    Dear Rama,

    It is not the army’s job (not primary job) to do internal security duties, it supposed to be rare and temporary. Internal security duties are supposed to be the easier job and more routine as is to be performed by the local police or CAPF. However, in the Indian scheme of things, the IPS cadre by training and structure have been found to be complete misfits. Irrespective of their performance, they get promoted.

    If you consider USA, i doubt that the army has ever been called out even once in recent history – 100 years. But in India army is called our regularly – on an average every day. The US CAPFs (DEA etc) job is quite dangerous and they are very professional , most are ex-army – no IPS and batch promotion there. And the chief of such professional forces rank below a Lt general. I do not think state police chiefs are even ranked.

    Let me answer your question with an analogy. Internal security is the primary school teachers job (police). As they are unable to perform, secondary school teachers (CAPF) has to step in. Unfortunately, the IPS cadre also heads the CAPFs hence they too are unfit. So the college teachers (army) are requested to aid – and they have to come in to sort out the mess – a job for the primary school teachers. Now if a college teacher has to comes and take classes for primary school, he still has to be paid his college teacher salary.

    We do understand, that at junior levels your life is quite tough. But whether you should serve under army command – i do not know. Your case should be that IPS and the police can take charge of Assam rifles and army officers are not required. I think pay wise, it is better you are under IPS. First of all they have no clue on what is going on, at the first sign of trouble they vanish, and if any one get caught in the cross fire you can get a Ashok chakra. In the army, you will get kicked out. However, sometimes you might find an a Gabbar Singh and he will put every one in a soup,

    But the pros side is that they can call the army for everything and still get promoted. Whereas, if you are in the army, you are the last resort and have to sort it out. So rama, i advise you to lobby for the army officers to be sent back and you want the leadership of IPS.

    Assam rifles Jawan continualy doing the roll or duty of army jawan.and life style of same, command also same as army ,all officers came from army.since 180 years , so that where is different Army betwee Assam rifles.
    Army taken MSP (military service pay) why not Assam rifles take ARSP (Assam rifles service pay)
