Reservation in Central Universities for OBC, SC & ST

Reservation for OBC, SC and ST in the Ministry and its subordinate offices, central universities and other higher educational/technical/management institutes during the last three years

Government is committed to implement reservation for OBC, SC and ST. As per norms of Government of India the percentage of reservation for the Other Backward Caste (OBC), Scheduled Caste (SC) and Scheduled Tribe (ST) categories in Ministry of Human Resource Development is given at the rate of 27%, 15% and 7.5% respectively.

As per Para 3 of the Central Educational Institutions (Reservation in Admission) Act, 2006 came into force with effect from 4.1.2007, as per the Policy out of annual permitted Strength in each branch of study or faculty, 27% seats are to be reserved for Other Backward Classes, 15% for Scheduled Castes and 7.5% for Scheduled Tribes.

The number of vacant posts of OBC, SC and ST communities in jobs of the Organisations/ Institutions of Ministry of Human Resource Development is not centrally maintained, however the information in respect of Sub-ordinate offices, Central Universities & other Central Funded Higher Education Institution and Main Secretariat (MHRD) is given at Annexure-I.

The data on persons engaged by the Main Secretariat, Ministry of Human Resource Development through outsourcing is given at Annexure–II.

The data on persons engaged through outsourcing in Central Universities and other Central Funded Higher Education Institution is not centrally maintained, however information received from some of the organisations/Institutions are given at Annexure-III.

In order to improve the English among the students of SC/ST/OBC students,
University of Delhi has launched a course on English Language Proficiency Course (ELPC). During the last five years in this course 656 SC, 23 ST and 1180 OBC students were benefitted.

Further UGC provides the financial assistance to universities for Coaching Scheme for SC/ST/OBC (Non-creamy layer) & Minority students under Remedial Coaching organized at undergraduate/postgraduate level.

Reservation for OBC (Other Backward Classes), SC (Scheduled Castes) and ST (Scheduled Tribes) in central universities refers to the policy of providing a certain percentage of seats to individuals from these categories in higher educational institutions funded by the central government.
