7th CPC Views on Outsourcing, Downsizing and Contracting of government jobs
Views of JCM-Staff Side : The JCM-Staff Side has, in its memorandum to the Commission, strongly opposed outsourcing stating that the existence of a large array of personnel employed by the government through contractors is pushing a major segment of government functions into the informal sector.
Nature of Deployment: The Commission had sought from all ministries/departments information with regard to remuneration levels of contacted manpower to ascertain the level of work being assigned to them. In most ministries/departments that have provided information, it is evident that the nature of jobs being contracted out were of a routine nature, involving a low level of remuneration.
However Department of Electronics and Information Technology did engage a fair number of contractual personnel at higher levels of remuneration. Railways and Ministry of Home Affairs also reported deployment of some contract personnel with higher remuneration.
Expenditure on Contractual Manpower: The Commission also sought information from all ministries/departments on expenditure towards engagement of contractual manpower. The information provided is brought out in Table 12.
While the expenditure incurred on contractual manpower is relatively small compared to expenditure on Salaries of personnel serving in the government, they are in their own right significant and also likely to increase in the coming years. This warrants streamlining the existing regime governing outsourcing of contracted manpower, as has also been suggested by some ministries.
The responses and data received by the Commission suggests that there is a general consensus that routine administrative jobs in the government can continue to be outsourced. In this regard the Commission is of the view that a clear guidance from the government on jobs that can and should be contracted out would be appropriate.
While doing so the concerns of confidentiality and accountability may be kept in view. Further, to bring about continuity and to address the concerns regarding exploitation of contractual manpower, uniform guidelines/model contract agreements may be devised by the government.
Earlier in this chapter the fact that in a number of ministries/departments a large percentage of personnel will be retiring in the near future has been brought out. Loss of experienced high level personnel can entail unquantifiable costs as new recruits will require investment in terms of training, mentoring etc. In this light utilisation of retiring personnel with suitable skill sets can also be considered.
The Commission is also of the view that a database should be available with the government which can enable it to draw upon high level retiring personnel, who have the required capabilities to be utilised through contractual appointments.

Previously due to non availability of Recruitment rules, we were engaged through “Outsourcing/Contract basis” against the approved sanction posts and till date we are working on the same positions, we are suffered heavy financial, social, mental losses and beside that in year 2015 MoHFW released new RRs on the basis of it, all Six New AIIMS Administration/ MoHFW are trying to fire us and recruit the new staff against sanction post on those we are working on “Outsourcing/Contract basis”.
We are requesting you, please direct MoHFW to introduce any scheme for our regularization on the sanctioned post on those we are serving since last 5-6 years periods, Please intervene and give us the chance to serve our Nation.
We hope you will definitely give your valuable guidance and extend your kind support for our right demand to Absorb us in the existing approved posts and direct the concerned MoHFW/AIIMS Officials for passing on Equal pay for Equal Work benefits on priority so that in the time of high inflation we can survive with our families..

Contract employee should get higher wages as they are working from several years and the work also will be same as a regular employee. Government should consider the experiences of the contract persons and hike the salaries periodically. revised minimum wages for every 6 months doesn’t bring any change in the financial position of contract employee.

here are many people working as Data Entry Operators in University of Hyderabad outsourced appointed by University paying through different private agencies. And also bring to your kind notice we getting LESS wage than SECURITY GUARD.
When there was shortage of manpower these Data Entry Operators were engaged and they are still continuing and have saved crores of money of Government by working in place of regular employees. Though they are getting such small amount, they have to work 10 hrs or more daily. When the regular employees did not know even what is computer and technology, these Data Entry Operators worked effectively for them and Govt. But this Government is so corrupted that now its ignoring their contribution and treating them as slaves. There is no rule in this Government. In some Departments, Some DEOs have been regularized, but in many cases they are ignored. There should be equal rule for everybody. Nobody should be ignored. The Prime Minister Sri Narendra Modi should interfere in this case and give justice to the people who have already served for so many years and have crossed the age for applying in Govt. sectors or private sectors. Now they have nothing to feed their families. When the IAS officers and Ministers are enjoying, these People are leaving with fears and tears.

Outsourced employees should not be ignored by the government as they are giving more productivity than the regular employees as well as outsourced employees are more efficient than the regular employees which I have very well experienced as I am an outsourced employee. Government should hike their benefits compared to the regular employees

Outsource staff are negligible cause they don’t have facility like leave, bonus etc. like the same category of Govt. servant. Also the injustice they have facing always like minimum wages. one 10 years experienced staff can get the same rate of new recruiting outsource staff reason of that is minimum wages. Experience has no value in this outsource field as it is every year make the agreement with the new minimum wage structure. I don’t know how many days an experience outsource staff suffer.

i am also working in NGRI- CSIR from 2003 as a job contract/contract. i met many times to ngri director for permanent job. please give me any new rules for contract job to permanent job for central govt contract employees..

Govt of India should provide same and similar wages in favour of the contract labour working in various central Government offices under different ministry like CPWD. A large number of contract labours engaged in perennial nature of work are being deprived of social benefit life bonus ,leave ESI, EPF. and EPF contribution /deduction slip is not being proved to the workmen . A few contract workers are only getting the benefit of ESI,EPF . It has n;t yet been implemented full among-est all workers . There is no better service condition in respect of contract workers of CPWD. Government of India should frame a rule for contract labours workers with the provision of job security and other benefits as admissible in respect of permanent employees of CPWD. Other wise the poor contract workers life will never be improved and their children future will be doomed with out much social improvement . Solution lies in the hand of Govt of India . It is expected that Govt must do better for their life improvement .
