Revised 7th CPC Pay Matrix Table for Central Govt Employees – Finmin Resolution issued on 16.05.2017

7th Pay Commission Pay Matrix Level 13 enhanced from the Fitment factor of 2.57 to 2.67

The Index of Rationalization (IOR) of Level-13 of Civil Pay Matrix shall be enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix table has been revised and given below.

7th Pay Commission Defence Pay Matrix Level 12A and 13 enhanced from the Fitment factor of 2.57 to 2.67

The Index of Rationalisation (IOR) of Level 12A and 13 of Defence Pay Matrix has been enhanced the rate of fitment factor from 2.57 to 2.67. The Defence Pay Matrix (except MNS) and MNS Pay matrix table has been revised and given below.

(3) To rectify the factual errors appearing in Level 10B and Level-12 of the pay matrix of MNS and in view of the changes in the IOR in the Defence Pay Matrix,

New Delhi, the 16th May, 2017

No.1-2/2016-IC.  – Whereas, vide its Resolution No.1-2/2016-IC notified in the Gazette of India, dated the 25th July, 2016, the Government of India accepted the recommendations of the Seventh Central Pay Commission in respect of the categories of employees covered in the Terms of Reference contained in its earlier Resolution No.1/1/2013-E.III(A) dated the 28th February, 2014.

And, whereas, the Government has considered it necessary to make the following changes in the recommendations of the said Seventh Central Pay Commission in respect of the said categories of employees, namely:-

(1) The Defence Pay Matrix, (except Military Nursing Service (MNS)), which has 24 stages shall be extended to 40 stages similar to the Civil Pay Matrix

(2) The Index of Rationalisation (IOR) of Level 12A and 13 of Defence Pay Matrix shall be enhanced from 2.57 to 2.67. The Defence Pay Matrix (except MNS) shall, accordingly, be revised

(3) To rectify the factual errors appearing in Level 10B and Level-12 of the pay matrix of MNS and in view of the changes in the IOR in the Defence Pay Matrix, the first stage of corresponding Levels of Pay Matrix of MNS shall also change. Accordingly, the Pay Matrix (MNS) shall be revised

(4) The IoR of Level-13 of Civil Pay Matrix shall also be enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix as contained in Annexure-1 mentioned in para 6 of the aforesaid Resolution dated the 25th July, 2016 shall be revised. The revised Civil Pay Matrix is at Appendix-1

(5) The provision contained in para 13 of the aforesaid Resolution dated 25th July, 2016 shall be revised to the extent that the benefit of pay protection in the form of personal pay of officers posted on deputation under Central Staffing Scheme, as envisaged therein, shall be given effect from 1st January, 2016 instead of 25th July, 2016. Further, this benefit shall also be extended to officers from Services under Central Staffing Scheme, coming on deputation to Central Government, on posts not covered under Central Staffing Scheme.

ORDER

Ordered that this Resolution be published in the Gazette of India, Extraordinary.

    I am a central​ government employee, have been suspended on 04-12-2014 & my suspension revoked on 02-01-2017. As per the implementation of seventh central pay commission, my pay is not revised. I am getting pre-revised salary. Whether my pay should be revised as per 7 CPC ? Seeking clarification. Any notification issued in this regard by the GoI

    I am a tamilnadu govt employee working in coimbatore corporation. My basic pay and grade pay on 31.12.2015 was 11710 + 2800. My yearly increment date is January 1.
    As per 7th pay commission pay fixation my pay will be fixed on 1.1.2016 as 37290. Is this amount includes the New pay and grade pay (37290-New grade Pay) or New pay only (37290) ie the grade pay will be added after the multiplication factor. what is my approximate gross salary with allowances
    .

    RETIRED ON 31.12.2013 with pension 8960/-
    1.1.2016 7th CPC pension fixed 23038/-

    The pay matrix table for level 13 is modified taking 2.67 as multiplication facor. Thats all . this gives a marginal benefit.

    But, the general multification factor of 2.57 is uniform( constant )factor for all levels.for arriving at the new basic pay(notional). . please donot mix these two things as these are two different aspects. Now after using the general constant multification factor of 2.57 and after determining the notional basic pay as arrived at now go to the matrix table as second step and at your appropriate level try to find the cell(index) where equal to or above value of notional basic pay is seen and fix that as your final basic pay for 7th cpc.

    e.g. say level 13 basic drafwn is 46100. multiply with 2.57 for notional b.p that takes u to 1 18 477 now go to the revised matrx table aand look for 1 18477 under level 13. The first cell itself is 1 23 000. so your final b p is 1 23 100.

    Anomaly if a person in pay scale of 800-275-13500 and a person in new pay scale of 8000-275-13500 (entry A group) retire before 2005 on last pay drawn of Rs. 11025 then first person who was placed in PB-2, Rs. 9300-34800,GP-5400 as per 6th pay commission will get more pension than the later one who was placed in a higher PB-3,Rs. 16500-39100,GP-5400. Because the first one will get a pension of Rs. 33600 whereas the second one will get a pension of Rs. 33500 as per latest pension fixation formula/table. This anomaly can only be removed if instead of mulipliction factor of 2.57 a multiplication factor of 2.67 is applied as has been done for higher GP.

    I WAS RETIRED ON 2014 NOV AS A RAILWAYEMPLOYEE.I AM WAITING FOR 7TH PC FOR 10YEARS.WHEN RECEIVED FOR YEAR DIFFERENCE 2320 .SO MONTHLY 200 IS IT JUSTIFIED.ALWAYS SPEAKING ABOUT DOVELOPMENT IN MEDIA.FOR THE PURPOSE OF PUBLICITY MEDIA WILL TAKE FOR 5 MINITUES LAKS OF RUPEES COLLECTED FROM THE GOVERNMENT.WHO IS SOLVING FOR MIDDLE CLASS EMPLOYES PROBLEMS

    Level 13 pay martix multiplication factor increased from 2.57 to 2.67. Whether basic pay and grade pay as per 6th CPC will be multiplied by 2.67 or 2.57 only and the new basic pay will be fix as per 2.57 multiplication factor only? Can any body explain?
