The CHSS PAN INDIA Scheme is currently being piloted in Physical Mode and will be evaluated at a later time. Efforts are being made to transition to a smooth online mode, which involves creating a centralized database of CGHS beneficiaries. It is advised that beneficiaries use the scheme judiciously and be aware of the current limitations.

Sub: CHSS PAN INDIA Scheme – launch date, amendment to CHSS Rule & important features – Req.
Reference is invited to OM No.7/14/2022/IR&W/10603, dated 12/08/2022 announcing introduction of CHSS PAN INDIA as per the recommendations of the CHSS Reviews Committee. It is to Note fat CH88 PAN INDIA aims at seamless integration of all CHSS Stations and facilitates beneficiaries to avail medical facilities at any of the CHSS Stations. while away from their Registered Base CHSS Stations.
2. ln this connection, the launch date of the CHSS PAL INDIA Scheme on Physics Mode earlier scheduled for 30/10/2022 is hereby re-notified as effective from 02/01/2023.
3. Further, in consonance with the spirit of the CHSS PAN INDIA concept, the following amendment to the relevant CHSS Rule is hereby notified:-

Rule No, 2.1.5/ 7/’5/2013/IR&4’/ OPA 4061, dated 23/3/2016 | Any beneficiary of the Department in the course of their travel/visit to/stay in a CHSS Station, other than their Registered Station, may avail of medical facilities of that Station (both Inpatient & Outpatient!) under the CHSS PAN INDIA Scheme. Extension of such facility is permissible in both emergency and non-emergency situations. Subject to the conditions laid down (a) to (e) below. |
CONDITIONS:
(a) All beneficiaries (including dependents) are eligible to avail of the Scheme,
(b) Production of valid C!JSS Ca-ds with Photo Identity by the beneficiary is mandatory;
(c) Prior approval of the Medical-Officer-IN-Charge (MOIC) of the Base Station Need not be insisted upon during the first visit/treatment at an Out-station CHSS Station. However, the beneficiary may intimate the MOIC of the Base Station at the earliest. Any subsequent treatment or hospitalization at Out-Station will require the approval of the MOIC of the Base Station.
(d) Preliminary medical history/available medical records may be provided by the beneficiary/relatives of the patient, to the treating Station. Base Station aid Treading Station may, in co-ordination, call for or share treatment history of the patient, as and when required;
(e) Beneficiaries shall approach Departmental Hospitals’/Dispensaries Hospitalization in empanelled hospitals is permitted ONLY by way of referrals from Departmental facilities.
(j Outstation patients may strictly foIIow the protocol of the treating stations for availing treatment, except in emergencies;
(g) Medicines for chronic ailments may be is dispensed for actual duration of stay or maximum period of two months, whichever is earlier;
(t) Temporary Medical card Nos. to be generated by Treating Stations for the duration of treatment;
(i) Expenditure to be borne by Base Stations though Book adjustments/appropriately;
(j) Doctors years will be final w.r.t medication prescribed;
(k) PAN INDIA CHSS recommendations’ shall not apply to beneficiaries who have opted for CHSS benefits of lSRO/DoS;
4. CHSS PAN INDIA Scheme is being introduced on a trial basis in Physical Mode and will be reviewed in due course. Switch over to seamless online mode by creating centralized data base of CGHS beneficiaries is underway. Beneficiaries may avail of the scheme prudently in view of the existing limitations.
5. This issues with the approval of the Competent Authority.
