Increase in DA: Revised Rate of Allowances List – 50% Rise:
Children Education Allowance (CEA)
As a result of the Government’s decision to implement the recommendations of the 7th Central Pay Commission (CPC), this department has issued Office Memorandum No. A-27012/01/2017-Estt.(AL) dated 17.07.2018. The key points regarding Children Education Allowance (CEA) are as follows:
(i) CEA/Hostel Subsidy can only be claimed for the two eldest surviving children.
(ii) The CEA amount is set at Rs. 2250 per month per child.
(iii) Hostel subsidy is fixed at Rs. 6750 per month.
(iv) Reimbursement for CEA for Divyang Children of Government employees will be at double the standard rate, i.e., Rs. 4500 per month. In cases where a Divyang Child cannot attend school and requires education/special education at home, the reimbursement for CEA will also be doubled, upon submission of payment receipts from the teacher/instructor and self-certification by the Government servant.
(v) The CEA rate will increase by 25% each time the Dearness Allowance on the revised pay structure rises by 50%.
(vi) CEA and Hostel subsidy are applicable to children studying from three classes before Class One up to the 12th standard.
Risk Allowance
Upon the recommendation of the 7th Central Pay Commission, the Government has made a decision to revise the rates of Risk Allowance. This allowance is granted to Central Government employees involved in hazardous duties or tasks that may negatively impact their health in the long term. It is important to note that the Risk Allowance does not constitute as “Pay” for any official considerations.
Night Duty Allowance (NDA)
Following the Government’s decision based on the recommendations provided by the 7th Central Pay Commission (CPC), the following guidelines have been issued regarding night duty:
(i) Night duty is defined as duty performed between the hours of 22:00 and 6:00.
(ii) A standard weightage of 10 minutes will be granted for every hour of night duty completed.
(iii) The maximum basic pay for eligibility of Night Duty Allowance (NDA) is set at Rs 43,600 per month.
(iv) The hourly rate of NDA, calculated as [(BP+DA)/200], will be disbursed based on the employee’s basic pay and dearness allowance (DA) as per the prevailing rates outlined in the 7th CPC.
(v) The NDA amount will be individually calculated for each employee, determined by the basic pay received by the employee on the date of performing the night duty.
Over Time Allowance (OTA)
Pursuant to the recommendations of the 7th Central Pay Commission, which have been approved by the Government, the following decisions have been made:
(i) Ministries/Departments are required to compile a roster of employees classified as ‘Operational Staff’. There will be no upward revision in the rates of Overtime Allowance.
(ii) The term ‘Operational Staff’ is defined as “All non-ministerial, non-gazetted Central Government employees directly involved in the efficient functioning of the office, including those responsible for managing certain electrical or mechanical equipment.”
(iii) The relevant Administration Wing of Ministries/Departments will create a list of operational staff with comprehensive justifications based on the aforementioned criteria for the inclusion of specific staff categories in the operational staff roster. This must be approved by the JS (Administration) and Financial Adviser of the respective Ministry/Department.
(iv) The provision of Overtime Allowance may be contingent upon biometric attendance records.
Special Allowance Payable to Parliament Assistants
In accordance with the decision made by the Government regarding the 7th Central Pay Commission recommendations, the rates of Special Allowance for individuals wholly dedicated to Parliament duties during a session will be increased by 50% from the current levels of Rs. 1500/- for Assistants and Rs. 1200/- for UDCs to Rs. 2250/- and Rs. 1800/- respectively.
The said allowance will be granted in full for each calendar month during which Parliament convenes for a minimum of 15 days. In months with a shorter session, the allowance will be provided at half the standard rate.
Furthermore, Parliament Assistants will not be eligible for Overtime Allowance during months when Parliament is in session.
Special Allowance for Child Care for Women with Disabilities
Women employees with disabilities, particularly those caring for young children or children with disabilities, will receive a Special Allowance of Rs. 3000 per month for child care. This allowance will be provided from the birth of the child until the child reaches two years of age. Additionally, the allowance amount will be increased by 25% each time the Dearness Allowance on the revised pay structure rises by 50%.
