7th CPC Anomaly Committee formed by Central Govt – Dopt Orders on 9.9.2016

OFFICE MEMORANDUM

Subject: Anomaly Committee of the National Council (JCM) to settle the anomalies arising out of the implementation of the Seventh Pay Commission’s recommendations

In accordance with the instructions contained in this Department’s OM of even number dated 16th August 2016, it has been decided to set up, as indicated below, the Anomaly Committee of the National Council (JCM) consisting of representatives of the Official Side and the Staff Side to settle any anomalies arising out of the implementation of the Seventh Central Pay Commission’s recommendations:-

OFFICIAL SIDE
1. Secretary, Chairman, Deptt. of Pers. & Training.
2. Member (Staff), Railway Board.
3. Secretary, Department of Telecommunication.
4. Secretary, Department of Posts.
5. Financial Adviser, (Ministry of Defence.
6. Joint Secretary (Pers), Ministry of Finance.
7. Joint Secretary (Estt.), Deptt. of Personnel & Training.
8. Joint Secretary (CPC), Deptt. of Personnel & Training
9. Deputy Secretary (JCA), Deptt. of Personnel & Training – Member-Secretary.

    Sir,
    I want to draw kind attention of committee to following doubts in implementing the 7cpc –
    1. As per 7cpc there has to be two dates of increment I.e. Jan & July of every year. In that case what will be the date of increment of an employees whose initial date of appointment was 2 Jan to 1 July , is he/she e titled to get increment on 1Jan16 in place of July16 and DNI as 1st Jan 17 and for so second half joined as July .
    2. In 6 cpc an employee got 2nd Macp by getting next grade pay I.e. only benefit of diff in GP where as in 7 cpc one is entitled to in next promotional hierarchy, therefore he is entitled for pay of next post in cadre on 01.01.16 on implementation of 7 cpc ,
    In view of above pay of this employee should be fixed in next level of promotional hierarchy on 1 Jan 16 by giving notional benefit from date map in 6cpc otherwise he will be getting less pay than an employee who get macp in promotional hierarchy after implementation of 7cpc.
    Pl clarify these doubts.

    I want to draw the attention of Anomaly committee to the common fact of 7th cpc immediately.

    If an individual employed in 1981 and another individual who has been employed in the year 1983., the fitment formula adopted to settle their BP is same. So what happened the seniority of the individual who has been employed in the year 1981?

    PLEASE give atmost importance to this anomaly as maximum cg employees are affecting.
