Sub: Revision of Pension
This issue of acceptance of Option-I (or) II was discussed with your good self at the residence of Hon’ble Home Minister (Government of India), Wherein Hon’ble Minister for Railways and Hon’ble MOSR were present, by the Staff Side National Council (JCM). You had categorically agreed on our demand that, no dilution would be made in the options given to the Pensioners by the VII CPC.
It is unfortunate that, a rider, “subject to feasibility”, has been imposed in Option-I.
Sir, this is very unfair and we will appreciate if you kindly get the sentence “subject to feasibility” removed from that para to keep your promise also.
It should be left to the Pensioners that whatsoever option they want to choose, they should be allowed to Opt. The argument of non-availability of record is misleading and should not be given any cognizance because PPOs of the Pensioners are the base record and is available with the organizations concerned.
We earnestly seek your urgent intervention in this regard to avoid unnecessary hardship to millions of Pensioners.

Grey area:The number of increments one earned in the retiring grade must be one of the criteria for pension fixation. The revision of pay scales/pension under 7th Pay Commission shall not be done based on the revised pay, in the pay scale of 6th Pay Commission alone. Extreme care needs to be exercised in formulating pay fixation formulae to prevent creeping in of any anomaly in basic pension- fixation between employees of same rank and same number of increments earned in the pay scale. For instance, there shall be no discriminatory treatment meted out between an employee who retired on Dec 31, 2015 and another on Jan 31, 2006 holding equal rank and earned with equal number of increments under 5th and 6th pay commission periods- K A N Talpasai

I appreciate the contents of this letter which conveys the true facts. From the hard times the army pensioners passed through and twists in language used in cabinet approval, clearly shows that FM intentions are anti employees and pensioners, hence not at all trust worthy. I advise stop writing letters or forming committees, rather hold meetings and resolve issues. Govt is well aware about our issues and it does not need months. Good work. Keep pursuing.
