7th CPC HRA – Revised Rates for TN Govt Employees 2025: The Tamil Nadu government revised HRA rates for employees under the 7th CPC in 2025. Cities are classified into Grades I(A), I(B), II, III, and IV based on population and periphery limits. HRA ranges from ₹250 to ₹8,300 per month depending on the city grade and pay level. Major cities like Chennai fall under Grade I(A) with the highest HRA rates. These revised rates aim to align with rising housing costs across different urban and rural areas.

Understanding HRA for Tamil Nadu Government Employees

A Simple Guide: If you’re a Tamil Nadu state government employee—or planning to become one—knowing how House Rent Allowance (HRA) works can help you better manage your finances and housing decisions. Unlike the Central Government’s X-Y-Z city classification, Tamil Nadu has its own unique five-tier HRA system. Let’s break it down clearly!

How Tamil Nadu Classifies Cities for HRA

The TN government categorizes cities and towns into five grades based on urban development, population, and administrative importance:

  • Grade-I (a)
  • Grade-I (b)
  • Grade-II
  • Grade-III
  • Grade-IV

Each grade determines the HRA amount you receive—higher grades mean higher allowances.

📍 Grade-I (a): The Metro Zone: Chennai City and all areas within 32 km of its city limits.
Special Rule: If this 32-km radius touches even a part of a Panchayat Union, the entire union qualifies for Grade-I (a) HRA.
💡 This is Tamil Nadu’s equivalent of a “metro” city for HRA purposes.

📍 Grade-I (b): Major Urban Agglomerations: Coimbatore, Madurai, Salem, Tiruppur, Tiruchirappalli, Erode (all Urban Agglomerations or UAs).
Coverage: The city + 16 km radius around it.
Same Rule: If the 16-km zone enters a Panchayat Union—even partially—the whole union gets Grade-I (b) HRA.
📍 Grade-II: Important Towns & Municipal Hubs: This category includes over 50 towns, such as: Vellore, Thanjavur, Tirunelveli, Nagercoil, Kumbakonam, Hosur, Dindigul, Karur, and more. Also includes all Municipal Corporations and Special Grade Municipalities. Coverage: Town + 8 km radius, with the same Panchayat Union rule applied.
✅ Think of these as tier-2 cities with strong local governance and infrastructure.

📍 Grade-III: Smaller Municipalities & Taluk HQs: All other municipalities (excluding Special Grade). All Taluk Headquarters, regardless of their local body status
🏘️ These are semi-urban centers—administratively important but smaller in size.

📍 Grade-IV: The Rest
Unclassified places (typically rural or remote areas)
Receive the lowest HRA, but still provide essential housing support.
💰 HRA Amounts: What You Actually Get

Your HRA depends on two things: Your pay level (as per the TN Pay Matrix). The grade of your duty station. Here’s a simplified snapshot of HRA slabs (monthly):
