7th pay commission Army Pay Scale is slightly different from the pay scale of Central Government employees. The matrix pay level and defence allowances also different from other Government employees. Two types of pay matrix table recommended by the 7th pay commission to the Indian Army, Navy and Air Force Officers and soldiers. First defence pay matrix table is recommended for the Armed Forces Personnel and Officers and another one for Military Nursing Officer (MNS).

The minimum salary scale of Indian Army Soldier is fixed Rs. 21700 from 1.1.2016. Including the calculation of 3 per cent annual increment, the basic pay from July 2020 will be Rs. 25200 (without adding any allowances).

The PBOR minimum and starting salary pay scale after 7th pay commission

The pay scale for various positions has been revised to align with the new pay matrix. The PB 1 5200-20200 GP 2000 pay scale has been increased to Rs. 21700, fixed at pay matrix level 3. Likewise, the PB 1 5200-20200 GP 2400 pay scale has been revised to Rs. 25500 at pay matrix level 4. The PB 1 5200-20200 GP 2800 pay scale has been increased to Rs. 29200 fixed at pay matrix level 5. For PB 2 9300-34800 GP 3400, the pay scale has been revised to Rs. 33300 fixed at pay matrix level 5A. Similarly, for PB 2 9300-34800 GP 4200 pay scale, the revised amount is Rs. 35400 fixed at pay matrix level 6. The PB 2 9300-34800 GP 4600 pay scale has been increased to Rs. 44900 fixed at pay matrix level 7. For PB 2 9300-34800 GP 4800, the revised amount is Rs. 47600 fixed at pay matrix level 8. For PB 2 9300-34800 GP 5400, the revised amount is Rs. 53100 fixed at pay matrix level 9. The PB 3 15600-39100 GP 5400 pay scale has been revised to Rs. 56100 fixed at pay matrix level 10. Lastly, the PB 3 15600-39100 GP 6100 pay scale has been revised to Rs. 61300 fixed at pay matrix level 10B.

    I served in Army for 33 years and retired in the Rank of Sub Maj on 01 Dec 2014. Personnel retired before 01 Jul 2014 are getting more pension from me. I have been awarded Hony Lt after retirement but no benefits given to us. I request to Hon’ble prime Minister, Defence Minister and Finance Minister to consider our Pension in the the Rank of Hony Lt beside not giving other benefit given to Hony Lt awarded during active service.

    Sir,
    Pay commission has very cleverly formed the matrix table for level 7, 8, and 9 if you see the table same values are available in all three levels that means on promotion you take just one increment , shifting you to level 8 does carry any financial benefit in same goes when you get a promotion in Level 8. It govt wants it can merge level 7 ,8 and 9 and let the individual keep getting promotional increments in Level 7 itself. Further other than this increment no other kind or cash benefits acrued by promotion from Nd Sub to Sub major and you know how many hurdles individual has pass through for getting these promotions. I understand Nb Sub to Sub Maj promotions deserve much more rewards than what 7cpc has given. Pl look into it to enhance dignity of rank.

    Sir I served in Indian Army 24yrs and 15 days .Through good service and recommended for honorary rank . But not given honorary Nb/sub . What is the reason ,where I complied for getting honorary rank.

    Sergeant holding the same rank for 15 yrs & more, even after clearing the JWO promotion examination, with clean document record and assessment retires after completing 26+ service in 1998 without any further promotion, due to reason – no vacancy. As the compensation is being given to personal retiring at later date, the same may be made effective to previous pensioner also. This might justify the disperity.

    I have already suggested to use correct form for Junior Commissioned Officer and other rank ie. JCOs & OR and not PBOR as JCOs are class II gazetted Officer. The matter be resolved and ban all sites which are using PBOR terminology.

    GOVT IS GOING TO LISTEN ONLY OFFICERS. STILL PBORs ARE SLAVES OF THEIR OFFICERS. STILL THAT RULES ARE RUNNING. NO ONE DARED TO CHANGE THE BRITISH RULES.POINTS OF PBORs RELATED TO SALARY AND ALLOWANCES ARE NOT FORWARDED BY OFFICERS BECAUSE THEY DO NOT WANT THAT PBORs SHOULD GET GOOD PAYMENT.

    I don’t find it an issue to correct as suggested even if there is a government order or not on this.but who will correct the various sites which still say”pay matrix officers and pay matrix PBORS. My point here was that the pension of the senior most rank of a junior commissioned officer(subedar major “A”group)with 20 years and 8 months of qualifying service as on 01/01/2016 as per 6th pay commission was only inr 8777.00 which might be around half of the minimum pension of a junior officer.(Lt/Capt).
    My suggestion is either to remove or to minimise the difference in pay/pension of a senior most junior commissioned officer and a junior officer so that a a correspondingly reasonable remuneration may reach to all junior commissioned officers and other ranks.

    Ministry of Defence has accepted a long-pending demand of ex-servicemen to drop the use of the term ‘Personnel Below Officers Rank’ (PBOR) in official communication.

    A letter to this effect has been issued to all command headquarters of the Army, Air Force and Navy.

    Henceforth, in official communication, soldiers will be referred as Other Ranks (Sepoy, Naik and Havildar), Junior Commissioned Officers (Hony Naib Subedar, Naib Subedar, Subedar, Subedar Major) and Officers (Lieutenants and above. Still you are using PBOR. Correct yourself

    I think it would not be enough to celebrate the dipawali with the family of soldier and simply sending massages through medea and TVs ignoring every single points being raised by ex servicemen and fogeting what is hepening in the border area, even inside too. Any one agree or not I think penny is must for everyone to live with dignity in today’s world. For which Modiji is roaming around world asking invest in India to earn money and enabled India to stand together with other developed countries. Therefore,every one of us should deposit a rupee in emergency fund of President of India instead sending massages to my govt. and losing one rupee.

    de —fence means read care fully never expect from defense officer that they will rectify of pay for jawans. request from pm modi please pay all money to defense officer because they are very poor in moral i thought how ssb conduts the selection procedure if compressions are made they are less burden people in india because of jawans sincerity please all the pbor donates some money to goi to pay less paid defence officer they have lost the empathy they are having 90 % less caliber than ias/ips but their demands are more than 90% from them

    Its very much true. Last 30 yrs whenever new paycommission implemented, anomalies of pay and allowances raised and rectified accordingly related to offrs. If any observation raised with regards to pay and allowances of jcos/Ors, never chased in true manner by offrs because they are getting their dues so wht should worry about jcos/Ors. In the army a soldier become Sub Maj after 30 yrs long prestigious service however Indian Army Offrs treat him like Sepoy. Whenever it comes to carryout a task then they referred jcos/Ors separately but when it comes regarding any pay and allowances they referred all in one. I don’t expect much from them. It just delaying implemention of pay commission and at last anomalies related to offrs will rectified and then they will issue order to implement.

    SK Pillai is very correct. First fix the pay scale of Sub Major & equivalents and then workout down words to get parity. A Lieut with 2 years service is getting much higher pay than a Sub major who has put more than 28 years of service.

    I think my suggestion for the Pay commission of all defence person are as under while they are our defender and they are defend from external aggregation. So that, their pay should calculate at least 2.86 for JCO/OR and MSP for the JCO is atleast Rs.10,000/-.

    PBORS of armed forces can expect a justifiable pay and pension only if the pay of subedar major is fixed at or near to a captain(a junior officer) including MSP and worked backward to arrive at the pay of sepoy.the real anomaly is evident when compare to the pay/pension of subedar major and a lieutenant from 01/01/2006 with 20 years of service.
    Instead of grouping jcos/ors, if the group is changed to offers/jcos,there are chance to get near equality or justice to all.

    The disability pension of ORs are not considered at par with the current living conditions. The disabled personnel( ORs are the hardest hit) medical facility is restricted or not at all considered in the 7th pay panel. The ORs have to take treatment at their own cost for the disability they gained from defense forces which is very cruel from a Disabled ex-service men point of view. The natural justice is denied to disabled ex-service men by not giving free medical treatment near to their home hospitals instead of providing ECHS scheme of limited or impractical schemes to the disabled. Many life threatening medicines are not made available in ECHS clinics and there is no provision to purchase from outside for ORs. ORs have to be in queue for a whole day to get whatever available in the clinic.

    I 651457 S ex jwo gp X vedramrawat date of discharge 28-02-1999 with basic pension as rs 3206 pm enhanced to 7215 on 01-01-2006 6th cpc which was further enhanced to rs 8895 sept 2009 and was paid with arrears in 2012. But for the estonishment I after the judgement of hon’be s c of India I have not been paid the arrears of the same w e f 01-01-2006 to sept 2009 ? Kindly pursue my case and the payment may be made immediately. Thank you in anticipation.

    All pay commissions have cheated JCOs/OR of all three services. I joined the Army in May 1981 and superannuated in 2012.

    Govt has added so many facilities whether it is ration, tech pay, attractive salary, to officers but nothing extra to the lower ranks.

    Every pay commission moves forward on the track formed by the predecessor. Nothing attractive for this poor class.

    AT LEAST MSP SHOULD BE PAID EQUALLY.

    7th CPC table for PBOR not yet flashed clearly.

    7th CPC implemented to cent Govt employees but Defence forces are still refrain from it. How much clarification and what extra Govt is thinking for.

    All allowance and MSP should be equal to officers and Jcos/Ors.Military nursing service MSP is more than Jcos and Ors.Military nursing service is meant for Base/Command hospitals only which is located in big cities /well civilised area of India and they do not have any military training.They are serving like any other civil hospital employees.
    Pay and promotion policy should be better for PBORs.Pension of Hon. Sub Maj should be equal to the pension of regular Sub Maj .
    The pension of PBORs retiring on superannuation should be better than the proposed pension structure.Age at the time of retirement must be taken into consideration whili fixing the pension. There is no any chance of job in civil life who retire at the age of 50 years or above.

    I am totally agree my my frnds views. Jawan should be consideted equally for MSP. Today as i can see many jawans are quiting army and proceeding to abroad as they think it is better to serve in other countries as they get better salary there. If they have to face family separation and wait for ten bloody years for their salary hike a little bit standing on danger dead line everytime so better to serve in other fields rather than Army. i simply ask you in private sector who is going to wait for a little hike in ten years in their salary. No One. As simple as that. today Dal and Sabji is of same rate above 100 buks. Ache din kabhi nahi aayenge. Still i say Jai Hind.

    You are right but it is not possible bze rules are made by them. They will do in their favour only. It is not only for MSP but also ECHS. Subscription towards ECHS is equal for a JCO and officer upto Major rank. But facilities in ECHS are separate.

    Why?

    Bze we are not aware of this due to our personal problems and they take benefit of it.

    As you are defending in favor of Babus, I surely doubt, you are from the same breed. Anyway, no one is here arguing to decrease your MSP rather they all (Jawans) are asking to equalize the allowance for both Officer and Jawan. Some of the aspects am going to ask you and as you said you will say those with authority and authenticity,so just go through and answer;

    1) The special conditions of military life as liability to danger:- How many officers and Jawans are posted in Border Line and who is facing the life threat first?
    2) Being subject to higher levels of discipline :- Who’s remaining in disciplined, officer or Jawan? Always officers break the rules and are fully indiscipline than Jawans.
    3) Separation from home and family : – Is there any difference in between Officer and Jawans?
    4) Turbulence and the employment along the Line of Control:- Just answer, who’s guarding the LOC, One officer or JAwan and if any Bullet come, who will face first, One officer or One Jawan?
    5) Disaster relief, aid to civil authorities, protection of assets in the
    high seas, security of our air space,:- Let me clear about these activities, quantum number of Jawans are employed in such situations than Officers.

    So, am asking you if everywhere the Jawan faces the life threat first than an officer, then why MSP be different. But I will recommend the MSP should be higher for Jawans or to those officer and Jawan who really faced such situations but not for all. And another question I want to ask, if you are defending Babus, then why MSP is not granted for Brigadier and above because they don’t really face such unfavourable situations like Jawans and few officers.

    So, Mr Ali please grow up and give your answer with authority and authenticity. Hope you will surely answer if you dare.

    I don’t agree with Mr Ali. Offs can’t do any think without PBOR. Now a day’s offs can’t take dicisions at there own they need PBORs support. Offrs need all the facility like sahayak party, working party, etc. Then why so much of difference in MSP ? Not justified. Ok u selected as an offs but all cannot be on one branch of tree though all are one part of tree. If offrs are branches then PBOR are root. U got to believe that……… Mr Ali

    It’s a known fact that Indian army doesn’t move without officers. Our army is totally officer led. Will give a small example. In an CI environment wherein a coy operating base has got 5-6 jcos and 100 plus other ranks. Every time a column moves out for an operation it constitute of 01 officer, 02 jcos and 30-35 jawans. So on an average a jco or jawan is risking his life three times lesser than an officer. This is just one example. I can quote hundreds of such examples with authority and authenticity. I havent talked about accountability and other factors, which only an officer is preview to. Therefore no comparisions between officers and PBORs. Indian army has got a well defined rank structure and if any PBOR feels he wrong has been done by giving less msp or fd allowance, he would have got ample chance to become an officer even after coming into the service and prove his mettle. Most of you who are demanding more , i m very sure woudnt have taken part in a single operation or fire fight, thus are away from reality and officer -men relationship. Now thats the reason why officers deserve higher field area allowance and more MSP.

    Hard ship allowance : ln military service Hardship allowance desparity concerned a simple example ,when a soldier posted to High altitude / sciachien area he will not only fight with enemy but also with adverse climate..soldier stand picketing on or above on the ice, An officer concernd he will stay in a comfortable room with helper and passing order..it is very surprise that officer is getting 4 x time more hardship allowance than a soldier. It should be equal or more to soldiers.

    the gap between an airman and officer is very much it has rendered dissatispaction nd dispair among jawans as the working hand is jawan only I repeat jawan only.
    officers even have problems in signing documents.
    all the work is done by young jawans supervised by senior airmen.
    officers are only for scolding and crying over jawans instead of managing well and doing some good for our country and creating a healthy atmosphere keeping in mind the limitations of defence forces.
    In a single word situation nowadays is just like 18th and 19th century british india.
    So please do the needful in addition to minimize the gap between officers and pbors.

    Difference in PBORs and officers pay is tooo high. That’s why our difence services losing their valuable and experienced PBORs after the minimum engagement. This pay commission will decide a lot of things towards their extension of service. If this huge gap in payment, is continued, then we have to think about second option for comfortable life. Atleast cash for life in danger so called MSP should be equal.

    There is no provision who has serviced how much year in a particular rank
    Means one havildar service in the rank of have only 1 year and another Havildar service is 8 years in the rank of havildar both are GETTING SAME PENSION.
    THEY CALCULATED ONLY NO OF YEARS OF SERVICE
    NOT CALUCLATED NO OF YEARS IN A PARTICULAR RANK.

    1. Why there is differences betwbetween allowances for PBOR and Officers. PBOR Face the each and every climate chalanges from kashmir to kannyakumai from Rajasthan desert to northeast jungles more then offrs. Where ever offers goes they have all facilities from office to their living accn. Having all facilities they took allowance more then PBOR. If you think that it is right they have to give more then PBOR may please be request nature that do not affect PBOR.

    3 The promotion in the force is concerned some soldiers get too fast promotions for eg. A soldier of five years service is Havilder another one who joined the force as a soldier (trade may be whatever) before that five year served Havilders birth. In such a beautiful cultured country like India where is respect to the yielder. If you think they are doing tech duty etc you may please give them group pay there is no problem. Please once you feel like a soldier who’s service is 20 years is doing sentry duty and a five year soldier teaching them about duty and gives them lecture after all hi signed the duty register and goes to bed where is the respect towards senior solder by service. I request you to enter fare in this regard and solve the problem

    Secondarily, the method select by multiply the basic pay by 2.57 or 2.62 or other……. I should be in slab
    for example – 1000 to 2000 should be ……….. 2100 to 4000 should be…… and continues ……..
    If you will go back the Dearness Allowances were increase in slab

    Allowances of hard areas should be equal for all ranks, leh-ladakh is same scorching for all human beings then why should be anomaly in allowances. More the allowance less his hardness so govt policy is hardness who bear more will get less amount so it is inversely proportional. Govt should go through all the matters in deep.

    In companies which are running in 3 shifts, technicians e.g., electricians, mechanics, etc., are given single pay and allowances for first shift, double pay for other shifts. Do the Central Govt. Agencies ever tried to know the PBOR of the Army( especially Artillery) who daily works physically in 2 shifts and stays on reserve for the 3rd shift as a routine and actually works for all the 3 shifts when situation demands and cannot support physically his family or his family business e.g., agriculture?

    But I am very sorry to state that due to unavailable promotion vacancies some particular trades. they could not even Hony naik or any time scale promotion those who are getting only sepoy pension.I request you to consider in the 7 th pay commision.

    the offrs jcos and or mspay should be the same because the jawan who perform general duty for whole day and night whereas offr and jco they just performing the night duty only i.e, weekly once or monthly once how can they prefer more mspay than or who performing day and night this is illegal and more partiality to jawans and offers and jcos

    Good comments made by RS Rathore. He has to comment on the abbreviation of Ranks in the Army that, there was only Ranks as Offrs/JCOs/ORs in the Army 10 years back. That is Commissioned Offr, Junior Commissioned Offr & Other Ranks. . How PBOR introduced this is a new abbreviation, what soever it may be, but it has made to let-down the JCOs ranks in the Army, made by Offrs who are serving presently. Already the ranks are clearely separated as Officer/JCOs/ORs & it is clear cut, then why PBOR? Officers those serving in the army are not want to accept the JCOs as Junior Commissioned officer. Because of PBOR , retired chief supreme court Judges those who are nominated for re commenting new pay commission understand that JCO/OR are equal in the Army that is why they recommended Military service pay to JCOs/ORs as Rs 5200/- equally, where as the 7th CPC has recommended Military Service pay to Officers as Rs 15500/- this what the abbreviation PBOR has been made good High level Officers are in the Armed forces, well done & keep it up. Very shame.

    1. Please refer my earlier comments on MACP to PBOR of the Army dated 14 Feb 16.
    2. Supplementary comments on physical assumption of strips / badges of rank by PBOR on grant of MACP are as per succeeding para.
    3. If a man joins Army as an officer and serve for 26 years there, he will definitely be promoted to the rank of Colonel and physically wear badges of rank & get pay & perk of Colonel rank. It means, he gets four regular substantive promotions at the end of 3rd, 6th, 13th & 26th years of service. It has been done on the recommendations of AVSC committee 2004. However, the same was need of time as compared to civil services & to boost morale of officers. Really, it proved a morale boosting tonic for officers.
    4. On the similar lines, other ranks (ORs) were given three ACP/MACP promotions at the end of 8, 16 & 24 years of service.
    5. It is very much clear from para 3 & 4 above that an officer of army gets three regular substantive promotions (captain, major & Lieutenant Colonel) only in 13 years of service whereas an other rank (OR) gets mere three MACP on completion of. 24 years of service. And in these three MACP, he is not authorized to physically wear strips/ badges of that particular rank. Only one increment & grade pay of that rank is given to him. Therefore, there is a big disparity amongst Other ranks (OR).
    6. Moreover, there will be no extra financial loss to govt on physical assumption of strips / badges of rank by PBOR on grant of MACP.
    7. However, a separate pool of vacancies can be kept at regiment level to maintain rank & file structure on account of MACP promotions.
    8. MACP individual should be provided with all the pay & allowances and facilities which are applicable for that rank as in the case of officers.
    9. Keeping, in view the above, I honestly request to chairman & members of the 7th CPC to include my above point. And permission for wearing of strips / badges of rank on grant of MACP be give to PBOR in the larger interest of jawans. This will definitely boost the morale of jawans & will also remove the trench amongst jawans & officers on the basis of time bound promotion.

    I feel that MSP must be equal. Medical treatment must be considered in a single ward or under a roof for all ranks. Ration must be equivalent. Air journey must be auth to junior officers while move for temp duty. Clothing allowance must be started instead of clothing. Verbal order temp duty must be stop. A civil help line may be open for complaint for any corruption or mis use of military man power.

    As per the fomula, recommended by 7th CPC, the take home pension ( after commutation) for defence personnel who are retiring after 01 Jan 2016 will be less than the comutted pension being drwan by the pre-retirees. However, it is understood that, the 7 th CPC, has recommended two options saying that whichever is higher or more beneficial to individual can be taken. But under any circumstances, let any formula be adopted for calculation of pension or anything else must be increased and not decreased.

    msp should be equal to all rank notwithstanding the rank an armed forces bear, because the hardship being faced by the pers whether it is sandy terrain or snow bound are, the difficulties are same and more often, it is more worst for jcos & or than the officers who are already being given tripple time extra besic pay than jco and or. recommending enhanced rate of msp to offrs other than jcos or is not justifiable and commission should have re_thinkl on the same.

Basic pay already given to officers three four times more than other persons.     In the 6th pay commission there was two categories ie officer and PBOR after declaration of pay commission the categories has changed offr, Jco and OR is Jco non gazzetted offr if Jco is non gazzetted offr then OK otherwise pay categories would like offr, Jco and OR ( not PBOR)

    I request u that pls do not make differences between MSP and AREA ALLOWANCES of Officers and PBORs.because both r humans and both are indians.when nature has not compromise with officers and PBORs.everybody felling same in winters in glasiours.
    So why have difference between they area allowances.infact officers take every type of facilities which is not even for ministers etc-vehicles,quaters,sahayaks,cook,stewards.this all r coming from army.after all this things why they want more pay and allowances.
    Officers qualification is 12 for selection in nda and PBOR are also doing same as civil qualification
    So pls sir be polite for everyone and pls don’t make differenses between Officers and PBORs

    Honourable Prime Minister I would like to draw your kind attention towards MSP recommendation in 7th CPC for defence. It is matter of shame to see that one Non combatant is getting 10500/ and combatant force having always risk of life is rec only 5200/. further, why officers are rec 15600/ where as risk of life is equal to both i.e. officers and PBORs. As per our constitution life value of poor to rich, peon to officers and top brass to lower class is equal I do not understand that Mr. Mathur what type decision has delivered in his justice carrier. If he do not know even abc of defence why the carrier of 7th CPC is given in his hand.
    I humbly request to PM and Defence minister to look grievances of fourteen lacks PBORs and their families. Thanks with anticipation of a favourable action. Jai Hind.

    Will Da & increment will be calculated on X Pay as x pay is 6200 & 3600. What y group will get ? The differrence between the two groups will increase as the da and increment will be calculated on x pay. 7CPC did not give anything to y group pbors of armed forces.

    This is the three successive pay commissions, including the 7th pay commission and the same deal. I don’t know why PBORs of the armed forces are not looked after well by every pay commissions.. Same way, I never understood why every pay commission has degraded the status and pay of the Technical Airmen (especially the technical Sgts) in the Indian Air Force..
    Technical Airmen in the Indian Air Force are either a civil diploma holder or 10+2 in Science and thereafter undergo technical training in their respective training institutes. Although the qualification they achieve after completion of their training is equivalent to a civil diploma engineer, but the reason is unknown why the technical Airmen (equivalent to civil diploma engineers) are placed in the lowest pay band (5200-20200) with a ‘X’ group pay of 1400 rupees only, after completion of their training. Whereas
    the civil diploma holders are directly placed in Pay band – 2 with a Grade pay of 4200/- rupees. This is totally injustice with the technical airmen.
    Further, a civil diploma engineer becomes equivalent to a Degree in Engineering and gets promoted, at least, to the position of an Assistant Engineer, or an Engineer in 10 to 12 years. The salary also increases considerably. But for a technical airman, even to get a diploma engineer’s scale, he has to complete a minimum of 13 & ½ years of service, clears all the requisite service promotion exams and become a SGT (Senior non commissioned officer). Yes, this the rank, from when, a technical airman becomes eligible to get a diploma engineer’s scale. but, wait.. Does he get the actual diploma engineer’s scale then also? Let me compare and the
    picture will be cleared to all of you.
    1. Pay of civil diploma holder in 5th Pay Commission: 5000-150- 8000 / Pay of technical SGT in 5th Pay
    Commission: 4670-85- 5945. Later upgraded to 5000-100- 6500 (Reason? to give less pension?)
    2. Pay of civil diploma holder in 6th Pay Commission: 9300-34800 with a grade pay 4200/ Pay of technical SGT in 6th Pay Commission:-5200- 20200 with a Grade pay of Rs. 2800/-.
    Why this sort of discrimination and injustice? Why they will silently cry in distress? There are no sort of good politicians and bureaucrats in our country. Atleast they could have intervened and given justice to them. There can’t be any argument that higher ranks deserve higher pays, but does that mean the subordinate staffs need to be paid less, that too without any reason?
    Secondly, what does the ‘Military Service Pay’ means? The JCOs (Class II Gazetted Offr) & the other ranks placed below the Commissioned officers of the armed forces are
    less military than the military nursing offrs? Are they combatant? Why a non combatant staff will get more MSP than a combatant personnel? The JCOs and the other ranks are also central government employees. They can’t form an
    union. Even some of their fundamental rights are restricted. Is it the reason to no give them a hearing in every pay commission? Please think for them also. They also need to be looked after. Please give them their rights. Is there anyone who is listening?

    I think authority had forgot the cpc means it was for eradicating disparity between rich and poor by this 7 cpc burdon of gov could have minimised by this means but rich are becoming richer and poor are becoming poorer though both r doing same job same hardship same work if you leave abt airforce inwhich or’s doing more exept f/p. Too much disparity of msp they could have given allowences to the mns rather msp according to posting 7th pay commission is diappointing.

    For pre-1.1.2016 defence PBOR pensioners , post-1.1.2016 pension formula should be as under :-
    OROP pension as on 01-07-2014 X 2.57 or 2.62 (whichever is applicable)
    Product (-)Rs 1000 (50% of Old MSP) + 2600 (50% of revised MSP)
    For Example :-
    For a subedar of 28 years service :-
    OROP projected pension -Rs 14575.
    Multiplied by 2.62 = Rs 38186
    Deduct Rs 1000 = Rs 37186
    Add Rs 2600 =Rs 39786
    Rounded upto = Rs 39800
    SATISFYING AND LOGICAL
    NO ARREARS = NO LOAD

    Majority of PBOR and JCO are from villages and holding the responsibility of joint families and their own children along with the border hard duties .they r getting very less pay is not sufficient to look after their families .This condition is main cause to make them disappointing and some times depressing they can’t focus on their health their duties and also it leads to suicide like cases happening in field area.so its the time to save our soldier to protect our nation .No army can get victory with demoralized and depressed state of mind.Every govt deals with few big brass officers and unknown to ground realities and problems of jawan.jawan and jco,s are not allowed to open their mouth even to speak truth. Our govt. Needs to make a survey by sending special teams in army uniform without informing even the co of units ,as they r on temporary army duty to reach the depth of shocking truth.

    Anyone from elite class ( Defence Officers) may clarify as they are abusing Babus and Netas for wrong doings everywhere like in OROP ,PAY, PROMTION Etc.
    1. Who proposed separate MSP for Officers, Nurses and Jawans?
    2. Who proposed MSP for Nurses more than a Subedar Major?
    3. Who proposed Second Lieutenant rank be scraped but never bothered for Sepoy rank to b scraped ?
    4. Who proposed reduction in time scale for Capt, Major and Lt Col and increase in time for Havildar / Sgt/ Petty Officer?.
    5. Who proposed that minimum time for JWO in IAF b 19 years in selection and brought Lt Col in Time bar to 13 years. In both cases, min time was 17 for selection grade. Lt Col pay increases on promotion from Major by 32000 to 35,000 in 13 years time bar while for Sgt 13 year time bar 1800 only and for selection grade JWO it increase by 3800 . DA @ 119 % Ref.
    6. Who proposed that promotion from Sgt and above will be based on ACR / Merit and for Officer 4 Promotion Time bar?
    7. Who Brought Lt Col to pay band 4 and Not brought Havildar to PB 2 . As per 6 CPC report, PB 4 was given to Maj Gen and above.
    8. Who made policy to Kick more than 70 % Sepoys after 17 years of Army service without single promotion and keep Officers in service up to 55 yrs ?.
    9. Who justified that your car will become scrap within 4 years and you be allowed to buy again through CSD but a jawans car will not get a scratch for life time.
    10. I can list many more but I hope the above mentioned points are enough to tell you that stop fooling us on the name of Babus. I’m sure 90% Officers sitting in AC Office at HQs are real culprits behind all the discrimination and injustice for above said points.

    Hony Nb/sub get the pension benefit of Nb/sub . and why the Hony Sub/Major did not get this benefit..

    Indian govt should put the survey of previous 10 year and find out who are those pers get promoted the on rank of Hony Lt., Hony Capt. You will find persons under below to get such benefit only..

    (a)Acount JCO
    (b) Ration JCO
    (c) CSD Canteen JCO
    (d) Officer Mess JCO
    (e) JA JCO
    (f) Medical cat JCO ( They also got the medical benefit)
    (e) Sub/Major of the Unit (is the only legal selection for (Hony Lt. & Capt )
    (f)Other Subedar May got promotion Hony Lt/Capt at Army HQ Approach (With Civilian Employment Staff)..
    (g) Some JCO get the posting as where the previous officer posted, So they function as they got the benefit in previous unit.
    (h)Senior JCO of the Company.

    Subedar those do their Army duty only with 100% devotion and dedication they will get only Hony Sub Major Rank without pension benefit.. They obey the order and also motivate the staff under them to do as the Army Orders…The are the only Back bone of the Army.. They are the only pers to do BPT/PPT test and do it upto 45 years..

    You will see that Cat Mentioned above (a,b,c,d,e &f) never do BPT &PPT. They may on leave on the day of Adm Inspection day or on other annual Inspection.

    Please stop this selection procedure. .

    1. MSP was a very nice concept but the way it was introduced was very disheartening, it is for the hardship and the toughest condition Military personnel faces and when we use Military Personnel it includes all starting from Officers to PBORs. Hence it should me made equal.
    2. it was thought that the 7th Pay commission will throw equal light for MSP for all Ranks but it is very unfortunate that rather than solving the issue it has raised concerns.
    3. The Joke of the day was that the front line soldiers will get (5200/-) half the MSP of Military Nursing Staff(10800/-)

This commission has recommended greater MSP to MNS who is working in hospitals in comfortable locations. Really it is a joke of 2015.

    Sir in navy aviation fields X group and y group work, courses and responsibilities all are same y group sailors doing same work as a incharg, supervisor duty on aircraft than why y groups pay allowance are different in Airforce same intry all are in X group but in navy in y group, maximum X group sailor working under y group supervisor on aircraft it is very bad decisions for payment side for y group sailors in navy who are working in aviation fields,

    What about Honorary Officers pay scale. They are suppose to get more than Flt Lt rank but less than Sqn Ldr rank. All other facilities must be same as officers specially Medical facilities. Risk factor and special allowance must be same for rankers and officers.

    In armed forces all are serving the same purpose. Why should be the difference in MSP and also in family pension., disability pension. There should not be the discrimination. More over why solider should be in PBOR1,if yiu see in Air Force techneciean s are well qualified without that they can not sign the airworthiness. One most know the cost of the Aircraft and the costless fighter piolet life.

    Helper system is not valide this is the British rule and now officer misued our Jawans. Officer used Jawans as a labour in his personal work, his family also treate Jawans as a labour. Jawans used in this type of work his morale down.

There are equal standard for physical fitness for pbor and officer than why there are difference in the ration allowances.There are equal climate condition in field and high altitude area then why there are difference in allowances. There are equal Military service to the Nation then why are difference in MSP allowances. When the pbor and officer are living in the same city then why there are difference in allowances.     MSP is for serving in the military of india. all the officer’s and PBOR’s are serving in same military and same purpose, but the differance recomended by 7th CPC is more than 10000.
    as: officer-15500
    pbor- 5200
    this should not be done in any case. MSP should be equal to any respect of rank.
    THIS IS HIGHLY RECOMENDATION DUE FOR PBOR’s.

    INJUSTICES towards JCOs, ORs in 7th CPC
    1. Once again pay commission has recommended inequal MSP. JCOs, ORs 5200, MNS(for NO risk at all) 10800 and Commissioned Officer-15500. My finger is healing here. My Heart is trembling after seeing this injustices towards JCO, ORs. India know MSP is paid for risks faced by our Fauji. India know/see that maximum risks are faced by Jawan, JCOs. So Jawan, JCO’s martyr rate is much more than commissioned officer. One can easily understand it by seeing all martyrdom which took place in last 6 month or say last One year. Hence, Jawan/JCOs must be paid more MSP. But pay commission has not understood this open fact. Services HQs are also guilty for demanding MSP on percentage basis of basic pay. So now very bad result has come. GOI to rectify this MSP issue.
    2 once again Militiary Diploma holders are cheated by pay commission. It has not recommended all militiary diploma holders pay and GP at par civil diploma holders.
    3 IAF backbobe Sergeants, army Havildar and navy’s PO has been not recommended in higher scales(pay band2). So a jawan will enroll in pay band 1 And after rendering colourful services of 20,17,15 years , surprisingly they will continue to retire in pay band 1 Only. We know that in civil an pay band 1 Employee get promotion to pay band 2 within 5 years only.
    I request you all don’t leave this injustices this time. Tight your belt to fight against these injustices towatds JCOs, ORs.

    As for as MSP n allowances of FD, HA, SCCIA, Glacier, hardship are concerned , there shld no any difference between offers, jcos n OR. All shld get same allowances. Bcoz all faces the same hardship in that particular area. Rather lower ranks faces a lot of difficulties.in these areas. Offrs get all facilities of room heating, hot water, living comforts within his room with the help of a domestic help person who is a person detailed as his sahayak from the coy jawans (lower ranks). Even a offrs use two sahayaks in some units for their comforts. Whereas OR lives in barracks with only one or two room heating devices with No attached toilet/bathing facilities. For that they to go out side. As for MSP is concerned all are doing military sercice . Offrs are not doing double military service. It is all the same military. So why extra that also 3 times MSP to them. If MSP considered separate for offrs then why not separate MSP for JCOs. There is three categories in army I.e Offrs, JCOs and OR. No PBOR. When all allowances are applicable as per three categories then why this MSP is not being considered so. Like wise TPTL also. Rather it shld be same for all places. No higher n lower rate. Petrol/diesel rates are same in every place. It is not cheap in rural areas. So Govt shld act accordingly. Not on the basis of CPC report. CPC has already given 12 times hike in the salary of offrs in comparison to a Sep (lower rank). Hence there shld be parity in the allowances and MSP. Finance minister/the committee which will look into the pay commission report shld take note of this.

    PBOR should get more MSP than anyone, they face extreme conditions and also highest casualities compare to anyone.
    Many soldier committed suicided and today also commiting suicide, reason behind this mental pressure of duty, facing extreme conditions in disturbed areas.
    but getting least MSP and least basic pay.
    who cares for them? noone.
    Everybody busy to raise their status issue.

    I have seen in Vth pay commission how brutually voice of Airforce PBOR suppressed.
    no representative of PBOR in panel, tab jo bhi milega lena hi padega.
    it is duty of all exseviceman to raise voice against disparity within the organisation for next generation PBOR benifits.
    I really surpised nurse are kept above in MSP compare to PBOR. Civil mei nurse ka kitna payment hai? Defence mei kitna hai.
    Atleast PBOR should get msp above nurse.
    MSP should be same for all, like children education allowance.
    PBOR considered 3rd class soldier in VIth pay commission that why 2000 military pay for soldier and 60000 for officer and finally in VIIth pay commission certified it, thatswhy PBOR MSP below nurse.

    when two equal service subedars working in a unit, one got his promotion to Subedar Major and kept in situ, another sent to a field station. Because of this fd tenure the another getting his honorary rank of Lt, though he was not eligible for his regular promotion. So he will be able to get more payment as well as more pension that to 3 to 4 thousands more, in the basic pension. It is not justified one. Hence, subedar major payment & pension should be fixed with more to bridge the gap at least minimum in the pay scale/pension.

    Officers are demanding too much. The difference between officer and ranker must be reduced. Honorary officer must be paid more than Flt Lt but less than Sqn Ldr. Other ranker must be paid higher pay in orop. Also we military personel must know we are retired soldier as such we must not pressureized Govt more.

    Sir, In 6th CPC, it was recomanded to pay technical pay to the technicians of IAF in addition to payment in a particular rank means the payment in a rank for all irrespective of trade and group recomanded same but it was over looked at the time of fixation of pay after 6th CPC. When the same point was raised in Air Chief site, it was confirmed that matter was taken up with MOD/Govt.of India and is under cosideration. Now 7th CPC in process but no action has been taken till now. Now it had created a diffrence of around Rs. 10 thousand to Rs.
    12 thousand in same rank on same lenth of service which is un-justified. Matter may be looked into.

    Sir, I want to draw you kind attention towards non cosideration of third child as dependent of his own father. In case of defence personnel, person is bound to go on postings away from home. Since it is service requirement and his third child can not be left behind, expenditure on his movement should be born by the service and not by the individual. 2. Girl children of a person should be considered as his contribution in devlopment of the country, because girl child ratio is reducing in th country. Regards.

    Sir i request that so many difference in payband and grade pay in technical trade in armd force like in Navy have a 3400 grade pay rank categories in soldiers but not ather in like air force and army thn why navy authorise to draw 3400 grade pay . Some technical trade work on aircraft in air force army and navy and get same payment as here same trade thts work in groud duty with fully ac room 3 witch duty pls this type of harassment can getdown the moral and due to those ar working on aircraft they ar leave the services as erley they can like it so try to catterise this 2 why officer get more TPT and milletry pay as a soldiers get less same distance same defence that not a right point u can give basic pay and allowience more but not TPT and msp

    During 6th pay commission all other catg. Combined and categorized as X,Y and Z. All trades like E group,D group, during 5th pay commission merged with group Y. But no Y group trades upgraded during the 6th pay commission ……for ex: clerk GD and clerk SD which are backbone of Indian army…..they works 90% official task by own as well as no limit of working hours of these clerks……They works hard without taking care of their health day and night , but still these clerk trades not upgraded till now in my point of view.

    ALL CLERICAL TRADES SHOULD BE UPGRADED TO X GROUP DURING THE 7th PAY COMMISSION .!!!!

    Sir ,we are all equal in Indian army but our salary / allowances are different in eme we are all technical but we don’t get x grade pay but we do same work and duty and some are get x grade pay …
    Or sir ,they effect the moral value of the soldiers
    So sir ,please implemented that…

Clerk only worked in office premises but GD soldier is the hero for ground who have the skill and brave mind to victory while I have observed 20 percent spelling mistakes typed by clerk during his official work therefore you are requested please taken a good decision who is the correct right for x group.

    Sir all clerks generally come in Group Y as well as Sol GD. but at the time of enrollment the criteria also seen I.e. minimum 12 with 40% marks in all subject and agrigate 50% with English and mathematic. inspite of this, there is no varioustions in both Sol GD and Clerk. may I request your committee that clerk trade must be include with X group in the 7th central pay commission

    The difference in salaries in each pay commission between officers and men is growing huge and ratio should be mitigate as expenditure nowadays is equal to all, hence officer cadre should come forward for their younger brothers to get raised their salary in a much satisfaction way.

    Sir, I request you that “X” gp pay must be abolished from army this is because we all are working in same organisation and getting same benifit wearing same dress and eventhough the education qualification are also same and the ration scale is also same , this is only effect the moral of rest of the troops who are posted in border areas and far from their families then why such types of reservation is giving in the army as our country already facing such types of problems. It should be better for us that govt have to took some steps for betterment of army personnel and increase the retirement age or to give the opportunity for resettlement in govt department after retirement or posted army personnel in para military forces for their betterment.     Sir, we all are soldiers and doing the duty/ work as per authority alloted to us and all are equal and also wear same dress eventhough the ration scale is also same therefore i think there is no need of ‘X’ gp pay in army and it will be better for all the army personnel who are posted in border area and from infentary bn. Sir this x gp pay effects the moral of the soldiers who are doing the same work or more difficult work rather than the pers who are getting the x gp pay , this pay required to be abolished or should be given to all army not for some nominated pers who are already getting its pay.     Please simplify the pay structures of all Service cadres like other central government departments.
    Why a departmentally promoted Class II Gazetted Officer (JCOs) cant expect the same salary and perks of a direct commissioned Gazetted rank officer of his cadre. eg, Lt is commissioned as Class II Gazetted , where as a JCO (Naib Subedar) having more service and experience than a Lieutenant is less paid and his promotions and perks are calculated on a different methodology by creating a class within a class. Please remove all such anomalies – if a Class II Gazetted Officer, either a direct or departmentally promoted, the status and perks is same.

    In the above table and site also the term PBOR (Personnel Below Officer Rank) is purposefully used for and JCOs salary is placed below this column. Please remove the table of JCOs from this column as JCOs are Class II Gazetted officers. Don’t make / create a class within a class in contravention to Ministry of Defence rulings. JCOs are conferred Commission and Commanding powers like the cadres upto Lt Col by the President of India. As you may aware that Lt to Lt Cols are also Class II gazetted officers as direct commissioned and the JCOs (from Naib Subedar, Subedar and Subedar Major) are promoted after clearing departmental examinations like in the Police departments. Please don’t use such derogatory terms purposefully or by ignorance. You can upgrade yourself on this by searching through google on the status of JCOs cadres.

    Technical people of IAF can not be compared with the people of any other establishment.

Their are 3 Grades In Armed Forces – Commissioned-Officers / Other Rank’s-Officer’s including Honorary Commissioned Officer’s & 3rd Grade is of Combatants designated as ‘Soldiers .     I’m serving with Army Medical Corps since last 18 yrs as a Storekeepers Technical (SKT) . Job of SKT is very responsibility and SKT in AMC is dealing ‘Q’ branch . We are dealing all types of stores including control stores. We are responsible for care & preservation of stores, maintenance of ledgers and inventory as well as document correspondence is done by SKT. And in addition duty of clerk SD at minor/major unit. Our entry is 12th but no proposal has been taken to upgrade SKT trade to convert it from Y gp to X gp in coming 7cpc. It’s our humble request to consider to this matter seriously.

    The proposed OROP table is NOT showing the revised pension of a Hony. Capt with 27 years of service or less. I became Hony. Lt(IN) in 27 years. So there should be table indicating the length of service of Hony Capt or equivalent.

    After retirement medical fecility is not available every where for paramilitary force members. There are many organisations such as CSI or govt medical insurance schemes even poor people. But there is no such schemes at nearest for retired pm force members. Govt has to cosider this as earliest.

    Basic Pension of Honorary Capt is shown in the Table – Rs. 17905/-.
    Basic Pension of the regular Capt is shown in the Table – Rs. 25600/-.
    I want to bring it into your notice that, Since both are getting same Pay and Allowances during the service , Why too much difference in the Basic Pension after more than 30 years of active service? Kindly rectify this anomaly.

    Sir, my tdade is Clk (SD). It is ashamed to mention here that the structure of pay followed by the pay commission during past years is absolutely a big SHIT. The minimum qualification to enrol in the trade of a Clk in Indian Army is +2 and min of 50% marks each subject. In the same way, the qualification for enrol in the trade of tradesman (cook, barber, mochi, Safai wala etc) is matric fail whereas these two trades are included in the same group pay ie, Gp -Y which is not understood. A clk is overall responsible for the whole unit/ests just equal to an officer and the Gp in which they thrown is absolutely shameful. I am mention here these things on behalf of whole clk category of Indian Army and hence it is requested to upgrade our trade into the category of Group ‘ X’ onwards.

    Dear Sir,

    1. The X group personnel are normally diploma holders in Navy. However the civilian counterparts are getting 4200 as grade pay in the starting initial joining.However the X group personnel are getting 2800 are starting grade pay which is not justified.and sought rectification.

    2. Identity of all personnel including Sepoy or JCOs has been tarnished by the introduction of PBORs. There has to be some respect towards JCOs who lead the men..

As we all are under bond for 15 or 20 years of service. we should put our best josh for the work. work for the nation and not for someone. Serve the nation with pride and feel satisfied and quit the job early after 15 or 20 yrs of service. then work hard outside and do something good for our families.

    The basic pay scale from Sepoy to Havaildar is same. The difference is only in Grade pay Rs. 400/. . These are not time promotions, u need to clear ur exams and also need to complete the no. of years in the ranks. Also in the case of JCOs.

    Is the basic scale of LDC, UDC and Section officers same. Then why this disparity in case of defence personals. .

    I Have some news about pay commission for defence personnel.

    First and foremost ,all defence personnel (PBOR) will not get same pay as per their civil counterpart because they are industrial means they are related to production and defence personnel does not do any production. The Defence personnel only gives his and his family’s life for nation but does not produce any thing.

    Officer in the Defence they will also feel pinch as they will not get hike as per their expectations. But they will continue to get all the services they are getting like buddies, service vehicle for family shopping and many more.

    Salary will not increased as 6th CPC hiked. This Govt has already told that they doesnot have anything to give. but they can donate money to other countries. also they can claim a huge success of Indian Armed force in Myanmar.

    Have any of BJP or Cong minister have taken responsibility of dead 18 Defence personnel.

    A primary Teacher at Delhi Govt gets around 40,000/- while staying at his native place, but a jawan gets less than them while surviving Siachen Glacier.

    I will end this with a personal experience today i have gone through.

    Today I went to MH for check up of my son as yesterday he fell down and got minor fracture.

    The receptionist told me that….
    IF U R AN OFFICER U CAN GO DIRECTLY FOR CHECK-UP OR IF U R A PBOR THEN U NEED A REFERENCE SLIP.

    By this u can make out in what type life in defence we are living with this a huge DISCRIMINATION…….

    Dear Modi sir, I m glad to request that, I m corporal of Indian Arms Forces, we have a few points to submit you that 1. Our grade pay is less than any civil central government employees, our assistant comes under pay band 1 one, they comes under pay band 2 two. 2. Our military service pay is less, it should be equal to all ranks, 3. The rank of Sgt / Hav/ Petty offer comes under pay band 1 one, but in case of officers it is changed to next pay band 4 four, both will take 13 years of service. 4. Our TA/DA for temporary duty is less, which is not sufficient for pay food bill for TD.

    Sir, as a defence personal we are always anytime anywhere anyway ready to fight ready to do anything for the country. So we do multiple jobs. Please sir, do good for us.

    disperity in pension. Average retirement age of a soldier is 42 years whereas a civilian counterpart is being retired at 58-60 years.Based on 6th pay commission govt has sanctioned 50% of pay as pension to both the said categories whereas in 5th pay commission a soldier was geting 70% of total pay as pension. It is not the justis to the poor soldier.being given by 6th pay commission which is to be compensated in 7th pay commission

    1.msp given to armed personnels varies in a great difference from officer to pbor,while both faces same type difficulties in opreational areas.pls have due consideration regarding allowances given to armed personnels in respect to facing hardships.
    2.grade pay of sergeants is less than civilians having same period of service length.
    pls have a little bit care in case of armed personnels.jai hind.

    Sir , There are two clause in servvice term nd condition. As per uniformity service condition should to be removed nd given age retirement. When responsibility raised on our solder we forcibly have to retire due to service limit nd find very difficult life to settle in civil life. Plz raised age limit as per rank in PBOR at least 54 JCO nd 50 NNCO. so that no need to work on retirement.

Later It was merged to ‘Non Technical Trade’ for that minimum qualification is 50%, sir please keep in Technical Trade as It was initially recruited & job is also technical .

    Disability element to warrant officer in Army Postal Service (APS) get as per OR,s rate. But when warrant officer of APS admitted in Army Hospital, he got facility of JCO, He got bed in JCO Ward also he got quarter from JCO Quota, Canteen facility available as per JCO level, PT uniform also as per JCO. But when disability element calculate OR,s rate take into consideration.

    So, It is requested please take into consideration above ground and calculate disability element as per JCO rate in 7th pay commission. I not telling about service element it is depend upon pay scale. but disability element is depend on medical authority opinion on his physical and mental health.

    We are eagerly waiting for 7th pay commission.
    In 6th pay commission non commissioned ranks of armed forces has been deteriorated. In 5th Pay commission Technical Sergeant of Air Force were with the pay scale of 5000+ but in 6th cpc they were dragged in 2800 pay scale instead of 4200 and the alimony yet not resolved as there is no organization is established for their benefit. The committee of officers raised voice for their and his benefit which compromise by getting their benefit leaving the issue of PBORs

    in defence every rank takes equal risk.but msp of ogficer and jco and or are much differ they takes three times. a sub Maj after compliting thirty year of service takes map 2000/- where as a newly recruted Lt receives 6000/- which very injustificatin for below officer rank. in this pay commission you are requested to rectifie this difference.the difference between maximum salary and minimum salary should be low as compared to1:12.Thanks

    Sir in Army, Sub Maj is the highest rank in jawan as compared to Maj Gen or Col in Officers but there is no seperate pay scale for him. U will say that u r giving the grade pay to him. Ok. But there r very less Sub Maj in the Army…one per unit who control all the unit say 6 battalions. He isbbeing selected after panel of officers. Please consider special increment keeping in view of his image and selecting criteria.

    Sir in AMC all technical staff (paramedical staff) are 10+2 with biology and minimum 50% mark requared for enrolled. And they all are work with patients life saving machine and other patients related work .in 6 CPC the technical staff are Y group.even they are qualified in 2-3 years diploma from various university. eg-3.5 years diploma from Indian nursing council. So it is my request to you please do justice for above trade.

    I have worked with BSF in high-altitude, their job is very tough as compared to us(Army) at the same place. Facilities to them are very less and responsibilities are very high. Pay and other facilities like MSP, canteen, pension etc. should be extended them also.

    I think all PBOR will grt justice in 7th pay commission. We have faith on Justice Ashok kKumar, Chairman 7th Pay commission. As he was chair person of ARmed Forces Tribunal. He knows the problems of POBR. Defence Officers are only worried about their pay. No where their representstion of POBR. Only officers representation. Voice of POBR doesnot goto RM directly. Only defence officers mercy what they convey to defence ministry. I think POBR will get justice because of Justice Ashok Kumar

    If the area and climatic conditions are same for every one than why allowances are different?
    If we all are serving in army than why getting less msp than officers?
    If there should be a educational gap than why clerks, gd and tradesman in same gp?

    So please consider my points.

    1. CEA should be granted on declaration of individual and paper work should be cut. (school bill and etc should not required)

    2. Transport allowance/Transfer Grant/Luggage Claim should be granted on easily/Priority basis. In the army the claim not granted timely by PAO (OR).

    3. By Air facility should be provide to all PBOR.

    4. Railway Warrant/LTC should be provide to all PBOR for tour to any where in India. Clause for NRS/Unit NRS should be remove.

    5. Railway warrant/LTC should be provide to children of PBOR, who are studying in hostel/boarding school from Hostel to parents.

    6. Leave encashment should be increase 400 days instead of 300 days.

    7.. Leave encashment on LTC should be encrease 200 days instead of 60 days.

    8. CILQ/HRA/FAA should be granted to all PBOR who are leaving single at any station in india.

    1. Actual fact that Indian Army 100 % based on clerk’s . In 24 hours clerk working in a office 12 hours in every day any where requirements. Other groups as Gd, Tech, education instructor, APTC etc. they are do only their duty 6 hours in 24 hours. Clerk’s always solve any problems as welfare, documentation from Sepai to officers. 2 2. As per policy enrollment clerk’s should have 12th pass degree and 50% marks each subject and for Gd required 8th or 10th pass

    So why pay scale are same clerk and Gd???????
    and why both are in y group???

    So, I would request you to look into the matter deeply and upgrade the trades of Clerks to ‘X’ Group respectively.

    I am working in Indian coast guard. Coast guard is a fourth union armed force and which comes ministry of defense. But we are not getting MSP and old pension.I would requested you in this pay commission what ever armed forces will get that may be given to coast guard with pension and MSP. Due to all our works related navy and what they doing we also following to them.even my DG also from navy.so why different from navy.and
    we are sailing with a little ships. During rough seas survive at very very difficult. We can’t take food and water.. And that time we have to board marchent vessels,suspected boats , search and rescue .but no one is under stand our problem.we have much less of man power in Coast guard ships.we are doing continue duties in ships and base units also.
    We have only 45 days E/L and 8 days C/L.but army, navy and air force personnel getting 60 days A/L and 30 C/L. We also under defense .why this with them.

    Sir,It has been observed since last pay commission(6th) that when pay commission is about to declared, at that time these types of nonsense articles are posted in every newspaper and media. Is there really deficiency of Officers in Armed Forces ?????????? Really no. It is only to hike pay and allowances in the coming pay commission mentioning less Officers in Armed forces view less salary. Are u agree with it?????? If they r getting less pay and allowance nd privilege then why their retire percentage is so minimal ??? Previously where there was a JCO was posted now a days that post is governed by a senior officer along with two other officers. Then where is the deficiency ??? This is only to hike pay nd allowances in the coming pay commission stating there is shortge of Officers. Is there sufficient jawans????? Actually system is running with lack of jawans. My humble request to Mr PM nd Mr Raksya mantri to find out the really cause. If there is a need of hike of pay and allowances then if is the jawans first. They get minimum salary which is hand to mouth only.There is a huge difference in officers nd jawan in all means let it be salary,facilities, privileges or others.     civil service invalid pension is given after 5years completed service but in army 10 year service is required to earn invalid pension. in civil service 9year and oneday is counted as 10 years for the purpuse of sanctioning pension and quash the concept of attributable to or aggravated by the service to earn disability pension because all the disease occures due to the stress and strain of army service. very very hard job. like a life imprionment in the jail. civilian employees domt know the difficulties and mental strain a soldier undergoes. even phisical tortures from the seniors. no fundamental rights, no human rights pl look into the serious matter and try to give maximum benifits and welfare steps to all serving persions and ex soldiers.

    Maximum officers of armedforces areutilize govt vehical for their wife son and doughter except it dougter’s boy friend they showing there service power in civil society whenever need vehical to drop at duty place to soldiers concern dept officer tell that u r getting tpt allowance but soldiers could not repeat that u r also getting tpt allowance because if he saying these words same time he will do extra duty
    So 7th cpc head sir please finish the tpt allowance of officers because there is no rules to ban of using service vehical for personally they forcely make wrong trip sheet by the serving drivers
    They getting extra ration in spit of it they used ration of soldiers in ther party soldier get the food very bad
    Please finish these type of irregularity for saving our soldiers

    Sir, its my humble request to cpc team
    I am seving in Engineers corps in the Rank of Nk/ JE(civil) but not having same privillage as compare to Non Combatant JE in respect of Grade pay while our education qualification is equevalent and having same responsibility and discharging same kind of duty inspite of that why we are getting lower Grade than of Non Combatant JE resulting which making a huge diffrece between us in respect of all facility like accomodation, travelling etc. And we should be promoted to the Rank of AE after a certain period of sevice as a JE .Sir all combatant JE are feeling this. Sir please make a solutipn to terminate the differece.

    I am really excited to see the very valid points are raised by serving personnel. Nowadays Jawans are equally qualified and there is hardly any difference and they can not tolerate the differences created between Offrs and PBOR by Britishers and further widened by Independent INDIA. PBOR are still treated as slave in Army and thus resulting into demorialusation among the serving personnel. Nobody want to stay after attaining the pensionable service.

    Detailed study is required to be done in regards with the diff in pay scale of MNS and paramedical staff, different scale of ration to Offrs and Jawan, equal msp to all serving Offrs and PBOR. Those are very burning points may lead to many complications at a later stage.

    We have very wise team of Ministers in the NDA and I am sure the persisting points will be delt with deep thought and sympathy.

    Aviation technicians are posted for technical purpose but they misuse for different type works & personal work ;they used in mess subji cutting roti making & ration collection quarter shifted & many types of unrespectfull working/ so pl defined individuals duty& both offer & OR facing same climate but facility are different. But you notice one thing in all views we discussing about our another soldier payment who getting more payment than us, that’s why nobody can take our views as serious because we (PBOR) have no unity in our PBOR level. U see one thing no offr post any comment. If you are really want a favourable pay commission for us just post some possible demands like (a) Equal MSP (b) Upgradation of trades as per education qualifications (c) Facilities at work area (d) Surprise Audit of accounts by CAG team in defence units. (e) One ex servicemen (PBOR ) should be in commission

    Suggestions regarding Defence Services
    1. Army Medical Corps, EME, ASC, AOC should be civilians except those posted in Infantry, Armoured Corps and Artillery.
    2. Military Service Pay to be graded as per risk element. For example, IAF Ground Personnel and those from Army Medical Corps, EME, ASC,AOC and clerks face least risks hence should get only 10 per cent of pay as MSP, while Infantry should get 50 per cent of pay and others 25 per cent.

    Sir,everybody is taking about msp,grade pay,..etc.sir an officer in IAF always prefer temporary duty(TD) to do than its duty on base because if he stay on TD eg .10 days he will earn Rs.30000 to 60000 depending upon rank with all instance facility. Whearas a PBOR for the same period merely R’s.800 to 1000 with lot of hectic.really a jok. Officer take TD as a earning festival. PM sab & RM sab pls stop this exploystation.As an solder I must do duty all over the country ,so why TD claim .either stop it or look into the desperity in the 7th pay commission. Jai Hind..

    1. Military service pay should be equal of officers and jawans bcoz risk are the same for both.

    2. Pay ratio difference should be minimum between officers and jawans.

    i have some points about 7 cpc
    1. msp same for all rank in armed forces because risk of life is same for all
    2. tpt allowances is same in all cities because cost of diesel is same in all cities
    3. tpt given offrs tripple times than soldier then after they all used service vehicle
    4. promotion panel is very slow in iaf and army while promotion in navy is fast
    gp x in navy become petty offr in short service why gp x in army and iaf not

    I am happy by seeing that even serving pers of all forces have also posted their comments. The points of equal msp for all is very very valid and it should be sorted out in 7th cpc. Only 3 percent of defence forces(ig Officers) are not performing but it is a combined efforts of everyone. Why an offr should be paid msp three times a jawan and jcos . In my opinion Sepoy should be paid more msp than an offr because he is the real performer and facing all odds. Offrs are enjoing even in Siachin and they very rarely come out of their bunker.

    There has been great injustice with gp B from last three pay commissions and brought down at par with a gd soldier. Their demand also need to be looked into.

    (1) Hony Flying Officer

    in 7th CPC as the same was ignored in 6th cpc.
    Case was taken to tribunal court & altimately won the case.

    It is very difficult to serve in the indian Army rather than other jobs. Netaji subas chandra bose told . U give me blood i will give u freedom. But, where is that freedom. There is no freedom of a soldier in the indian Army.we are serving both mentally n physically. The life of a soldeir in the army is very difficult compared to the life of a offrs in the army. Offrs take full enjoyment n freedom in the army while for a soldier it is like a jail. Once u put ur step in the army. Its like a punishment for ur whole life. Why soldeirs serve like a servant n offrs like a king. Do offrs have a special flesh n bone than soldeirs. Same human being same blood then Why do they treat soldiers badly. Regarding the pay and allowances. There is a huge diffirence. Don’t know why. When will these problems be solved. During which government. Only a soldier can unrerstand whats going on him. Hope,miracle will change indian Army one day. But when . God Knows.

    In for airmen clothing provid by logistic that is very out fitted and poor quality .and same here office drawn money against clothing . The cost of logistic clothes are more than to civil. And waste of men power in each station .at least two members are detail for clothing .we can use that men power some where else .plz we want same as office drawn the money against clothing.

    Respected 7th CPC Board, sir my request is that regarding promotions, now days in army lots of differences for promotion in PBOR. As a clerk got promotion to NAIK & HAVALDAR earlier I.e before six years. But as a GD soldier got promotion to NAIK after completion 16 years and 22 years for HAVALDAR, this is in justification. Rank should be as service wise, because everyone is satisfied. Although, payment between officers and jawans very differ. It should be consider in 7th cpc.

    All drivers trades in army are suffering ignorance of promotion, a driver serving 18 years service without promotion in physical ,acp is conditions for payment but physical promotion is pramot to performance.
    In other trades getting fast promotion even house keeper , chefs ,w/man etc but driver is serving in technical but counted in non technical and not found promotion than other trades.
    So please clear to all types sepoy in army will equal promotion policy.

    Sir with due respect I want to move your attention towards the differences in military service pay of pbor ( personnel below officer rank) and officers. Officers are getting MSP Rs 6000 which is three times higher than what the pbor are getting while the jawans perform the tough duties than officers. Officers are given better facilities than the pbor. Just for example a jaw an has to do his properly in the field like leh and thrice in the adverse climate while the officers are sitting in their air conditioned cabin with the number of facilities. Then justify that for sitting in the air conditioned cabin they are being paid higher map while the jawans are less msp. In your vies it is to made equal for all ranks or not. Please sir do the needful in this regard as it create unsatisfaction among pbors which is not good sign for defence organisation.

    Respected sir, i have read all above mentioned problem infact this is the jenuine problem. It can be said in another words, its the realization of a armed forces personnel infact they dont have any forum to raise their welfare point. All comments should be read out by comety of pay commission weather follow or not. I have also some point
    1- all allowance should be equaled ie MSP, high altitude, field (insurgency ) etc, it should be analysed and u think need to change u should and if u dont think then no need to change but all point should be read out internal conscience. I have no prob to be given more welfare to someone but should not be ignored their desire
    2- an another prob has been mentioned regarding AWHO infact such type of facility cant be afforded by PBORs due to estimated cost of the house and this matter should be analysed that how much availing this facility as per ratio offrs and PBORs.
    3- Another prob regarding armed forces medical collage which situated in delhi.i just want to know to whom admission is being given actualy lot of institue to be made by govt in the walfare of dependent of armed forces but you will have to think how much dependents of PBORs gets education in such institute as per ratio between offrs and PBORs actually PBORs cant afford such institution fees. For this, surveys to be made and analysis it

    2. The Clerks & Store Keeper was kept in ‘Y’ Group from all previous Pay Commission Panels. During the 6th CPC, even ‘Z’ Group trades was upgraded to ‘Y’ Group, but Clerks & Store Keeper remained the same in ‘Y’ Group.

    3. Education qualification for Clerks & Store Keeper are 12th pass with minimum 50% marks in PCM subjects, whereas all other trades are enrolled with just minimum of 10th pass. So there is a huge variation in these trades.

    4. So, I would request you to look into the matter deeply and upgrade the trades of Clerks & Store Keepers to ‘X’ Group respectively.

    I have some points please consider them in 7th pay commission.
    1. MSP should be equal for all ranks because it is giving for fighting with Arms n risk for life. Sir life of all ranks is equally important for their families then why Offrs are given 3 times more MSP than ORs even ORs life have more risk then Offrs life because they perform duties on groundodaily.

    2. Why MNS are in Offr scale n Med Asst are in OR scale while both are paramedical and performing same duties and both qualification are same. Although Med Asst are more trained n specialised in paramedical.

    3. Why MNS are given MSP while it is for risk to life n duty with Arms. Life risk for ORs duty with Arms for ORs, enemy attacks on ORs (Soldiers) but MSP 4000 for MNS and only 2000 for ORs. Is it justified.?

    4. Why different ration scale for Offrs and ORs whereas both are human being. Are they need more ration then ORs?. Are they having big stomach than ORs? .
    Food is basic and equal need for every human being than why this discrimination is there while both are in same organisation.

    Sir please pay attention on my points and do justice with these points.

    myself serving in (army medical corp ) since feb 1992. my trade is nursing technician .earlier I was serving as a nursing assistant . i completed my 3 yes general nursing diploma from school of nursingSecunderabad.we the nursing technician also doing our job as a psycological counselor in extreme condions in j&k and north east states and visiting all units at coy & post . in public sector general nurse getting a better sallery and non practice allowance .in army medical corp there are two trade in x group . one lab assistant ,till havildar he is in y group after becoming Jco he is doing one yr deploma and become lab tech and put in x group . in havildar x ray after Jco he is doing one yr radiographer deploma and put in x group .In EME corp after 18 month deploma they kept in x group .In same case nursing technician even after 3 yr deploma till now is in y group and not getting any non practice allowence .therefir kindly look in to the matter and consider it as favourable .

    Military Service Pay should must be same for all ranks (officers, JCO, OR). Because all of those served in military.
    Whereas already difference in Band Pay, grade pay & Cl pay as per category wise & rank wise, then what is the reason that Officers getting MSP Rs 6000/- & JCOs, OR getting Rs 2000/- as per Sixth CPC.
    So I am requesting you in accordance to all ranks of Army for justification and needfull action in Seventh CPC

    1. MILITARY SERVICE PAY. In 6th CPC MSP for Jawans only 1000 recommended by Armed forces whereas for Officers it is 6000. But govt of India award Rs 2000 for Jawan. Means govt think about our Jawans but our Officers think about only Officers Pay. MSP introduced for hardship and extreme climate consitions not relax in AC Offices. Approx 2-4 Jawans per day killed or suicide during performing duty. Sir you visited in Leh Ladakh areas everywhere Jawans standing on duty but MSP three times more given to Officers because he is sitting in Offices.

    Sir you are a justice so please give justice to our Jawans.

In this sixth pay commission all ‘z’ group holders promoted into ‘y’group it’s k it’s doesn’t matter then y the y group holder’s didn’t promoted into x group…..in our technical trades they have no rank promotions n all our colleagues taking retretirement in sepoys they didn’t have any particular recognization to serve in this fielder, so please think of for our bright futures……please recognize us ….n promote into particular group like x…….thank u n jai hind…..

    Dear Sir,

    There is a great disparity of certain allowances paid to Commissioned Officers and the NCOs. The most striking one is the Military Pay. This is paid for the unique duties performed by the soldiers by keeping their life in line of duty. Are we undervaluing the solider’s life? Similar is the case with the scale of ration. Both the soldier and the officer need to eat the same food to keep themselves fighting fit. Why then there is a different scale?? The NCOs represent almost 90-95% 0f defence personnel. But they have no forum to raise their concerns and redress their grievances. They are not represented any where. Their voice is always silent and their faces are invisible. The argument that the officers will take care of the welfare of their men is not true any more. They are worried about their own welfare and benefits and they have hardly time to know even the problems of their men. The most striking example in the connection is the Housing schemes of Armed Forces. The officers who just represent 5-10% of the personnel own 90-95% of the houses built by these housing societies. Can some one explain why is it so? The cost of the houses are so high that hardly any NCO can buy it. This is the ploy and strategy. MAKE IT EXPENSIVE SO THAT NCOS CANNOT AFFORD. Nonetheless you have a justification to say that none of them came forward to apply although they are also eligible to apply. What can the officers do, if no NCO applies for allotment? Wow what a great justification!!!! Can NDA government look into this issue and take necessary action.
    There should be an independent mechanism by which the problems and grievances of NCOs could be heard and addressed in a fair manner. Hope that our hon’ble defence minister and the hon’ble Prime Minister will heed this request and do the needful urgently.

There is a huge disparity regarding the pay and allowences of MNS, Medical Asst an others rank. Medical Assistant are the backbone of meical institution of armed forces. Med/Assts are working in General ward (male) independently, carrying out first aid duty both in ops location and stations. They are also specialised in different fields like x-ray technician, lab tech, ora, physiotherapy, dental etc. Their jobs are uncomparable with MNS, in the sense MNS only look after ward pts while Medical Assistant are looking after both Ward Pts and specialised duties. This is very funny that one stream of Paramedc staffs are treated as officer and another are craving for getting included in even ‘x’ group. Please you r requested to look into the matter throughly and quench discontent among the Maedical Assistants.

    Sir, I wish to bring out the following points for kind considration of board pannel of 7 CPC.

    1. Military Service Pay should be equal for all personnel of Armed Forces. As each individual who’s worn the uniform is considered equal part of military.

    2. All allowances entitled in difficult/counter insurgency areas should be equal. As a soldier performs his duty on ground, while he is given less and less allowance.

    3. Either group amogst soldiers be removed as every soldier is committed to sacrifice his life for the country or, clerks should be upgraded
    to X group. As in pre-5th pay commission, clerks were in group B and eventually put in group Y but, all other trades of group A haven’t been brought to group Y.

    4. Daily Allowance toward military service should be introduced like running allowance being given to Loco Pilots in railway. As soldiers life is more risky than a Loco Pilot.

    Please consider my points so as to up keep the moral and living standard of a soldier.

    Sir good mng now days the govern ment think about 7th pay commission before the declare of pay comission the commitee they must think about deferences between payment and walfare of offrs and pbor allways indian think about offrs only then alllncs and accommodation 100 of officers but at the same time the soildier avil 50percent accommodation and no any other allowancess if the gov given msp military service pay way difference bet ween this allowances i wNt say one thinkfor to the gov all life soldier now days he has did .t own hom ither he is not given good educatio hol life please think about soldier sir and in pay structure so much difference between offrs soldiers so way so much difference please tjink about this

    Sir,
    There is huge difference of grade pay between 2800 and 4200 .If we review all grade pay differences of two next rank there is no such differences we notices.
    Therefore it is requested kindly the increase the grade pay 2800 in the concern rank to mitigate the huge differences in the pay commission 2016

    Sir talking about edn instr in armed forces. We are trained to give instructions to recruits means a 12th pass candidate. We are trained to look after library as librarian. We are also trained to look after school as school manager. In civil a PRT is getting Rs 4200/- as grade pay where as inn defence we are getting Rs 2800/- after doing these many duties. Please have alook.on this matter and remove this annomaly. Thank you.

    Clerks/SKTs must be upgraded to group ‘X’ as they are enrolled with higher qualifications to that of other trades. They are also given task/duties according to their qualification. Additional responsibilities and accountability are also given to them. All lower groups were upgraded to higher group. Even earlier ‘C’ to ‘E’ groups were upgraded to present ‘Y’ group. The only and only ‘Y’ group was not upgraded which has great impact upon the morale of clerks/SKTs of Indian Army.

    Sir, there is a big difference of Military Service Pay between PBORs and Offrs of Indian Armed Forces pers. Is there any proposal to normalize/equalize the factor? It should be same for all Defence Personnel either they are Offrs or PBOR because each one bears the same risk during his duties.

    sir in 6thcpc ther was no payband for honorary commission ranks in5th cpc it was Rs.10500&10850 for hfo&hfl ranks.after great struggle the same pay was multyplied by 1.86 &given to pensioners bu t not to in service personnel sir this time please take care of this thins

    Dear Sir,

    1. There should be a ratio between the pay scale calculations. The Minimum and Maximum ration of wages should be 1:8.

    2. The Clerks & Store Keeper was kept in ‘Y’ Group from all previous Pay Commission Panels. During the 6th CPC, even ‘Z’ Group trades was upgraded to ‘Y’ Group, but Clerks & Store Keeper remained the same in ‘Y’ Group.

    3. Education qualification for Clerks & Store Keeper are 12th pass with minimum 50% marks in PCM subjects, whereas all other trades are enrolled with just minimum of 10th pass. So there is a huge variation in these trades.

    4. So, I would request you to look into the matter deeply and upgrade the trades of Clerks & Store Keepers to ‘X’ Group respectively.

    Sir, I have no complain regarding the upgradation of Z group with Y Group during 6th pay commission but it is a matter of gravence and frustration among the Clerks and Store Keepers. The reasons behind that is for clerks and storekeepers the govt is asking qualification of 12th class with 50% in aggregate and minimum 40% in each sub. however, for tradesman, the education qualification is simple 10th pass. Thus, if the govt is asking for different education qualification then there must be difference in pay scale between them or ask for education qualification for clerks as simple 10th pass.

    in military in amc jawans working with patients, high risk,infection area in same pattern of civilians staff in military hospitals receives 1500 rupees as risk allowance but amc jawans also doing job there they are not receives such type of allowance. Jai hind

(3) sep service will completed 17 years we are going to pension @ plz give me any other jobs in state ya Cantrell level only sep’s (4) sep duty no hours , no brake just think me sir , after complete service give me any jobs civil education qualification (5) yeh points poora jawan ka hai @ plz help me modi sir @ jai hind jai jawan

    Respected board of 7cpc I want to suggest that all technical stuff (SSPECIAL group) &nursing staff should be in group-X .and there should be some non practice allounallouns for para medical staff —All Pgi hospital and aiims type hopitals para medical staff are gatting these allounes.in AMC (army medical corps) no any jawan in Group-X why? .non para medical staff upgraded by every pay commission. And technical support staff like – Xray. Ph.ORA. sta. PTA. Ha. Lab. Bta. Pna.NA. stnt…these trads are still waiting for up gradation by your recommendation. And in the other force like EME;signals; engineer-the same qualified (12th) jawan getting group X pay. Whereas we people who doing job in risky conditions and with more responsibilitys we are dealing with life any time day and night. We request you to consider these points as per need Sr.

    In 6th cpc Z group was upgraded and merged into Y group whereas Y group was not upgraded. Now at present in AMC corps all the technical and paramedical stuff are in the same Y group like GD,Tradesman etc…more over no risk allowence or patient care allowence are given to the paramedicals in comparison to the civil govt hospitals. Are the paramedicals in AMC do not taking any risk while handling with various types of patients and diseases? Or the AMC paramedicals dont deserve any? I have no complain regarding the upgradation of Z group but it is a matter of gravence and frustration among the Paramedicals that they have been downgraded or demotioned in 6 th cpc….will the paramedicals be upgraded in 7 cpc?
