FR & SR Rules – What Do the Rules Say About Increments?: The Fundamental Rules (FR) and Supplementary Rules (SR) govern increments, pay fixation, service conditions, and eligibility for government employees in India. Among these, the provisions related to annual increments play an essential role in determining how and when a government servant receives pay progression.

General Provision: When Is Annual Increment Granted?

The annual increment is granted automatically every year on 1st July, unless it is withheld as a disciplinary measure.

A government employee becomes eligible for increment based on the pay drawn in the existing pay band and grade pay. Even though the increment is effective from 1st July, the date of actual drawal depends on the employee’s duty status.

  • If an employee is on duty → Increment is drawn from 1st July.
  • If an employee is on leave/joining time → Increment will be drawn from the date the employee resumes duty.

Rate of Annual Increment

As per FR & SR provisions:

  • The increment is calculated at 3% of the sum of existing pay in the pay band + grade pay.
  • The amount is rounded off to the nearest multiple of 10.
  • Paise are ignored; amounts of ₹1 and above are rounded to the nearest ₹10.

Service in Higher Grade and Counting for Increment

The rules clarify that service rendered in a higher grade also counts for increments in:

  • The substantive grade, and
  • The officiating higher grade

If there exists an intermediate grade through which the employee would normally have passed, service is counted in that grade as well.

However, leave without pay (EOL) does not count for increment unless specially permitted with recorded reasons by the competent authority.

Withholding of Increment

Increment can be withheld only as a disciplinary measure under the applicable rules.

An order withholding increment must clearly specify:

  • The period for which increment is withheld
  • Whether this will affect future increments (i.e., postponement of DNI)

The competent authority must approve all increment-related sanctions.

Counting of Specific Periods: Training and Broken Service

Certain periods are permitted to count for increments:

  • Training undertaken before taking charge of a post (even if paid stipend)
  • Broken periods of officiation in higher posts (as per FR 26)

Under Rule 10 of CCS (RP) Rules, 2008:

All employees who have completed 6 months or more in the revised pay structure as on 1st July are eligible for increment.

Additionally, the following types of EOL (Extraordinary Leave) count for increment:

  • EOL due to inability to join duty because of civil commotion
  • EOL granted for higher technical or scientific studies

Increment While on Leave

As per Rule 40 of CCS (Leave) Rules, 1972:

  • Leave salary = Pay drawn immediately before proceeding on leave
  • If increment falls during Earned Leave, Commuted Leave, HPL, or Leave Not Due → increment date remains unchanged
  • The increased pay is drawn only upon resuming duty

This means the benefit is not lost—only deferred.

Increment in Case of Death While on Leave

Under Rule 39-C of CCS (Leave) Rules, 1972:

If a government servant dies while on leave, an ex-gratia payment is granted to the family. It equals the difference between:

  • Leave salary & cash equivalent actually admissible, and
  • Leave salary & cash equivalent that would have been admissible had the increment due during leave been granted from its due date

The Head of Department issues the sanction in each case.

Advance Increments for Stenographers (7th CPC Scenario)

Stenographers in subordinate offices are eligible for advance increments based on qualifying shorthand speed tests.

Eligibility Conditions

  • Recruitment at 80 w.p.m. → 1 increment on qualifying 100 w.p.m. → 1 more increment on qualifying 120 w.p.m.
  • If directly qualifying 120 w.p.m. → 2 increments at once
  • Recruitment at 100 w.p.m. → 1 increment on qualifying 120 w.p.m.

Other Conditions

  • Tests must be conducted by properly constituted authorities.
  • Increments take effect from the date of passing the test.
  • These increments do not affect the date of the next normal increment.
  • These increments are treated as a separate pay element.
  • Once used for fixation upon promotion/MACP/pay revision, they cease to exist as a separate element.

FR & SR rules provide a structured and transparent mechanism to ensure that increments are granted fairly, consistently, and only withheld when justified under disciplinary provisions. With clear guidelines on increment eligibility, leave periods, officiating service, and special provisions for certain cadres like stenographers, the rules help maintain uniformity across government service.

The annual increment on 1st July remains a crucial financial progression milestone for every government employee, and understanding the related rules helps ensure proper compliance and benefits.

    An employee sanctioned 5 increments continuously. The sixth increment is not sanctioned as he was awarded a punishment stoppage of increment one year without cumulative effect. is he eligible spl grade 6 years increent. if eligible from which date he will eligible.

    I was suspended on 30.06.2018 and reinstated on 20.10.2020. But increment was not given to me by my central government department from 01.07.2018 till today.

    Sir , I availed 6 months maternity leave and then ccl in continuation w.e. 18.09.2018 to 20.09.2020… so will I get the increment of 2019 and 2020 whn I will join the office?

      I will be in medical leave and EL due to my Major operation. whether will this affect my increment which is last increment in my service which is the pension calculator. I may not come continuously 6 months but all the leaves are sanctioned one by my competent authority.

        If the total continuedly more than 180 days it will affect for that year increment. Pension will be calculated as your last basic pay of 50%.

      Suspension will be charge sheet within 90 days & it will nor be 180 days. But increment will be given after attending duty only.

          No. From the joining duty date you are eligible for next one increment only. In Maternity Leave alone eligible for increment but combined with CCL (total of more than 180 days any leave) increment will be given only from the joining date of duty.

    I was on maternity leave till aug 2007
    Then took 2 years continuous leave after maternity leave (without requiring medical certificate)…….which was decided as 525 days EOL from March 2008 after deducting all my ELs …(aug 2007 to March 2008)
    Joined in aug 2009 am I allowed increment in 2008 and 2009

      No. After 180 days any kind of leave increment will not given. EOL without M.C it will not count in service, gratuity also not given for that period.

    Sir I was on maternity leave March 2007 to aug 2007. Then on one year leave in continuation of maternity leave .in 2008 there was 6cpc. I expect it to two years.i.e under rule 43(3) b
    But my department gave me el +will of 525 days on private affairs
    Can it be represented now . To convert into CCL pending( 490)with me

      No. Also it will not count for gratuity & service. Regarding CCL : If it was first delivery you can avail it in second maternity leave or for both the children’s education & sick purposes upto the age of eighteen, it can be sanctioned.

    i got my gp of 4800 in 2007, however i was on lwp for a period of 2 years , i joined in 2009. so will i get my non functional financial upgradation 2011 (4 years from 2007) or 2013 (4 years from 2009).

      In the maternity leave increment is given as usual, but if it is CCL combined 180 days it will be postponed to next year July only after joining duty.

    Sir, I got my 1st MACP on 28.04.2007 and am due for GP 5400 from 28.04.2011, however since i had been given a minor penalty of stoppage of one increment without cumulative effect in the year 2011, my office is saying i can get effect of GP 5400 only from July 2012. Is it correct?

          Where is the question of stoppage of increment from 6th CPC. There’s no question of pay scales ending , only basic pay plus GP 3% increments. In the the 7th CPC 40 stages of increment in most of the matrix levels.

          Old basic pay plus grade pay (total) multiply by 3% = Increment pay (including grade pay) For promotion basic pay plus new GP = total including new pay it will be given from the promotion date or from the JULY increment as per the option.

    2 Jul 18 to 5 jul 18 on leave and rejoined duty on 06 jul 18 However, what will be his increment date wef 6 Jul 18 ?
