic institutions for imparting quality training. At the same time, this enticement should not be so lucrative that employees do not want to go back to the field.
The demand for Defence forces for parity regarding this allowance has merit. Accordingly, it is recommended that Instructional Allowance should be abolished and Training Allowance should be extended to personnel of Defence forces, CAPFs, Indian Coast Guard, RPF and Police forces of Union Territories also. In consonance with our general approach to rationalizing the percentage based allowances by a factor of 0.8, the rates of Training Allowance should be revised as follows:
- In the National/Central Training Academies and Institutes for Group `A’ officers: 24% of Basic Pay
- In other Training Establishments: 12% of Basic Pay
Training Allowance is a means to attract talented individuals from the field to impart knowledge and share their experiences with others. Hence, it will be admissible only to the employees who join the training establishments for a specified period of time and are then likely to go back. It will not be admissible to those employees who are directly recruited by such training establishments for imparting training.
The allowance will be payable to an eligible employee for a maximum period of five years only during the entire career, for which period the Deputation (Duty) Allowance will not be granted. Beyond five years, Training Allowance will not be granted, but Deputation (Duty) Allowance will be admissible.
Officers JCOs/ORs deployed on administrative/ logistic duties in these Training institutes will not be entitled to “Training Allowance”. [View order]
7th CPC Instructional Allowance
Instructional Allowance, on the other hand, is paid as a lump sum monthly amount as per the following rates:
- Officers: Rs. 2700 pm
- JCOs and equivalent: Rs. 1500 pm
- NCOs and equivalent: Rs. 900 pm

What is Training Allowance?
Training Allowance is granted to the faculties for imparting knowledge and share experience to others.
What is the rate of Training Allowance?
24% of Basic salary in the National/Central Training Academies and Institutes for Group `A’ officers and 12% of Basic salary in other Training Establishments.
What is the rule to obtain the Training Allowance?
The Training Allowance is granted to eligible employees for a maximum of 5 years only during the entire career. If Training Allowance will not be granted, but Deputation (Duty) Allowance will be admissible.
What is the Instructional Allowance?
Before the 7th CPC, the training Allowance for civilian employees and Instructional Allowance for Defence employees. The 7th Pay Commission recommended that Instructional Allowance should be abolished and Training Allowance should be extended to personnel of Defence forces, CAPFs, Indian Coast Guard, RPF and Police forces of Union Territories also.
