Question Whether existing HRA slabs as per their location, as on 31-12-2015 would continue to apply from 1-1-2016 to 30-6-2017 ? (till the New HRA slabs replace from 1-7-2017). Some say there shall not be any HRA on new UGC 7th Pay, till 1-7-2017, if it so, is it not against natural justice ? ..Pl Clarify

Question Respect Sir, my basic pay & grade pay as on 31/12/15 is 9820 & 2400. I got promoted on 05 June 2016 through LDCE as SI/GD in Level 6. I opted to fix my pay on DNI I. e. 01 July 2016. My department has refused to fix my pay on 01/07/2016 with reference that ” as per ccs(rp) rule 2016 clarification 1 of Rule 5, I am not eligible for the second option. And my pay fixed as per 1st option. And DNI declared on 1 Jan 17.
We requested to fix my pay on 1st July 2016 with Grant of two increment (one promotional and 2nd annual) and change my grade pay from 2400 to 4200.
After all my basic may be – 9820+370+380+4200=14770 X 2.57 =37958.9 OR 37959.
As per pay matrix -38700/-. DNI -1st July 2017= 39900/-.
Kly clear that 1. second option is applicable to me or not.
2. My new basic pay is 38700 is correct?.
If not then fix my pay as per above information. With rule.

Reply Contribution depending on the last grade pay/Matrix Level of last retirement. Choice is with one can apply for Life time card by paying 10 years contribution together or one can apply for one year, two years etc. by paying for that applicable period.

Reply She was at the age 57 might have been expired. Commutation amount is given from the pension amount those who are after retirement, if she expired it is not given. You got enhanced Pension also full amount until her age of 67 years, after that until your life time you will get 60% of pension as family pension. It you are attaining the age 80 years you will get in additional of 20% of family pension.

Reply My basic pay is Rs. 9260 as on 01-01-2016. My previous basic pay is Rs. 8990. My 7cpc basic pay is fixed at Rs. 23800 on 01-01-2016.
On the other hand, My junior staff basic pay is Rs. 8990 as on 01-01-2016. His 7cpc basic pay is fixed at Rs. 23800.
I am senior from him i.e. 3% increment advance from my junior staff who is working in the same grade pay 1900 and same designation.As per Page No. 3, Para 9 (i) DOE, GOI O.M. No. 1-6/2016-IC/E-IIIA, dated 7th February, 2019
Where consequent upon fixation of pay in terms of Rule 7 (1) (A)(i) of the CCS (RP) Rules, 2016, two different pay drawn in the pay structure obtaining immediately before 1.1.2016, which were separated by one another by 3% of the previous stage, are fixed at the same cell of the applicable Level of the Pay Matrix effective from 1.1.2016, then the benefit of bunching by way of one additional increment as on 1.1.2016 shall be admissible in respect of the pay which is more than 3% of the previous pay,

My questions : May I applicable to get bunching benefit Rs. 24500 instead of Rs. 23800?

    DOPT orders to grant GP 4600 to Pre 2006 pensioners holding scale of 6500/10500 vide orders dated 4//01/2019: I was drawing 9300 as Basic in scale 6500/10500 as Chief Draftsman DOT New Delhi with GP 4200. Apropos above orders DOPT CCA New Delhi region says those orders apply to only those who were getting less than the minimum of the running scale of 6th cpc. Its gross discrimination as how one person fulfilling conditions but drawing more than the minimum of scale can be debarred. In fact circular dated 4th Jany 2019 is defective to this extent as it should apply to all staff even those drawing more than the minimum of 6th running scale. Am already 77 yrs I request

    and cant hoppe that clarrifications would be likely soon. Railwaymens federation has already taken up with Rly Board as per their letter printed iin Bharat Pensioners April/2019 issue. I request DOT Sanchar Bhawan New Delhi should also take up such case. (sufferer: Mrs. Kamlesh Sehgal, Retd Chief D/man DOT, Sanchar Bhwn New Delhi).

      You lodge a complaint in the site http://www.cpao.gov.in with register & log on. since it is a contrary with bank and individual’s of pensioners/family pensioners the differences of arrears should be prepared by pension paying bank from 1/1/2006 to 31/12/2015, but after the period of basic pay fixation as on 31.12.2015 & it should be fixed in Matrix Level 7 & fix the Notional Pension from 7th CPC as on 1/1/2016 up till the settlement, it will be done by the individual’s office & checked by their Pay & Accounts Officers then it should be sent to Bank for payment of arrears with revised PPO for them. Also copy to our JCM members for early settlement and prepare a Concordance Table because some of pensioner’s made died in the middle.
