Increment on Next Day to Retirement Date for Govt Employees

A memorandum from the DoPT office regarding the notional increment and revision of consequential pensionary benefits for government employees who retired on June 30th or December 31st after completing one year of service has been circulating on the internet and social media. The memorandum, dated November 22nd, 2022, outlines an increment to be made on the next day to the retirement date. We have included the complete text of the order below for your convenience.

The most recent development pertains to the Supreme Court’s decisive ruling on 11-04-2023 regarding the notional increment for individuals who have retired on 30th June following a minimum service period of 12 months. This ruling entitles them to receive an increment for the purpose of pensionary retirement benefits.

DoPT Says Extra Increment Matter Under Examination

The Department of Personnel and Training (DoPT) has announced that it is currently reviewing the matter of an additional increment for Central Government employees. This comes after the Supreme Court of India issued orders regarding claims for notional increments on July 1st or January 1st for those who retire on June 30th or December 31st. The DoPT recently released an official memorandum (Dy.No.2455223/22-Estt.(Pay-I) dated 22nd November 2022) stating that the issue is being examined in collaboration with relevant Ministries and Departments.

OFFICE MEMORANDUM

Subject: Representations seeking notional increment and revision of consequential pensionary benefits -reg.

The undersigned is directed to refer to your emails dated 20.08.2022, 30.08.2022, 07.09.2022, 12.09.2022, and 09.11.2022 regarding the grant of notional increment to the officials retired on 30th June after completing one year of service.

2. In the wake of recent orders of the Hon’ble Supreme Court in cases involving claims for grant of notional increment on 1st July/1st January to the Central Government employees having their date of retirement on 30th June/31st December respectively, the subject matter is under examination, in consultation with the nodal Ministries/Departments concerned.

    May I on behalf of all the affected pensioners, date of birt 1 july or 1 january request the Honourable Union Minister dealing with DoPT, and our highly dynamic respectable PM , now that the SC vide orders on 13 April and 19 may 2023 rejected govt of India SLPs and allowed grant of increment , to issue orders on priority. The affected pensioners have already suffered a lot. Submitted with lot of hopes for early action

    I would like to know that a person retired from AGE(MES) service as MCM was last granted Grade Pay Rs.4200/-. Further the pension also granted according to the same. However as per Govt Order MCM post was granted Grade Pay 4600 vide Min of Def/D-Civ 1 No. 11(5)/2008/D(Civ-I) dated 28 Aug 2008.
    Please clarify.
