Ex-Servicemen will receive a gift of increase in Pension

Ministry of Defence through the One Rank One Pension scheme will soon make a big declaration for the Ex-Servicemen. Thirteen and a half lakh Ex-servicemen will receive a gift of increase in Pension before the first anniversary of the NDA government.

The task of preparing the full and final blue print of this scheme was assigned to the Seventh Pay commission. Ie. After January 2016, Ex-servicemen will be granted better Pension according to the formula recommended by the Seventh Pay commission and the One Rank One Pension scheme will be fully implemented. This will benefit the Ex-servicemen receiving less pension.

Defence Minister Manohar Parrikar in an exclusive interview with ‘Hindustan’ stated that the government is very concerned about the welfare and Pension of the Ex-Servicemen.

I believe that the Pension policy for them should be different and more Profitable than the general public. Surely they must get more pensions. He enlisted that the soldiers recruited in Defence at the Age of 17-18 usually retire after 18 years of service. Then their age is less than 40. Their children are small and their studies are at a critical juncture.

The rest is the responsibility of the family. But after 18 years of military service when they retire, the retirement benefits (fund, gratuity, etc.) are much lower than those of the central personnel who retire in 60 years. Parikkar stated that, a bigger fact is that an Employee can experience the benefits of only one Pay commission in his entire life. Therefore there needs to be a better Soldiers Pension policy.

Argument on One Rank One Pension :
Since a soldier gets retired early, his Pension is less. The difference increases with increasing time, while today the cost of living has increased. Therefore the demand states that every Soldier retired in one rank should have equal Pension.

Problems faced by the Government :
The government has agreed on the One Rank One Pension scheme. The plan has been worked on before and pension has been increased. But still there is a big difference. There is a huge difference between the Soldier who retired in 1975 and he who retires today. According to the Ministry of Finance, there is no such system by which this can be made equal.

How many Soldiers :
There are 13,48,517 ex-servicemen in the country who are receiving pensions. Ex-Servicemen from 1970 are still alive.

Thousand Crore Allocation :
In the last budget of the NDA government, one thousand crores was allocated for the One Rank One Pension Scheme, but as the formula was not ready, the expense was not incurred.

The center prepared for the relief :
Defence Minister has stated that the necessary arrangements have been made to provide relief to the Ex-Servicemen. The announcement will be made before one-year completion of the government. Using the existing formula, there will be an increase in pension for the period April 2014 to December 2015.

Then the whole matter is placed before the seventh pay commission so that the commission prepares a single formula for One Rank One Pension. He stated that the central government will collectively pose the One Rank One Pension scheme in an effective way, by which the earlier retired soldiers will receive a satisfactory pension compared to the currently retired soldiers.

    The lacuna in implementing OROP is for the rank of Major, Lt. Cdr and Sqn. Ldr. as no Officer of above mentioned rank has retired after 2013. The OROP in letter and spirit is not applicable to this category of Officers. In number these Officers might be around 1000. Second problem with this category of Officers is that their service of 33 years has been truncated to 22 years on 01 July, 2014 thereby depriving them reduction in their pension by 33%. Hon PM and Defence Minister is requested to solve this anomaly. It can easily be solved by discussing with any Veteran of this Rank.

    I am Ex. Navy (Submariner) retired as PO in 1995. What will be my DL -33 arrears. As per Circular 568 Annexure `D` pension should be 6420 w. e. f. 1/1/06 Was not received by me. PCDA Circular 555 dated 04/02/2016 para no 11(C)pensioner, who had retired with a particular rank and granted ACP-I will be eligible for revision of pension of new higher rank of ACP-I These all above increment when will be adjusted in my account.

    TheOROP tables are expected to be revised in 2018. Nothing has been heard whether it is being done. Please ensure that justice is done this time atleast so that ONE RANK ONE PENSION IS STRICTLY IMPLEMENTED.
    The concordance tables published has not been implemented. Will these be implemented, if so when and by whom? Are we to apply again? Please clarify.

    I retired as a sergeant from IAF in 1989 after 15 years of service my basic pension is Rs.19404 DA 971 total Rs 20376 after OROP whereas my colleague in same rank gets Rs 23000 he also retires as sergeant , the difference of Rs 3000 in the same rank. request clarification.
    secondly I want new PPO as old ppo is totally destroyed how can I get I tried a lot but no result. please guide me.

    I am an Ex Soldier attended in 1971 Indo-pak war in frontage area with MAHAR REGIMENT(infantry) and retired during Aug 1985 with 30% permanent disability
    and getting Rs 1368/- plus DA before declaration of 7 cpc. Please let me know what will be my disability amount today( Nov 2017). Now the 30% be 50% as per my knowledge.

    HFO’s are getting different basic pension. A person with same rank retired before me with less qualifying service is getting more basic pension than me which is absurd. Also my entry mate is also getting more basic pension than me. Then what is the meaning of OROP. My basic pension as per OROP chart should be 16160 but it is fixed on 16090 before pay commission.

    Iam getting the disability of 20% after my rtd as on 1st Jan 1993 on wards .After the RMB held after 10 yrs my Disability element up grade 40% and I still geting the Rs 936+ DA after round of the disability of 50%.I want to know how much disability will get me as per the 7th pcc.     Working conditions for uniformed defence personnel is unparelel. Unfortunately, the pension is worked out on Basic pay and length of service.The system works through bueuroicrats and politicians who intend to grab more and more for themselves.
    The problems can not be resolved unless a separate Pay Commission is constituted.

    Sir in the table of OROP pertaining to Territorial Army Jcos/Jawans, the pension in respect of Hony Capt having qualifying Service 29 yrs And 6 months is now fixed @ Rs 16405/- where as I was retired on 31 Dec 14, having qualifying service 29 years, 8 months and 4 days. However my service pension has been sanctioned @ Rs 14433/-. How this is a huge difference. The OROP should be applicable up to 31 Dec 15 retirees as those who will / have been retired after. 01 Jan 17 they will get service pension as per 7th cpc.

    The sailors sail in drum in high seas (Submariners) must be retained in “Special” group which was up to the 6th pay commission. The commission who does not know the life of young sailor deprived the dignity of submariners. Does the commission know that the submariners sail in a bullet beneath the high seas with out outer air, fresh food, basic amenities etc. to safe guard the mother land. Why our Admirals are not projecting the real life of submariner to Govt.

    THE PENSION OF EX-SERVICEMEN SHOULD BE EXACTLY 50% OF THE SERVING DEFENCE PERSONNEL BASED ON THE NUMBER OF YEARS OF SERVICE AND RANK., WHICH INCLUDES BASIC PENSION , MSP AND X GROUP PAY.. IT MEANS IF A SERVING DEFENCE PERSON IS DRAWING Rs. 50000( including basic pay, msp and x group) . the defence pensioner of the same service,rank and group should get the exact half of that .. And that is the right implementation of OROP as per 7th pay commission..

    THE PENSION OF EX-SERVICEMEN AS PER OROP BASED ON 7THE PAY COMMISSION SHOULD BE AS FOLLOWS . EX: : A NAIK’S PAY IN THE 15TH STAG IS Rs.38600.plus Rs.5200 (MSP) plus Rs.6200 (for X GROUP}. So pension for an X GROUP Naik should be the 50% of 38600+6200+5200. ie : 50000/2 = 25000..

    One rank one rank pension is benefitted for pensioners having less than 20 years. This can verified from the table for orop arrears. Subedars having more than 27 yrs have to refund the pension. How this is happened is not known. Actually the pension is to be increased by 3% every year and total 21% of the basic pension for 7 yrs from 2006 to 2013 is to be increased in the table. But the increse is very less who retired on completion of terms of engagement is getting even less than 5% in so many cases. Needs rectification.

Few days back I heard the speech of Honorable Defence minister in that he says “in OROP all are benefited by around 25% increase. But actually those who are served less than 20 years of service and officers were benefited. The JCO’s Who served more then 25 years service were benefited by 2 to 3% only

    MACP 3 was born only in 6th CPC which is mandatory on complition of after every 10 yrs and reqd to be implimented from 01 jan 2006. However 3rd MACP for pers retired discharged between 01 jan 2006 to 31 aug 2008 could not be implimented which was injustice. Morover this is part of payment no allowance and reqd to be imlimented from 01 jan 2006. New ACP as per para 15 SAI 1 S 2008 is effective from 01 jan 2006 pers discharge after 01 sep 2008 are getting more pension then earlier pers who had rendered 13 to 15 yr in one rank as Hav. how we can say that OROP will give justice to these pers. Since long judgement of court have been recd from AFT PB new delhi and directed to the respondents to grant from 01 jan 2006.

    all benefits for commissioned officers during service and after retirement.
    All other ranks left high and dry.
    India is being exploited by the higher strata.
    The maximum salary was fixed Rs 80,000/ p.m by the 6th pay commission for the secretaries.
    How they have drawn Rs. 1.5 lacs to 2.5 lacs before the 7 th pay commission.
    This is blatant blander made by the Govt.
    They must recover over payment.
    The Govt must look in to this matter.How the money paid by the common men have been siphoned off and made a huge difference of payment illegally/
    Are the politician blind? what is happening in India?
    Do they not know the meaning of fixed?

    Dear Sir,

    I am retired on 31 May 2016 after completing of 29 yrs 3 months service ( on age 52 yrs). in the rank of Subedar (Y group) There are so many Subedar who retired before me in the years 2002 to 2006 after completing 28/30 years of service are getting more pension Rs. 24000/-. but i am getting only Rs. 22200/. . there may be difference of Rs. 500-700 only because of 30 years service. Why so, it is not understood.

    Please clarify.

    If it is implimented according as said above is really remarkable.A policy prepared by the ruling Govt should so good and accurate and that never be a
    matter of discontentment at any stage. Anomalies remained in OROP tables are very much wrong and No one bothered to check before it is implimented.

    i am a war injured Ex-army personnel,have lost both legs and rifght hand fingers while in an operation, now i have been been getting the pension as follows, my totel service is 6.5 years,
    war injury element : 12030
    service element : 6015,
    constant attendant allowance rs : 4500, total net pension i have been receiving : RS: 45102
    it is, therefore, i would like know that the pension which i have been recievinfg, is it getcorrect?
    i also want to know, how many pension will be receiveed as per the seventh pay commision.

    Sir, I feel since Independence(1947) Nokar Saahi of this country is trying their best to head down our brave Army for pay, pension, Arm,s ammunition, weapon,uniform/cloths, ration and other facilities to them.We take enemy bullet on our chest and they Looto this country on name of so called democracy i,e: Kashmir problem? It,s not a problem, Army must be given free hand to take over PoK from pakistan?

    My father is an ex-Army JCO. He retired from service in June 1999. He received his August Pension on 30th August 2016 but he was expecting the pension to be enhanced w.r.t 7th Pay commission and also the relevant arrears payment. However, only the existing pension amount was credited. Can you please help me to understand when the enhanced pension and arrears would be credited?

    Dear Sir, Retired from AMC in Sep 2011 as a rank of Hav (ACP-ii) and promoted to Hon/Nb/sub from records of AMC. Received a fresh PPO of new rank also from CDA Allahabad.Lodged a complain regarding OROP benefit on Portal grievance in jun 2016.Some docts required from this institution,send through registered post to this office in first week on Jul 2016.Three reminders (DDESW/E/2016/01078) has been sent through portal grievance,but no action taken till this date. Please rectify it shortly. Thanks.-Mahendra Mohan Choudhary

    (b). Original PPO No S/021226/2005(Army) for Havildar. and corrg PPO No S/corr/021861/2006(Army) for Hon-Naib-Subedar.
    (c). AHQ, AG Branch letter No B/33513/ACP/AG/PS-2(c) dt 03 Aug 2009 vide which Adm instructions for grant of ACP as granted by the Govt consequences to VITH CPC.
    (d). PCDA(Pension) Circular 555 para 11(c) dt 04/2/2016.

    Resected Sir ,

    1. It is submitted that as on date my rank is Ex-Hon-Naib-Subedar which granted by President of India after retirement on eve of Independence Day 2005 which is only gift not for increasing/decrease in service pension.
    2. Further, at the time of retirement I was Havildar ACP-I ,my service was 24 years 01 day and retirement date was 30 June 2005 and corrg PPO No S/corr/021861/2006(Army) is sufficient for grant of financial upgradation to the pay scale of Naib Subedar as well as eligible for revision of pension of Naib Subedar for which basic for group ‘Y’ given is Rs. 9429/-. Sir,my basic is 8425/-. Hence,I am taking less Rs.1004/- only.
    3. Besides above Sir, I completed 24 years 01 day of service in Army out of which near abouts 14 years of service has been completed in one rank I.e Havildar since 01 Jan 1991 to 30 June 2005. As per PCDA Circular 555 para 11(c) and AHQ,AG Branch letter quoted at para 1(c) above I am automatically eligible for grant of service pension of Subedar. However,PCDA is once again requested to look in to matters thoroughly because on retirement my rank was Havildar ACP-I which eligible for revision of Pension of Naib Subedar see table 7 of PCDA ibid Circular where basic pension is given Rs. 9429/-.As on date my basi pension is R’s. 8425/-which is less R’s.1004/-pm.

    4. In view of the above,. PDAs are requested to amend my service pension from basic 8425/- to 9429/- and Records, MIR, PIN-900476,C/O 56 APO is requested to publish Do Part II for Havildar ACP-II so as PDAs sanctioned me service pension of Subedar in place of Naib Subedar/Hon Naib Subedar as per table No 7 of PCDA ibid Circular.
    5. All concerned authorities are requested to do the needful for sanction correct rate of service pension as PCDA ibid Circular.

    (d). Draft Gazette of India (Extraordinary) part-1-section 4 (Army Branch) letter No B/43432/RD-12/AG/CW-2, are No 2619 dt 26Jan 2012 vide which Honorary Naib Subedar rank has been granted.
    (c). AHQ, AG Branch letter No B/33513/ACP/AG/PS-2(c) dt 03 Aug 2009 vide which Adm instructions for grant of ACP as granted by the Govt consequences to VITH CPC.
    (d). PCDA(Pension) Circular 555 para 11(c) dt 04/2/2016.

    Resected Sir ,

    1. It is submitted that as on date my rank is Ex-Hon-Naib-Subedar which granted by President of India after retirement on eve of Republic Day 2012 vide letter quoted at para 1(d) above which is only gift not for increasing/decrease in service pension.
    2. Further, at the time of retirement I was Havildar ACP-I ,my service was 26 years 24 days and retirement date was 30 Nov 2011 and corrg PPO No S/corr/024592/2012(Army) is sufficient for granted financial upgradation to the pay scale of Naib Subedar as well as eligible for revision of pension of Naib Subedar for which basic for group ‘Y’ given is Rs. 10405/-. Sir,my basic is 10029/-. Hence,I am taking less Rs.376/-since the date of retirement.
    3. Besides above Sir, I completed 26 years 24 days of service in Army out of which near abouts 20 years of service has been completed in one rank I.e Havildar since 01 Oct 1992 to 30 Nov 2011. As per PCDA Circular 555 para 11(c) and AHQ,AG Branch letter quoted at para 1(c) above I am automatically eligible for grant of service pension of Subedar. In this context, case has been taken up on AOC (R), Secunderabad as suggested by PCDA(Pension ) vide their email No AT/PSB/111/SBI Aurangabad/2016 dt 06/6/2016 that PCDA has sanctioned pension at correct rate as per record forward by Record Office. However,PCDA is once again requested to look in to matters thoroughly because on retirement my rank was Havildar ACP-I which eligible for revision of Pension of Naib Subedar see table 7 of PCDA ibid Circular where basic pension is given Rs.10405/-.As on date my basi pension is R’s.1 0029/-which is less R’s.3 76/-pm.

    4. In view of the above,. PDAs are requested to amend my service pension from basic 10029/- to 10405/- and AOC(R), Secunderabad is requested to publish Do Part II for Havildar ACP-II so as PDAs sanctioned me service pension of Subedar in place of Naib Subedar/Hon Naib Subedar as per table No 7 of PCDA ibid Circular.
    5. In this regards I am approaching concerned all authorities since last six months but till date no action has been taken by them.
    6. All concerned authorities are requested to do the needful for sanction correct rate of service pension as PCDA ibid Circular.

    As per PCDA Circular No 555, Basic pension of a subedar of gp Y of 30 yrs service is 12690. Whereas PDAs are not paying the pension as per your office circular. Please advise me whether a corrigendum PPO is being issued or

    Old sepoys retired after full filling the conditions of service 17, 18 and 20 years without promotion even they qualified consider such sepoys as T S Havildar.

    TA officers are entitled to the same pay and allowances as per regular army officers.Now a separate table-3 has been made in which basic pent ion of Rs 16000/-approximately has been shown for capt maj and lt col and lt col(ts) .when pay and allowances are the same why a separate table has been made

    With reference the table No 7 of circular No 555 dated 04 February 2016.

    I 2879637W Honorary Naib Subedar Vijai Kumar have served in Army 24 Years & 02 days. My service particular’s is as under –

    Date of enrolment – 30 October 1982.

    Date of retirement – 31 October 2006 (A/N).

    Date of birth – 25 April 1962.

    PPO No – S/29763/2006 (ARMY)

    Basic Pension as per 6 CPC – Rs 7750/-

    Revised Basic Pension on acceptance of OROP – Rs 8425/-

    It is observed that pension of X group Honorary Naib Subedar & Naib Subedar of 24 years service is equal i.e. Rs 11138/- as per table No 7 of circular No 555 dated 04 February 2016. But basic pension of Y group Honorary Naib Subedar & Naib Subedar of 24 years service is different. 24 years service of Naib Subedar basic pension is more than Honorary Naib Subedar of 24 years service & this diffrence between Honorary Naib Subedar& Naib Subedar of 24 years service is Rs 1004. In this circular in table No 7 Y group Honorary Naib Subedar basic pension is Rs 8425 & 24 years service of Naib Subedar basic pension is Rs 9424. It should be equal as OROP as implemented for X group 24 years service of Honorary Naib Subedar & 24 years service of Naib Subedar basic pension are equal.
    Hony Rank of Naib Subedar granted to Havildar will be notionally considered as a promotion to the higher grade pay and will be allowed notionally for the purpose of fixation of pension only with effect 01 January 2006. The said decision has been communicated vide Ministry of Defence letter No. 1(8)/2008-D(Pay/Policy) dated 12 June 2009.

    On the definition of OROP (Definition of One Rank One Pension – One Rank One Pension (OROP) implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of the current pensioners and the past pensioners, and also future enhancements in the rate of pension to be automatically passed on to the past pensioners.) and government of India Ministry of Defence letter No. 1(8)/2008-D(Pay/Policy) dated 12 June 2009 pension of Honorary Naib Subedar & Naib Subedar should be equal in the same length of service.
    Keeping view of the above and as mentioned table No 7 of circular No 555 dated 04 February 2016 for 24 years service of X group Naib Subedar & Honorary Naib Subedar basic pension has fixed at same rate or equal, so Y group 24 service of Honorary Naib Subedar & Naib Subedar basic pension should also be fixed at same rate or equal. Please consider it.

    Please do the needful for necessary amendment or issue related instructions for rectify the observations or variable? An early action is requested. I shall be highly obliged.

    One Havildar from corps of EME was retired and died on 15 Aug 1984 and his wife getting family pension normally. Her husband was having 23 years and 22 days as armourer in erstwhile pay group C and now in Y group. The matter was referred to EME Records and PCDA Pension allahabad. Still they are not issuing a correct corrigendum PPO mentioning the correct qualifying service and her date of birth as 17 March 1931 as she is eligible for oldage pension. Ex No 7001806 Hav A.Ponnusamy PPO No F/NA/004281 / 1985 and Corrigendum PPO 311606 / 2013. ID No188198401178301.. Anyone can help the family pensioner. An soldier.

    In 7th CPC it recommended that central govt employees will also bring in OROP. Army personnel with their terms of engagement retiring in early age will get less pension comparing with that of central govt employees.It should be

    In the long awaited OROP payment to the individuals, Govt. side is making undue delay. Secondly a Nb/Sub ‘s maximum service is only 26 years only. How the calculation is for above 26 years of service is being done. it is only to make them fool. . A 15 year service NB/Sub and a 26 year service NB/Sub is also getting the same amount of pension . what a funny thing going on in calculation. God only help this nation from depreviations. .

    The last news that I am aware that Defence Minister was taking final approval from the current session of parliament. And he could not do so. The current session of parliament is already concluded on 13 May 15. Now we can expect the declaration on 26 May 15 as NDA government is completing one year. So best of luck.

    It is a stingy govt to meet the demand of ex-mp . It prolonging since last 25 years. If it reqd get amend a bill to impliment OROP on special case to protect those who spent their young age thrown out in middle age with mere small pension . Then the nation was poor now it is developing and capable to allocate huge fund as reqd . This segment is not confronting against govt policy . Perhaps it very shame to this democratic country where the medals offered to ex-mp are being returned back as significant protest against delay in implimentation of OROP. I am expecting the appropriate reply from authority

    All Ex-Servicemen are eagerly waiting for the ORO,inspite Govt promises
    to clear by 1st week of May it is still delaying.

    The Education cost for childrens has become huge burden for EX-Servicemen since the pension is very less.

    We expect more increase in pension basics in the following 7th pay commission.

    During my eight years tenure at Air Head Qtrs , I had projected lot of cases worth 100 of crores for maintenance/ Operation of my aircraft fleet. The files were cleared and approved both by Defence and Finance Min.with in short time of few weeks only.
    The case of OROP is taking years that too with voice approval from no less than Defence Min and PM of India. .
