As per MACP. Order I completed my 3o yrs service on 19.3.2005. YOu have included the name of those candidates for MACP Benefit from the year 2008who are retired or expired, While I was retired in June 2009 before my retirement I remind. The O.S. Of GAD DEptt. This is to inform you that Rs.6500-10,500 (Not 6500-6900) scale was upgraded to Grade Pay 4600/-. If you are in 6500-10500 in 5th CPC contact your ex-employer/PAO. If you might have you been got ACP in 9/99 & MACP on 1/9/2008 & 9/18 in service. The annomily issue is to be settled by your department only.

Comment Sir, we belongs to EDP(Technical) cadre and 3 scales merged (5000, 5500&6500) replaced by GP 4200/- and later on it was replaced by GP 4600/- to some cadre(Administrative) but we did not benefited and we are in 4200 GP till date. Why this anamoly not removed, if any order in this regard kindly guide us. Our cadre declared isolated(11posts) by the Deptt. and not single promotion get till date after completion of more than 30 years service. 11 posts cadre can be isolated? Pl help, (digital India dream & EDP cadre isolated?)

Gratuity is counted as per your service. The maximum limit was increased. If you are crossing the limit it may get to you.

Comment Increased limit of Graduaty from 20 lakh to 30 lakhs in interim budget 2019-20 is applicable to empolyee retiring on June 30, 2019.

If you are applied through proper channel and your pay proacted with your old pay it will be counted. If it is new recruits it will not count.

Comment I joined government service in 2009 and after serving for around 1 year and 2 months joined a new government department after rendering my technical resignation and without any break in service. Will my previous service length of 1 year and 2 months be counted by the new department for extending benefits under MACP Scheme, Gratuity, VRS and other such benefits associated with government service?

As per your last basic pay as on 31/10/2016 divided by two i.e. 50% is your pension plus D.R. as applicable from time to time per month.

Comment My date of retirement is 31/10/2016 and my pay was fixed at Rs.70000/- under 7th Pay Commission w.e.f 01/07/2016.. Now I have been granted 3rd MACP w.e.f 16/02/2012. On 16/02/2012 my pay was Rs.18080 with grade pay of Rs.4800/- under 6th Pay Commission..

That amount was Commutation amount taken by your father at the time of retirement, it will be recovered for 180 months after that it will stops. It will not repaid.

As per the T.A.Rules on Transfer Rule (ii) b, CTG have been calculated the distance of less than 20 Kms. from the old station and transferred place within the same city. If it confirmed with any records of 25 Kms.(extract)) you can claim and get the 80% of your last basic pay. Please check up it is as per your pre-revised scale prior to 1.7.2017 and shifted before the date.

Comment sir, i retired from central govt on 30.11.2018 from delhi. my pay level is 10 under 7th cpc.. my home town is gurgaon and before retirement i was residing in delhi. distance between my delhi residence/office and gurgaon residence is more than 25 kms . i have claimed my composite transfer grant (ctg) ie 80% of my last basic pay but the deptt has restricted that to 1/3 ctg.

Comment Sir, I have been granted 3rd MACP w.e.f 16/02/2012 with grade pay Rs.5400/- on 13/09/2018 by the appropriate authority. On Feb 2012 my pay band was Rs.9300 – Rs.34900 and was drawing Pay of Rs.18080 and grade pay Rs.4800. I retired from service on 31/10/2016. In this circumstance I like to know the procedures to be followed for fixation of my Pay.

Comment My father took voluntary retirement in 2004..He was working in Mumbai port trust.
Now he gets total pension of 16313 rs.. in may he’ll complete 15years of restoration.
What pension he should expect from may 2019.

If it normal promotion due to retirement/vacant post no monitory benefits only higher designation changes if MACP upgradrations on completion of 10years one increment will be given re.68,000/- in level 7.

Comment Recently l promoted to Additional Research Officer from Assistant Research Officer in up health department from band-2 , 9300-34800 grade pay 4200 to band-2, 9300-34800 grade pay 4600. At present my basic pay is 66000 in7th pay scale. Now on which level my pay fixation will be done or only one increment will be given to me.

Further to my above calculations strictly your advanced increments of 4 increments were given in 4th CPC of added RS.160/-plus D.A. how can again 2 ncrements of 7/1996 & 7/1997 of rs.150/-D.A. per each years were given, actually in future it will be recovered if any Audit checks.

I was promoted to the post of Assistant on 1st July 1994 in the scale of pay of Rs.1400-40-1800-EB-50-2300 and my basic pay was fixed at Rs.1480/-, by adding 2 increments(40+40) to the minimum basic pay of Rs.1400-40-1800-EB-50-2300. On accrual of increment in the lower post my scale of pay of Rs.1400-40-1800-EB-50-2300 was refixed at Rs.1520/- w.e.f. 1.8.1994 by giving one more increment. Vide letter No.CB/Adm/84/9/10 dt.9.10.1999 my scale of pay of Rs.4500-125-7000 had been advanced to 1.7.96, as per rule 8 of CCS (RP) Rules, 97 and fixed the basic pay as Rs.1560/- as on 1.1.96. In effect, in the scale of pay of Rs.1400-40-1800-EB-50-2300, as on 1.1.96 I have been given 4 increments.

It seems your promotion in month of July, at that years in the 4th & 5th CPC increments will be given only in the joining/promotion months, so your 4th increment JULY,1996 comes after pay fixation on the 5th CPC from 1/1/1996 July increments comes after January,1996 your basic pay fixed as Rs.5000/- on 1/1/1996, that scale starts after six month later from the month JULY,1996 your pay was Rs.5,150/-with that increment. Actually that was 4 increments of Rs.160/- plus D.A. (percentage at time) were merged with your basic pay as on 31/12/1995 and fixed 1/1/1996 as Rs.5,000/-. (They have wrongly fixed with july increment of Rs.150/- & fixation as Rs.5,150/-. Further 6th & 7th cpc the increments all in JULY ONLY. This is the correct.

After, 1/7/19 increment of Rs.34,300/- in level 4 with one increment in the same level of Rs.35,300 from 9/7/19 as MACP upgradudation of basic pay & next increment on 1/7/20 as Rs.35,900 in level 5.

Sir, You can please see in this site : https://7thpaycommissionnews.in/4th-5th-6th-and-7thpayscales……… and compare with 7th CPC MATRIX TABLE. If any parity is there please so it. Further informing you that the Pension Rules are changed (upto 5th CPC there was minimum qualification is on completion of 33 years only) as FULL PENSION . From the 6th CPC it was added GRADE PAY and 50% of last basic pay as PENSION. Pay Scales for designations/promoted posts were removed as in the 7th CPC as MATRIX LEVELS as per the pay ranges.. If increment on 1/7/19 as Rs.76,500/- than from the MACP on completion of 10 years without any promotion) from joined service date of Rs.80,200/- & next increment 1/7/20 as Rs.82,600. Options not required since you are completing 6 months (1/1/20 to 30/6/20) of pay in level 9.

Dear Shri MK Kumar,
From your letter, it appears that a pensioner with my length of service would be entitled to different pensions depending on whether he retired in 4th or 6th CPC Periods.
This goes against the Principle of Parity!

Thank you for your reply of 9.2.2019.
According to my understanding of use of Concordance Tables, I feel that their purpose is to allow fixation at the 18th stage for one who has put in over 17 years ‘ service in the last post, before retirement. My juniors who retired in this post with less than 18 years’ service are drawing more pension than Rs. 61550. That is a glaring Anomaly.
The purpose behind two different tables with headings, Min and Max is not understood by me. Could you kindly explain? Also, service in different periods should not result in different pensions.
I am happy to find that you are spending time usefully after retirement and enlightening many on the Rules.

Comment I had made my above comments on 16.2.2018.
1). I request you to kindly inform the purpose of providing two different tables under the headings, ‘Min and Max’, under Concordance Table 44 for pensioners who retired during the period of VI CPC(1.1.2006 to 31.12.2015).
2). What is the pension of a pensioner with qualifying service of 34 years and 8 months, with last period of service in Post carrying scale Rs. 4500 to 5700( IV CPC Terms) for over 17 years? Is it Rs. 87550 or 67250, by using the Concordance Table at the 18th stage?
3). Since under the accepted Principle of Parity, the Pension is to be the same irrespective of the date of retirement, kindly confirm that a pensioner may choose to consider having retired under any period- 4th, 5th or 6th CPC.

Comment Under CGHS system– Not even a single hospital is responding properly to CGHS patient ,,but if the same patient show their problem in Cash then they get well response. so pls look after the matter and try to change some system so that the CGHS patient should also get well treatment . especially Narayana Hospital of Andul Road Howrah, And also add some local hospital of Kolkatta and Howrah in CGHS list.

Comment Previous calculation is newly recruied… If it is technical resignation/deputation through proper channel it will be as ₹ 80,000/-,82400/-,84900/-& 87,100/- respectively, pay procted with service & other facilities from previous office.. More over you have not mentioned as on date. I have taken as on 31/12/2015 as your basic pay of Rs.25490 + 5000 x 2.57 78,359.30 rounded off 80000/- in MATRIX LEVEL 10.

Comment I was invalidated out of service on 1.5.81 due to an injury sustained during duty. As I was granted disability pension in addition to my service pension. I was receiving my disability pension till 29.1.1987 after which the payment of disability pension was discontinued. I had had filed a writ petition before the Madurai Bench of High Court of Madras. Now the honorable court has directed the CPPC Canara Bank Bangalore to pay my disability pension with arrears from the date of discontinuation of disability pension. Kindly let me what is the rate of disability pension payable to NCOs as per 7th pay commission

As you mentioned in level 10 starting basic pay is Rs.56,100/-.from 1/1/2016, Increments (1/7/16 NIL) on 1/7/17 as Rs.57,800, 1/7/18 as 59,500/- & 1/7/19 as Rs.61,300/-plus applicable D.A. from time to time.

Comment What if an employee promoted to the GP 4200 on 01.07.2018 and his pay fixed on 01.07.2018 giving increment then what will be his DNI 01.01.2019 or 01.07.2019 according to this rule.

This is to inform you that LTC is not OFFICIAL DUTY, it is given you with leave & allowing your to & fro for claim paid to you (if it is official it will be given T.A. with boarding & food allowances, without deducting travel period & stay period). Increment will be given only on the period of joining duty. From 7th CPC there is no promotion benefits only designation changes for posts no pay scales, moreover it is not upgradudation of MACP, if you are comes under Pay Band 15600-39100 after basic of Rs.77,700/- from 7/1/19 (joined duty) as Rs.80,000/- DNI 82400/-.

Basic as on 1/7/19 as Rs.36,400, MACP UPGRADED from (joining date) in August, 2019 as 37,700/- in level 5 & 1/7/20 as Rs.38,100/-.

Comment sir is it clear that letter regarding MACP duly approved by hon. president of India on the basis of Hon S Court orders dated 25 jul 2018. has been sent to all the Chief of Defence personnel. previously it was addressed to only the Chief of the Army staff.

    I had made my above comments on 16.2.2018.
    1). I request you to kindly inform the purpose of providing two different tables under the headings, ‘Min and Max’, under Concordance Table 44 for pensioners who retired during the period of VI CPC(1.1.2006 to 31.12.2015).

    2). What is the pension of a pensioner with qualifying service of 34 years and 8 months, with last period of service in Post carrying scale Rs. 4500 to 5700( IV CPC Terms) for over 17 years? Is it Rs. 87550 or 69250, by using the Concordance Table at the 18th stage?

    3). Since under the accepted Principle of Parity, the Pension is to be the same irrespective of the date of retirement, kindly confirm that a pensioner may choose to consider having retired under any period- 4th, 5th or 6th.

    As per your 1/7/19 increment of rs..76,500 in level 8 from the date of joined duty of September,19 a rs. 78800 in level 8 and from increment on 1/7/20 as rs.80,200/-, in level 9, option is not necessary,since you get next increment only on 1/7/20, because completed 6 months from 1/1/20 to 30/6/20 in continues 6 months.
